UNDP in Bosnia and Herzegovina is implementing a project „Accelerating Clean Energy Transition Through Utilization of Solar Energy Potential in Bosnia and Herzegovina” (SolarCET) which has the objective to stimulate the citizens to use solar panels and collectors for production of renewable energy, as a measure to support clean energy transition, combat the air pollution and energy poverty, reduce GHG emission and the number of citizens suffering from respiratory diseases in Bosnia and Herzegovina.

To its end, the project will facilitate development of friendly-environment for investment in technically and economically feasible solar solutions in Bosnia and Herzegovina, and then promote their wider uptake by citizens via dedicated financial mechanism and funding windows established within the local level in BiH, as well as providing reliable quantification of solar potential to support implementation of a favourable policy and regulatory framework at the local, entity and national levels. The project will facilitate the transformation of the solar market by creating and expanding opportunities for businesses to get involved and increase their activities in the provision of solar systems in BIH.

Component 2 of the SolarCET project addresses the identified financial barriers by strengthening the municipalities, cities and cantonal capacities to finance solar off-grid and autarky projects. Component 2 of the SolarCET project is being implemented in cooperation with URBANLED project since both projects promote safer, cleaner and healthier cities, and reduction of GHG emissions. URBANLED project aims to facilitate investment in technically and economically feasible low-carbon solutions in key urban sectors, and then promote their wider uptake by municipalities and the private sector via dedicated financial mechanism and funding windows established within the environmental finance frameworks in BiH, as well as by accelerating implementation of a favourable policy and regulatory framework at the entity and national levels.

 

Building on UNDP’s prior work with local and cantonal level institutions, the project will support the design of an innovative financing mechanisms that will provide grant financing to citizens and work on integrating an ESCO-based financing model for private and public sector. Public calls in seven local governmental units for co-financing of solar systems in medium and low-income households will be developed. As one of the activities of the implementation of the public calls, it is planned to create technical documentation, i.e. main designs of photo-voltaic (PV) systems.

 

The Consultant will conduct site visits to applicants who are on preliminary ranking list of the Public calls for co-financing of solar systems, in order to visually verify the data (general and technical) from citizens' applications. The Consultant will update previously developed template technical designs and will develop final BoQs of works and equipment for solar systems, for the applications which meet both general and technical criteria.

Under the guidance of the SolarCET and URBANLED project team, Consultant will render necessary technical support in order to ensure effective implementation of solar systems in households in Gradiška and Prijedor. The Consultant will work under the overall guidance of and direct supervision from Project Manager. However, on a daily basis the Consultant will work closely with the SolarCET and URBANLED project team, experts, local government units (LGU) and other members as defined by the SolarCET and URBANLED project team.

Duties and Responsibilities

The task of a consultant is to provide verification of aplication documentation within the Public calls for co-financing of solar systems and development of the main project designs for implementation of solar energy investments in middle and low-income households for 5 local government units: City of Cazin, City of Mostar, City of Živinice, Municipality of Ilidža and Municipality of Vogošca. 

National Consultant – SolarCET Technical Expert in FBiH will:

 

a. Conduct site visits in order to visually verify the data from the applications,

The Consultant will conduct site visits to 105 individual houses of applicants who are on preliminary ranking list of the Public calls for co-financing of solar systems for 5 local government units: City of Cazin, City of Mostar, City of Živinice, Municipality of Ilidža and Municipality of Vogošca. During site visits the Consultant will perform an assessment of the technical feasibility of implementation of solar systems for each building and verification of the general and technical data from applications.

 

b. Update the template and finalize the main project design,

The Consultant will finalize the main project design for installation of solar systems (capacity 4, 5 and 6 kW) for 105 applicants (who meet the general and technical criteria of the public calls) based on previously developed templates. The templates include overview of all needed information to be integrated in the project design documents. The templates are available on the following link: Solar_PV_System_Design_Template.7z

 

The Consultant will update the given templates according to data collected from the site visits. Technical design documentation will include all the necessary textual (descriptions, technical requirements and specifications), numerical (BoQ) and graphical (drawings) parts, fully in line with national legislation and professional standards.

 

The Consultant will cooperate closely with SolarCET and URBANLED project team. Also, The Consultant should be available to LGUs (Cazin, Mostar, Vogošca, Ilidža and Živinice) and will be required to keep a constant communication and discussion on each point of assignment with SolarCET and URBANLED project team and governmental counterparts.

 

It is envisaged that the level of effort for these tasks will not exceed 80 expert days. If not possible to organize face-to-face meetings, the meetings with project team will be organized on remote basis.

Outputs will be written reports with regards to the points a. and b. listed above.  Written work will be supplemented by other requested consultation by phone, Teams, and in person.

  • Minimum 5 years of professional experience in the relevant field of electrical engineering;
  • Minimum 3 years of specific experience in preparation of technical documentation for solar photo voltaic systems;
  • Experience in preparation and implementation of PV solar projects;
  • Experience in electrical works;

  • Experience working with multilateral organizations and the UN system preferred.

Languages Requirements

Knowledge of local language in Bosnia and Herzegovina (excellent writing, editing and communication skills).

When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
