UNDP is currently implementing its flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power.

The ABADEI Strategy is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with the safeguarding of livelihoods and the strengthening of community resilience. It is centred around addressing worsening poverty and vulnerability, supporting community resilience and social cohesion, addressing climatic vulnerability and enabling the rehabilitation of small-scale infrastructure vital for basic human needs.

UNDP supports value chains development that have maximum potential of  employment creation, safe-guarding environment, and supports policies and regulations to create en-abling environment that favours shifting value chains towards sustainable and differentiated products with high employment potential and less impacts on environment de-gradation.

 

UNDP is looking to hire an Agriculture Value Chain Consultant to conduct a Training Programme in Afghanistan in order to build the in-country capacity to develop the sustainable value chain programmes by assessing and analysing potential sectors / products; engagement of market actors, assess Push and Pull factors to identify the key barriers and booster and capitalize on the outcome of analysis

The trainer will be selected to lead / co-facilitate two consecutive “5-day training workshops on Agriculture Value Chain Management and Market Linkages”. The design and duration of the workshops may be changed based on consultations with the hiring unit.

Objective

The workshops will be attended by around forty participants across Afghanistan.

The Training workshops will achieve at-least but not limited the below set of objectives:

  • The market systems Development (Target Group Assessment, Sector Selection, Value Chain Mapping, Risk / Constraint Analysis, Strategy Development, Monitoring & Evaluations)
  • Value chain analysis and development (Rules & Regulations, Supporting Functions) from Micro to Macro level.
  • Identifications and Mapping of Key Market actors.
  • Value chain financing (Constraints and opportunities)
  • Designing and implementing value chain project
  • Value addition to identified value chains.
  • Identification of promotion opportunities for selected value chain.
  •  

Key Functions

Under the supervision of the UNDP ABADEI Programme Manager, the training Consultant will:

  • Prepare a draft outline of the training agenda;
  • Adapt the existing training curricula (including presentations, activities and case studies) to the Afghanistan context;
  • Deliver training in close collaboration with the programme team;
  • Assist the training workshop participants to formulate a return-to-work plan;
  • Evaluate the effectiveness of the training and make recommendations for improvement;
  • Prepare a workshop report capturing the key discussions and outcomes of the training including recommendations for further improvements based on evaluation results. 

 

Please note the logistics of the event itself will be organized by the UNDP programme team.

 

Training Methodology:

 

The consultant will adopt the participatory approach focusing on adult learning methodologies. The training should include a mixture of technical presentations, participant knowledge sharing, case studies, real-time field experiences and lessons learned, group discussion, role-plays, and guest speakers.

 

Training participants will be selected by the UNDP programme team. The Agriculture Value Chain Consultant will analyse the needs in consultation with UNDP Sr. Management, Programme Team, identified partners in addition to desk review of relevant documents to determine the pre-training needs of the participants and design the training curricula to respond to these needs.

The final report will capture the key discussions and outcomes of the training, as well as provide an evaluation of the training effectiveness and recommendations for improvement. The final report will provide a summary of the return-to-work plans initiated by the training participants.

Qualifications et expériences requises

Education:

  • Post-graduate degree in agriculture, agricultural engineering, agricultural economics, business administration, economics , social sciences, international development or a related subject. A first level university degree in combination with relevant experience may be accepted in lieu of the advance university degree.

Experience:

  • At least 10 years of work experience in the field of agriculture economics, value chain analysis and trainings.
  • Previous experience of working with the United Nations or international organizations on relevant subjects will be a strong advantage.

working arrangement : 

Institutional Arrangements:

The Agriculture Value Chain Training Consultant will report to the Programme Manager, ABADEI UNDP). The payment will be based on the approval of required deliverables by Programme Manager, ABADEI UNDP) and after verifying the deliverables.

Duration of the Work:

Total number of effective person-days: 14 consecutive days in one month.

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

The financial proposal with request through email from the shortlisting candidates, in accordance with the below:

  • Daily Fee – The Consultant shall propose an all-inclusive daily fee for the contract period. The term "all-inclusive” implies that all costs (professional fees and communications) that could be incurred by the consultant in completing the assignment are already factored into the daily fee submitted in the proposal.
  • The number of working days for which the daily fee shall be payable under the contract is 14 working days

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
