Background

UN Women is based on the vision of equality enshrined in the United Nations Charter, working for the elimination of discrimination against women and girls; Women empowerment; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates the efforts of the United Nations system to ensure that commitments to gender equality and gender mainstreaming are translated into action worldwide. It provides strong and coherent leadership in supporting Member State priorities and efforts, building effective partnerships with civil society and other relevant actors.

 

The Government of Indonesia has committed to increasing gender equality and empowering women through the issuance of Presidential Instruction No. 9 of 2000 on Gender Mainstreaming in National Development. Since then, gender mainstreaming has been further strengthened in the National Long-Term Development Plan (RPJPN) 2005-2025, and detailed in the National Medium-Term Development Plan (RPJMN). Currently, the RPJPN 2005-2025 and RPJMN 2020-2024 have almost expired. The Government of Indonesia, in this case, National Development Planning Board/Ministry of National Development Planning (Bappenas) is preparing the RPJPN 2025-2045 and RPJMN 2025-2029, and subsequently the background study on gender equality and women’s empowerment to support the gender mainstreaming effort in the National Development Plan.

 

UN Women in collaboration with Bappenas will develop the background study on gender in preparation to RPJPN 2025-2045 and RPJMN 2025-2029 development. To support the development, we will be hiring a qualified individual consultant in the field of gender equality and women's empowerment who understand the context of gender and good governance.

Duties and Responsibilities

Objective of the development of Background Study on Gender

  1. To provide situational analysis and mapping of policy direction, programme design and implementation, achievements and challenges related to priority and strategic issues during the implementation RPJPN 2005-2025 and RPJMN 2020-2024
  2. To provide baseline and inputs for policies and programmes development in RPJPN 2025-2045 and RPJMN 2025-2029

 

Scope of the Background Study

The background study will inform policy formulation in the field of Gender Equality and Women’s Empowerment, focusing on: Education, Health, Employment, and strategic issues covering Law, Politics, Security, and Economy and its elaboration into targets and indicators of success. It will also inform program priorities and development activities in the field of gender equality and women's empowerment as reference material for the preparation of the RPJPN 2025-2045 planning document and the RPJMN 2025-2029.

 

Specific Task of the Consultant

Specific tasks of the consultant are the following:

  1. Conduct desk review to:
  • Collect baseline data to analyze gender gaps in priority issues (education, health, economy, employment, security and politics), strategic issues (law/human rights and environment and digital transformation) and other emerging issues that has been happening during the implementation of RPJMN 2020-2024.
  • Map and analyze key government stakeholders in the field of Gender Equality and Women’s Empowerment both at national and sub-national levels
  • Identify relevant policies and programmes implemented by Ministry of Women’s Empowerment and Child Protection, Ministry of Home Affairs, Komnas Perempuan and other relevant ministries on both priority and strategic issues
  1. Draft the situation analysis based on the desk review, using gender analysis to focus on Strength, Weakness, Opportunity and Challenges of the policies taking into account the following:
  • Priority issues such as education, health, economy, employment, politics and security.
  • Strategic and emerging issues impacting women and gender equality such as, but not limited to: law and human rights, peace and security, digital transformation
  • Institutional capacity of gender mainstreaming in government institutions

 

  1. Identify strategies, key priorities (policies and programmes) and targets based on the situation analysis, focusing on:
  • Policies and programmes to respond to priority, strategic/emerging issues and institutional capacity of gender mainstreaming
  • Cross-cutting/enablers for gender equality and women’s empowerment such as gender data and statistics.

 

Expected Deliverables

This assignment is carried out to produce the following deliverables:

  • Deliverable 1: Report of the Desk Review
  • Deliverable 2: Situational Analysis
  • Deliverable 3: Recommendation for strategies, policies and programmes on Gender Equality and women empowerment for RPJMN 2025-2029 and critical issues to be considered in RPJPN 2024-2045 with identified key targets and priorities.

 

Delivery dates and how work will be delivered

The expected output from this consultancy work is Background Study on Gender Equality and Women Empowerment (combined final deliverables of 2 and 3 in Section V above).

The final deliverable is a well-developed document in Microsoft Word format and meets UN Women and Bappenas quality standards. The final document of Background Study is to be written in Bahasa Indonesia (in electronic and/or hardcopy) which will be translated into English by UN Women. In relation to the copyright, all materials or documents results from this consultancy will remain as the property of UN Women and Bappenas.

The consultant will submit the Inception Report in English and the Executive Summary in Bahasa Indonesia and English.

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed by UN Women and Bappenas.

Education:

Master’s degree in statistics, gender studies, social studies, psychology, development studies, anthropology, public health, public policy or other related fields

 

Experience:

  1. Minimum of 10 years of experience in research and policy advocacy, particularly in gender, gender mainstreaming, gender advocacy, women’s empowerment, and government planning documents, demonstrated by national/international academic publications, preferably in top tier or very good, refereed journals (please provide the link)
  2. The sample of reports on research and policy advocacy in gender-related issues developed by the consultant will be an advantage
  3. Experience in the policy framework/advocacy and inter-ministerial coordination

 

Knowledge and Skills:

  • Strong technical expertise in policy analysis
  • Knowledge on Indonesia’s economic policy and national priorities
  • Well versed in current development on innovative policy making and able to communicate effectively with government and business sectors.

 

Language Skills:

  • Fluency in oral and written Indonesian and English is required Excellent technical and analytical writing skills (to be assessed through writing sample)
