Fiji Police Force Support Project
UNDP is the UN’s global development organization that supports countries around the world in their efforts to successfully address diverse development challenges, framed around three broad settings which require different forms of support: eradicating poverty in all its forms and dimensions; accelerating structural transformations for sustainable development; and building resilience to crises and shocks. In Fiji, UNDP is supporting the government and national partners in finding innovative solutions to these challenges.
Strengthening access to justice, rule of law and promoting human rights are cornerstones of UNDP’s work to achieve sustainable human development and eradicate extreme poverty. The UNDP Pacific Office in Fiji is implementing projects as part of an overall programme in these areas including the Fiji Access to Justice Project, the Rights, Empowerment and Cohesion for rural and urban Fijians (REACH), and the Fiji Police Force Project.
The Fiji Police Force Support Project (FPF) aims at strengthening transparency, accountability and effectiveness of the Fiji Police Force, in collaboration with key justice stakeholders and civil society organizations.
With financial and technical support from New Zealand, the project supports the Fiji Police Force to strengthen early access to justice in criminal proceedings and strengthen a victim-centered approach to investigations. This engagement priorities gender responsive and human rights-based approach to access to justice for vulnerable groups and promote gender equality and empowerment of all women and girls.
The project also supports urgent initiatives required by the Fiji Police Force to implement the Government’s COVID-19 response and recovery plan in a coherent manner and strengthen effective engagement with the public. The project has been guided by the strategic vision and mission of the Fiji Police Force and the Fiji Five-Year & Twenty-Year National Development Plan: Transforming Fiji, and supports the wider Police Strengthening Programme being undertaken by New Zealand to strengthen the performance of the Fiji Police Force. The cooperation with the Legal Aid Commission, which provides contact with lawyers in the first-hour, and coordination with the Office of the Director of Public Prosecution and the Courts, has been and will continue to be of crucial importance to the success of this initiative.
Project Outputs
The specific outputs for the project are:
- Output 1: Support national and sub-national capacities for planning, coordination and crisis management (Police COVID-19);
- Output 2: Enhanced access to justice and implementation of the UNCAT in Fiji; and
- Output 3: Enhanced capacity of justice institutions to apply an inclusive and human rights-based approach in empowering women and girls.
Development of Comic Books
The development of comic books has been selected as one of the most effective mediums to undertake a creative awareness raising campaign focusing on personal and community engagement to end SGBV, domestic violence (DV) and child abuse.
The local consultant will be working in partnership with the comic book producer for the overall creation and development of the comic books that will be distributed to children and youths as a means of raising awareness on issues pertaining to SGBV.

Scope of Works
The local consultant will provide the comic book producer with crucial information relating to overall story line, content, characters, language, slangs, settings and locality to ensure that the comic book is Fiji specific.
In addition, the local consultant will work collaboratively with key justice stakeholders, Government Ministries, Non-Government Organizations and UNDP’s gender specialist to ensure that the content is fit for consumption and use amongst children and youth.

Institutional Agreement
- The Consultant will work under the direct supervision of the Programme Manager for the Fiji Police Force Support Project.
Duration of the Work
- The assignment will be for 30 days from November 2022 to April 2023.
Duty Station
Home (Fiji) based as per work requirements.

Qualifications et expériences requises
Educational Qualifications:
- Master’s Degree in Social Sciences, Gender or Women’s Studies, Communications or other relevant fields would be advantageous.
Experience
- Relevant professional experience working on gender related issues, child abuse and or sexual and gender-based violence.
- Previous work experience in dealing with a diverse range of partners including law enforcement bodies, justice stakeholder, CSO’s and NGO’s.
- Previous work experience in working with children, youth and teens in providing survivor centered support to survivors of Sexual and Gender Based Violence, Rape, Domestic Violence and Child Abuse.
- Good drafting and formulation skills; proven record of drafting official reports.
Language requirements
- Fluency of English language is required;
Price Proposal and Schedule of Payments
Consultant must send a financial proposal based on: Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources
In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.
Evaluation Method and Criteria
Individual consultants will be evaluated based on the following methodology:
Cumulative analysis
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.
Technical Criteria for Evaluation (Maximum 70 points)
- Criteria 1: Relevance of Education (Master’s Degree in Social Sciences, Gender or Women’s Studies, Communications or other relevant fields would be advantageous. Max 20 points
- Criteria 2: Relevant regional or country specific knowledge. Max 10 Points
- Criteria 3: Technical expertise - Relevant professional experience working on gender related issues, child abuse and or sexual and gender-based violence. Drafting comic book content on SGBV, rape, child abuse and domestic violence for the audience target group. (required experience and knowledge for the assignment): Max 40 Points.
Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
Documentation required
Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:
- Letter of Confirmation of Interest and Availability using the template provided in Annex II.
- Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
- Technical proposal, including a) a brief description of why the individual considers him/herself as the most suitable for the assignment; and b) a methodology, on how they will approach and complete the assignment.
- Financial proposal in FJD, as per template provided in Annex II.
Note: Successful individual will be required to provide proof of medical insurance coverage before commencement of contract for the duration of the assignment.
Incomplete and joint proposals may not be considered. Consultants with whom there is further interest will be contacted. The successful consultant shall opt to sign an Individual Contract or a Reimbursable Loan Agreement (RLA) through its company/employer with UNDP.
