Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Ukraine UN Women works with the government, parliament and civil society in advancing gender equality through implementation of the national and international commitments on gender equality and women’s human rights. UN Women Ukraine implements interventions towards the realization of following strategic goals: elimination of violence against women and girls; implementation of women, peace and security agenda and gender responsive governance. UN Women works closely with the UN Country Team in integration of women’s rights and gender equality in all spheres of UN work.

As part of the UN system in Ukraine, UN Women supports national partners to implement their commitments to Women, Peace and Security Agenda (WPS), since 2015. UN Women has been providing technical assistance to develop, implement and monitor the first and the second National Action Plans for the implementation of UN SCR 1325 as well as other relevant international and national commitments related to the advancement of gender equality and women’s empowerment (GEWE) in Ukraine. In doing so, UN Women has partnered with and provided demand driven technical assistance to the key governmental institutions of the National Machinery for the Advancement at national,  regional and local levels, and women’s civil society organisations (CSOs) and grassroots women, especially those affected by conflict and marginalized.

In 2020 the world commemorated the twentieth anniversary of the adoption of the landmark UNSCR 1325 on WPS, and Ukraine has adopted  the second National Action Plan (NAP) 1325 covering the period 2021-2025. In April 2020, Ukraine also joined the UN Group of Friends of Women, Peace, and  Security. The renewed country commitments to the advancement of gender equality and implementation of WPS agenda create a momentum to effectively address areas of WPS agenda, which require special attention. These, according to the in line with the UN Secretary General’s Report to the UN Security Council (2020) globally include  a) radical shift in women’s meaningful participation in decision-making and in all states of peace processes, b) unconditional defense of women’s rights as part of WPS agenda c) greater investment in social infrastructure for human security d) increase investments in women’s organizations, and e) improve gender data for WPS.

Under the overall guidance and supervision of “Building democratic, peaceful and gender equal society in Ukraine” Programme Specialist, the Programme Analyst provides support to the effective implemnetion and management of the WPS activities.The Programme Analyst supports the delivery of UN Women “ Building democratic, peaceful and gender equal society in Ukraine” by monitoring and analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with UN Women the programme and operations team, maintaining and creating partnerships with government officials, multi and bi-lateral donors and civil society, ensuring effective technical support to the national parthers in line with UN system commitments in the Government of Ukraine – UN System Partnership Framework.

Impact of results:

The key results of this post directly impact on the ability of UN Women to effectively implement UN Women’s programmes and related operations in the country. This impact should lead to enhanced support to the government to implement WPS related policies as well as increased visibility and image of UN Women as an effective leader on gender equality and women’s rights and empowerment within the country.

Duties and Responsibilities

Contribute technically to the development of programme strategies in the area WPS

  • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to WPS.

Provide technical support to the implementation and management and WPS portfolio

  • Provide inputs to the annual workplan and budget as required;
  • Coordinate and monitor the implementation of programme activities related to WPS agenda;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Build capacities and train partners on Results Based Management.

Provide technical assistance and capacity development support to project/programme partners

  • Provide technical support to and technically oversee the implementation of programme activities with partners;
  • Drafting Terms of References (ToRs) as required;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.

Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress on programme activity, results and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on results outputs and outcomes.

Provide technical inputs to the management of finance of WPS portfolio

  • Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
  • Provide inputs to financial reports.

Contribute to building partnerships and resource mobilization strategies

  • Provide inputs to resource mobilization strategies;
  • Analyze and maintain information and databases;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

Provide technical inputs to inter-agency coordination on WPS, especially on NAP 1325, to achieve coherence and alignment of UN Women programmes with other partners in the country

  • Provide technical support to the UN Women Country Representative on inter-agency coordination related activities by providing inputs to background reports and briefs.

Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations related to WPS;
  • Coordinate and support UN Women’s advocacy and campaigns activities, trainings, workshops;
  • Provide inputs to the development of knowledge management products on WPS.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required.
     
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
     
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

 

Experience:

  • Minimum 3 years (with Masters’ degree) of relevant progressively responsible experience at the national and/or international level in WPS related project formulation and management, governance,monitoring and evaluation, finance.
  • Proven record on working with national authorities, especially with the WPS line ministries and security sector institutions.
  • Experience and understanding of implementing human rights, gender equality and women's empowerment projects and initiatives. Experience in advocacy for gender equality and women's empowerment is desirable.
  • Experience in support to design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments is an advantage.
  • Experience of working with relevant stakeholders from the governmental and non-governmental institutions involved into recovery issues at the national and sub-national levels;
  • Experience in the usage of computers and office software packages (MS Office, Outlook, etc.).

Language Requirements:

  • Fluency in oral and written English, Ukrainian and Russian languages.
