Background

  1. Fiji Police Force Support Project

UNDP is the UN’s global development organization that supports countries around the world in their efforts to successfully address diverse development challenges, framed around three broad settings which require different forms of support: eradicating poverty in all its forms and dimensions; accelerating structural transformations for sustainable development; and building resilience to crises and shocks. In Fiji, UNDP is supporting the government and national partners in finding innovative solutions to these challenges.

 

Strengthening access to justice, rule of law and promoting human rights are cornerstones of UNDP’s work to achieve sustainable human development and eradicate extreme poverty. The UNDP Pacific Office in Fiji is implementing projects as part of an overall programme in these areas including the Fiji Access to Justice Project, the Rights, Empowerment and Cohesion for rural and urban Fijians (REACH), and the Fiji Police Force Project.

 

With financial and technical support from New Zealand, the project supports the Fiji Police Force to strengthen early access to justice in criminal proceedings and strengthen a victim-centered approach to investigations. This engagement priorities gender responsive and human rights-based approach to access to justice for vulnerable groups and promote gender equality and empowerment of all women and girls.

2. Refurbishment and Construction of Child Friendly Interview Rooms

The project is seeking to refurbish and construct one (1) child friendly interview room (‘Green Room’) that provide a safe, conducive and calming environment for women and children survivors of sexual and gender-based violence.

 

The project seeks to refurbish the office space of the Sexual Offence Unit (SOU) based at Totogo Police Station in Suva to ensure that the entire workplace area will operate in a highly functional manner that supports a survivor centered approach and prioritizes ethics of investigation of the FPF.

 

The engineer will be responsible for preparing drawings, plans and other documents for the construction and refurbishment of the green room. The engineer will be responsible for supervising the quality control and assurance aspect of the construction. 

Duties and Responsibilities

3. Scope of Works

 

Engineers Responsibilities: The Engineer will be responsible for the design and finalization of the scope of works, specification of works, bill of quantities (BoQ), detailed designs, structural plans, architectural plans, electrical plans, plumbing plans and all other documents necessary for the successful refurbishment and construction of the green room.

 

Engineers Supervision: The engineer will be responsible for supervising the quality control and assurance aspect of the construction to ensure that the aspects under engineers objectives are fulfilled.

 

Proposed SOU Floor Plan – An existing basic draft floor plan has been developed to act as a guideline for the engineer. The finalized basic draft floor plan should be similar to the basic draft floor plan provided for reference and guidance.

 

Engineers Objectives

  • Finalize the scope of works, specification of works, bill of quantities (BoQ), detailed designs, structural plans, architectural plans, electrical plans, plumbing plans and all other documents necessary for the successful refurbishment and construction of the green room.
  • Finalize all drawings, concepts and plans that are required to engage a construction company to construction and refurbish the green room.
  • Provide Engineers approval and certification to all drawings, concepts and plans provided for the construction of the green room.
  • Ensure all necessary council, city and legislative approvals are received for the construction of the green room.
  • Ensure that that the interview room is child friendly, welcoming, homely and creates a comfortable setting for children.
  • Ensure the Bill of Quantities has been prepared generally in accordance with NZS 4202: 1995 Standard Method of measurement of Building works or similar standards.
  • Keep record and provide updates of all construction and refurbishments works.
  • Collaborate with the UNDP project team on the overall design, concept and layout of how the green room will be developed.

  • Submission of draft proposed plan, layout and concept for input and comments from the UNDP project team. 
  • Ensure that input received is addressed and resolved before all final documents are submitted.

Final submission of all documents for construction

  • Finalize scope of works, BoQ and all additional drawings, concepts and plans that are needed to commence the construction and refurbishment of the green room.
  • Ensure all documents are certified by engineer for construction.
  • Ensure all necessary approvals are satisfied prior to construction.

Ensure technical supervision of construction and refurbishment

  • The supervision and satisfactory completion of the green room for quality control and assurances purposes.
  • Keep records and provide updates to UNDP of completed construction and refurbishment works
  • Provide sound engineering advice to UNDP on issues of engineering and construction management

Institutional Agreement

  • The Consultant will work under the direct supervision of the national project support specialist for the Fiji Police Force Support Project.

 

Duration of the Work

  • The assignment will be for 35 days within the months of  2022 and April 2023.

 

Duty Station

Works to be carried out at Sexual Offences Unit (SOU) standalone office that is currently based at the Totogo Police Station, Joske Street, Suva, Fiji.

Required Skills and Experience

Educational Qualifications:

  • University degree in engineering, civil engineering, structural engineering, construction management or any other related filed.

 

Experience

  • Relevant professional experience in designing and developing specification of works, bill of quantities (BoQ), detailed designs, structural plans, architectural plans, electrical plans, plumbing plans;
  • Relevant experience in construction and refurbishments of buildings and office spaces.
  • Relevant experience in developing all necessary documents required for the construction and completion of the scope of works.
  • Relevant experience in minor and major building works in Fiji.
  • Relevant experience with submitting and facilitating all necessary construction approvals in Fiji.

 

Language requirements

  • Fluency of English language is required.

 

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on: Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

 

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

 

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

 

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

 

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1: Relevance of Education of staffing (University degree in Civil Engineering or any other related field). Max 20 points
  • Criteria 2:  Relevant regional or country specific knowledge. Max 10 Points
  • Criteria 3: Technical expertise in designing and developing specification of works, bill of quantities (BoQ), detailed designs, structural plans, architectural plans, electrical plans, plumbing plans; (required experience and knowledge for the assignment). Providing documentation that demonstrates previous experience in the building sector in Fiji, displaying adequate experience in the construction, refurbishment and re-development works in Fiji, showcasing ability to develop detailed documents specified above: Max 40 Points.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Documentation required

Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II.
  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Technical proposal, including a) a brief description of why the individual considers him/herself as the most suitable for the assignment; and b) documents that demonstrates specific experience in the construction industry in Fiji: project reports, previous contracts.
  • Financial proposal in FJD, as per template provided in Annex II.

 

Note: Successful individual will be required to provide proof of medical insurance coverage before commencement of contract for the duration of the assignment.

 

Incomplete, joint proposals and proposals sent to the wrong mailing address will not be accepted and only candidates for whom there is further interest will be contacted. Individuals interested in this consultancy should apply and will be reviewed based on their own individual capacity. The successful individual may sign an Individual Contract with UNDP or request his/her employer to sign a Reimbursable Loan Agreement (RLA) on their behalf by indicating this in the Offerors letter to Confirming Interest and Availability using Annex II.
