Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Since 2001 UN Women (previously as UNIFEM) in Kyrgyzstan has implemented catalytic initiatives on promoting women’s economic, political and social rights. In 2012 a full Country Office (CO) was established.

Under the direct supervision of the UN Women Country Representative the Head of Osh Sub-Office will be responsible for implementation of programme/project activities on a south regional level, ensuring high quality, accuracy, and consistency of work. The Head of sub-office supervises staff in Osh brunch of the CO and works in close collaboration with the Operations and Programme Units in the CO and project personnel to ensure consistent service delivery.


Duties and Responsibilities

Summary of Key Functions:

1. Effective management of UN Women presence, staff and assets

  • As guided by the Representative, represent UN Women in the region, by participating in meetings and events, moving forward the agenda for GEWE. Advocate and communicate publicly based on key messaging and lines developed and agreed with communication team and the Representative.
  • Facilitate, take and implement measures to ensure safety and security of UN Women staff and assets.
  • Effectively lead the Field Office team and manage the performance and conduct the staff members to deliver results for GEWE.
  • Act as a member of the Country office CMT, PMT and coordination management meetings to ensure programmatic and managerial alignment between Osh and Bishkek offices.

2. Knowledge Management for Programmes

  • Ensure that area/country programmes are supported by knowledge management through data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge.
  • Participate in information exchange through donor and media visits.
  • Foster culture of learning and development within the team and at work with other stakeholders, partners and beneficiaries.

3. Programme Development and Management

  • Identify critical intervention points and measures by administering a consistent and transparent monitoring system
  • Develop required annual and/or quarterly work plans and ensure coordination of activities with other stakeholders.
  • Analyze country level socio-political-economic trends and their implications for ongoing programmes and projects.
  • Prepares relevant programme reports required for management, donors, programme analysis, annual reports, etc.

4. Programme Monitoring and Evaluations

  • Undertakes field visits and ensures that his/her staff conduct field visits to monitor and assess programme implementation and decides on required corrective action.
  • Carry out a transparent approach to evaluate and participate in the major programme evaluation exercises in consultation with the Representative, the Operations Officer, the Evaluation Officer and others to improve efficiency and quality of programme delivery.

5. National and Local Capacity Building/Sustainability

  •  Provide authorities and partners with technical support and guidance to plan and organize training programmes for the purpose of capacity building and programme sustainability.
  • Ensure the building and reinforcing of the commitment and institutional capacities of the national and local partners starting with taking a strategic approach to the identification of these partners and partnerships.

6. Partnership, Coordination and Collaboration

  • Develop partnership and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation and movement/distribution of supplies.
  • Plans, develops and implements sectoral programme(s) by collaborating with the government and other partners. Provide leadership in provision of technical advice, negotiation, advocacy and promotion of area/country level goals, leading to agreement on practicable and priority actions to be supported by UN Women programme and country level cooperation.

Required Skills and Experience

Education:     

  • Master’s degree in Social science or related fields.   

Experience:

  • At least 5 year of relevant work experience in area of community mobilization, good governance, gender equality and youth engagement;
  • At least 5 year experience in monitoring and writing project reports;
  • Demonstrated good analytical skills and knowledge in the thematic area of gender equality and/or women’s social, political or economic empowerment; or youth empowerment; or natural resource management is desirable;
  • Good communication skills and experience on working in multicultural environment;
  • Good numerical skills or financial reporting skills;
  • Competent in the usage of computers and office software packages (MS Word, Excel, etc.)

Language requirements:

  • Fluency in English, Russian and Kyrgyz.
  • Knowledge of Uzbek is an asset.
