Background
UN Women, the United Nations entity for gender equality and the empowerment of women, was created to accelerate progress towards the fulfillment of their rights around the world. UN Women assists UN member states in setting international norms and standards for achieving gender equality and works with governments and civil society to develop laws, policies, programs, and services needed to implement these standards.
UN Women, upon request, in partnership with the National Commission on Women Affairs and Family and Demographic Policy under the President of the Republic of Kazakhstan and other partners, provides expert and technical support to revise the existing legal framework and ongoing initiatives in the field of gender equality, empowerment of women, elimination of gender-based and domestic violence, etc. and to improve the collection of necessary data and their analysis and monitoring.
In this regard, UN Women Kazakhstan plans to hire an international consultant, in order to ensure a high-quality analysis of the draft and existing legislation in the listed above areas and provide comparative analysis for these laws in line with international norms and standards (CEDAW, Beijing Declaration and Platform for Action, Istanbul Convention etc).
The findings will be shared and discussed with the relevant partners for helping them to make relevant decisions on improving relevant legislation in Kazakhstan.
Duties and Responsibilities
Under the supervision of UN Women Programme Specialist, UN Women Kazakhstan plans to hire an international consultant, in order to ensure a high-quality analysis of the draft and existing legislation in the listed above areas and provide comparative analysis for these laws in line with international norms and standards (CEDAW, Beijing Declaration and Platform for Action, Istanbul Convention, SDGs, etc.).
The findings will be shared and discussed with the relevant partners for helping them to make relevant decisions on improving relevant legislation in Kazakhstan. S/he is also expected to provide overview of concrete examples of international best practices.
International consultant will provide high-quality analysis of the draft and existing legislation in the listed above areas and provide comparative analysis for these laws in line with international norms and standards (CEDAW, Beijing Declaration and Platform for Action, Istanbul Convention, SDGs, etc.) is expected to undertake the following specific tasks:
- Based on the review of the resource materials to review and provide expertise and assessment of the relevant legislation piece, to provide their alignment with international norms and standards (CEDAW, Beijing Declaration and Platform for Action, Istanbul Convention, SDGs, etc);
- Preparation of an analytical report with supporting documents and concrete legal recommendations to be introduced in the relevant on the results of the work done.
- Conduct several online briefings/consultations with local stakeholders and developers of the law. For each case number of briefings/consultations will be discussed and agreed in advance.
The International consultant is expected to work home based and consult with UN Women online.
All deliverables must be certified and approved by UN Women. UN Women will develop and disseminate among recruited consultants separate ToR for each particular assignment.

Required Skills and Experience
The selection process of International consultant will be by following criteria:
Education:
- University degree in gender studies, law, public/business administration, political/international affairs communications, sociology, and other relevant fields.
Experience:
- Minimum 3 years of experience in related field.
- Experience with UN agencies and other international organizations, as well as with government agencies is an asset.
Applicants must meet the above minimum qualification requirements which will be included in the technical evaluation process in the future. The next stage of the assessment process will be maintained by cumulative analysis methodology of technical proposal (70%) and the financial proposal (30%) of the candidate.

Only candidates, who will accumulate at least 490 (70%) points of the maximum 700 points during the technical evaluation process, will be qualified for financial proposal*.
* Each candidate will be requested to submit daily remuneration fee in KZT.
The financial offers of the technically qualified candidates will be requested and will be weighted in terms of selection points as per below formula:
B = T + Clow / C x 300 where
T- is the universal technical score awarded to the evaluation of the proposal (only those proposals that pass 70% of the technical evaluation);
C is the financial offer of the candidate; and
Clow- is the lowest financial proposal among all evaluated candidates;
300 is the maximum financial point that can be obtained.
The successful candidate will have accumulated the highest aggregated score (technical and financial scoring).
Payment will be made only if expected results will be achieved agreed package of documents and reports provided without delay and approval of UNDP SI.
