Office/Unit/Project Description 

The Joint SDG Fund supports countries as they accelerate their progress towards the Sustainable Development Goals (SDGs). It operates through joint programmes (JPs) that provide the mechanism for transformative solutions implemented by governments and national stakeholders and supported by the UN Country Team led by Resident Coordinators (RCs). Strategic direction for the Fund is provided by the Strategic Advisory Group chaired by the Deputy Secretary-General as the chair of UN Sustainable Development Group. The Fund is managed by the Operational Steering Committee, comprised of representatives of UN entities, and with the support from the Secretariat of the Fund. The UN Development Coordination Office (DCO) hosts the Fund and provides for the alignment with the broader UN Development System reforms. The Administrative Agent of the Fund, in charge of financial management, is the Multi-Partner Trust Fund Office (MPTF-O). To advance the dual mandate of supercharging the UN Development System reform to be fit for purpose and, in turn, supporting the acceleration of the Sustainable Development Goals (SDGs), the Fund incentivizes coherent and coordinated join UN action, anchored in the UN Sustainable Development Cooperation Frameworks at country level under the leadership of Resident Coordinator (RC). Serving as the catalytic funding to piece together emerging policy priorities and financing strategies, the Fund aims to galvanize the UN Country Teams around integrated policies and identify the fiscal space to overcome the political and financial hurdles to scale and accelerate progress towards the SDGs.

This vacancy is about the provision of support to the UN Joint SDG Fund (the Fund) on support to joint programmes including support to efficient and effective implementation; monitoring, reporting, and evaluation; analysis and synthesis of joint programme results; communications and learning; and other relevant tasks.

Institutional Arrangement

The Portfolio Monitoring and Implementation Officer will report to the Reporting and Evaluation Manager of the Joint SDG Fund and collaborate with the staff of the Secretariat including supporting with the oversight of UNVs and interns work, as required. The Secretariat of the Joint SDG Fund is hosted in the Multi-Partnership Trust Fund Office, New York, USA.

Duties and Responsibilities

Scope of Work

The Portfolio Monitoring and Implementation Officer is responsible for supporting joint programme implementation initially focused on SDG Financing but then incorporating other joint programmes in the upcoming thematic windows. She/he is expected to produce the following results:

1. Quality joint programme implementation results-based monitoring and reporting (60%):

  • Assist joint programme teams on quality and efficient implementation and facilitate programmatic integration of the joint programmes into broader priorities of the Fund.
  • Support joint programme teams in implementation and prioritizing programmes to focus on the Fund’s strategic objectives, including by guiding joint programmes on their contribution to UN Development System Reform and SDG acceleration, and by addressing operational issues and improved coherence in broader inter-agency and multi-stakeholder engagements.
  • Coordinate the full life-cycle of joint programmes from design through implementation and revisions to programme closing providing guidance, programmatic advice and implementation support to the country teams, while ensuring collection, aggregation and management of key programme documents and products.
  • Coordinate monitoring of joint programmes in terms of their progress, challenges and risks through regular monitoring reports and check-ins with JP teams to delivery timely and quality reports (including evaluation reports, when relevant) and their consolidation, validation, aggregation, analysis and reporting (both regular and ad-hoc).
  • Identify and report emerging issues, risks and opportunities from joint programmes that require attention and/or escalation to the Secretariat and/or Fund governance.
  • Facilitate training on necessary monitoring, reporting and evaluation policies, procedures and templates utilized by the Joint SDG Fund.

2. Coordinating learning, partnerships and communicating results (40%):

  • Identification, articulation and sharing of progress, lessons learned, emerging practices and innovation from joint programmes to support strategic communications and knowledge management.
  • Support and/or lead on creation of knowledge and communication products (e.g. reports, briefs, presentations, blogs, case studies) to promote the progress of the programmes and/or lessons learned. 
  • Support partnerships with country, regional and global teams in UN entities and other public and private partner organization in terms of programme and knowledge management.
  • Support peer learning and knowledge management and sharing across country teams and across UN entities including through development of knowledge platform/dashboards and products but also organizing communities of practice, trainings, webinars and other events, as relevant.
  • Support the Fund’s partnerships and resource mobilization efforts including monitoring and supporting country, regional and global level partnership events.
  • Facilitate engagement with RCOs and UNCTs on country-level visibility as well as at the global and regional levels, also emphasizing their engagements with donor partners in the countries.

Required Skills and Experience

Minimum Qualifications of the Successful IPSA

Min. Education requirements

Advanced University Degree in international development, economics, public administration, business administration, public policy or related environmental and/or social sciences.

Min. years of relevant work experience

Minimum of two years of experience in the field of international cooperation project/programme support in an inter-agency context; and Experience in monitoring, results-based management, reporting and communications on portfolio/programme/project implementation at the global and/or country level.

Required  skills

  • Attitude/experience in innovating regarding programme implementation.
  • Knowledge of the UN and previous work experience with developing countries.
  • Knowledge of sustainable finance topics (public/private);
