The United Nations Development Programme (UNDP) is the UN’s global development network, working in 177 countries and territories. In Bosnia and Herzegovina (BiH), UNDP is committed to helping the country through strengthened national and local capacities to carry out political, economic and social reforms and promote development. In the programmatic period 2021-2025, United Nations Sustainable Development Cooperation Framework will guide the work of authorities in BiH and the United Nations (UN). Commitment to work together and achieve priorities in BiH is expressed by: the 2030 Agenda for Sustainable Development and selected Sustainable Development Goals (SDGs), future accession to the European Union, the Joint Socio-Economic Reforms (Reform Agenda) 2019-2022, and the human rights commitments of BiH, including other agreed international and regional development goals, and treaty obligations and conventions.

 

As part of the UNDP BiH’s Good Governance’s portfolio, the Local Development Portfolio seeks to make a tangible contribution across a host of thematic areas critical to the quality of life in BiH local communities. It is currently made up of the following interventions: i) Sweden-funded Project for Improving the Performance of Local Services (PIPLS); ii) Norway-funded Economic Governance for Growth Project (EGG); iii) Multi-donor Country Infrastructure Development Initiative (CIDI); iv) Norway-funded Public Enterprise Integrity Project; v) World Bank Emergency Covid-19 Project, implemented on behalf of the Government of the Federation of BiH.

 

Considering the change in management arrangements under the Local Development Portfolio, a Local Development Expert will be engaged to provide interim quality assurance and technical backstopping, as well as to advise on programming and resource mobilisation efforts.

Devoirs et responsabilités

The Expert will get familiar with the Local Development Portfolio and consult with the Good Governance Sector Leader and relevant Project Managers. Based on this, s/he will develop a work plan for the below described tasks, considering relevant project dynamics and activity timelines. 

Task 1: Quality assurance and technical backstopping

  • Review project progress/final reports, providing concrete recommendations for improvement, including editing and redrafting – PEIP final report; PIPLS, CIDI and EGG annual reports
  • Review analytical reports and other project products, providing concrete recommendations for improvement, including editing and redrafting, as relevant and agreed with UNDP:
    • Assessment of IT learning in primary and secondary education in Bosnia and Herzegovina
    • Draft Concept for the introduction of business clubs in the education system
    • Assessment of Digital Transformation in Local Governments
    • Assessment of public procurement practices at the local government level
    • Draft Research and Development Strategy of Sarajevo Canton

This task will be delivered by January 2023. The estimated level of effort for the Task 1 is 16 days.

Task 2: Programming and resource mobilisation support

As part of this task, the Expert will:

  • Develop a concept note for enhancing IT learning in Canton Sarajevo, building on the available assessment, consultations with stakeholders and emerging opportunities, and including an indicative action plan. The concept note is to be discussed with UNDP and institutional partners in Canton Sarajevo, to obtain comments and suggestions.
  • Prepare a brief note capturing main achievements and lessons learned under the Technical Assistance Facility, implemented in support of newly elected local government leaderships in BiH.
  • Develop a concept note for the next phase of Sweden-funded PIPLS project, including consultations with relevant UNDP team members and institutional partners.
  • Identify resource mobilisation opportunities and develop two new concepts / project ideas in the area of local development.
  • Consult relevant stakeholders and develop a concept note for establishment of Centre for childhood development in Srebrenica, including needs assessment and basic feasibility study, with costing and funding options (15 days).

 

This task will be delivered in the period November 2022 – April 2023 and the level of effort will not exceed 37 expert days.

Qualifications et expériences requises

Academic Qualifications/Education

  • Advanced university degree in public administration, business administration, management, social sciences, or other related disciplines.

Experience

  • At least 15 years of relevant professional experience, including project/programme management and provision of technical advice to public institutions in Bosnia and Herzegovina.
  • Excellent understanding of the operating environment for local governance and local development.
  • Demonstrated experience in working with government and donors / international development agencies.
  • Proven track record in programming, partnership development and resource mobilization.

Languages Requirements

  • Fluency in the official languages of Bosnia and Herzegovina and in English.

Other Requirements

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
