UN Women also coordinates and promotes the UN system’s joint work in advancing gender equality, namely through the UN Gender Theme Group and with the Secretary of State for the Gender Iquality and Inlusion (SEII) through the Gender Equality Coordination Group.
UN Women is working to ensure that women and girls contribute to and have greater influence in building sustainable peace and resilience, and benefit equally from conflict and disaster prevention and response. UN Women supports the Government of Timor-Leste and engage civil societies.
In this regard, UN Women Timor-Leste seeks to recruit an international consultant to provide technical support on the strategy and partnerships incl. resource mobilization to the country office.
Duties and Responsibilities
The overall objectives of the consultancy assignment is to provide technical support to the implementation of the resources mobilisation strategies and initiative. The International Consultant will be based in Dili during the entire period of the assignment, and may be required to travel to other municipalities if needed.
Under overall guidance and direct supervision of the UN Women Head of Office, the consultant will perform the following tasks:

The total duration of the contract assignment will be 12 months, between October 2022 and September 2023. The consultancy in mainly based in Dili, with official mission to municipalities if necessary.

Upon receipt of the deliverables and prior to the payment of the installment, the deliverables, related reports and documents will be reviewed and approved by UN Women within one week of submission.

Applications will be evaluated based on the Cumulative analysis.
A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
Technical qualification evaluation criteria:
The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:
Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidate.
Financial/Price Proposal evaluation:
Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
