Background

Eswatini, like many countries in the SADC region, is recovering from the devastating scourge of drought and other extreme weather events such as the cyclones and floods despite being a small economy and contributing little to global greenhouse gas (GHG) emissions. These have evident impacts on the country’s main economic sectors, such as, agriculture, health, water, ecosystems and infrastructure. As a Party to the United Nations Framework Convention on Climate Change and its subsidiary binding instruments, Eswatini is not exempted from taking appropriate action on mitigating the impacts of climate change.  The Government of Eswatini is embarking on coordinated actions on climate change including reducing GHG emissions and enhancing its climate resilience while continuing to advance a sustainable economic development pathway including for sectors energy, transport, waste, industrial processes and product use, agriculture, forestry and other land use.

To meet her commitments to the Paris Agreement, the Government of Eswatini submitted revised Nationally Determined Contribution to the UNFCCC in October 2021. This clearly shows the commitment of the country in acting on climate change domestically as well as play its role at the global front. The NDC process is spearheaded by the Ministry of Tourism and Environmental Affairs (MTEA) and the Ministry of Economic Planning and Development (MEPD). The NDC Focal Points are the Director of Meteorology and Chief Economist and the NDC process is provided oversight through a Technical Advisory Group (TAG). The NDC was developed using a “whole of Government and whole of society” approach and included many analytical studies during the revision of the NDC. There were also a number of trainings done and training materials produced. To promote the analytical studies, trainings done and the content of the NDC through the voices of stakeholders, UNDP is inviting consultants to respond to this call for proposals to develop two video clips.

The objective of this consultancy is to produce two video clips creating awareness of the NDC and providing a voice to stakeholders who are involved in NDC processes. The consultant should have proven experience and technical knowledge in creating similar promotional/awareness-raising videos, ideally for / in collaboration with nongovernmental organizations. This work is supported through NDC Partnership’s Partnership Action Fund (PAF) through UNDP.

Objectives:

To create awareness of Eswatini’s NDC and NDC processes through production of two video clips which will be shared widely on various media.

Duties and Responsibilities

The scope of this work is to produce two video clips as detailed below:

  1. Video Clip 1- To narrate the “process” of development of Eswatini’s NDC. This can include interviews from NDC focal Points, key stakeholder groups and TAG members.
  2. Video Clip 2- To provide key messages from the NDC providing background from analytical studies and highlighting some key NDC measures.

The consultant will report to the Ministry of Tourism and Environmental Affairs ( MTEA) through Director of Dept. of Meteorology. The approach and methodology for the development of the video clip should be refined by the selected consultant in close collaboration with NDC focal points at the beginning of the consultancy.

The consultant will be responsible for the entire process of development and publication of the videos:

  • With guidance and suggestions from the NDC Focal Points and UNDP, creating a plan for the development and production of the video clips (refining the content and structure, the key audience, the approach, methodology, timeline, dissemination means, etc.);
  • Agree on the key message the videos should convey and finalize the scripts of the video with the NDC Focal Points and UNDP and, as much as possible, with inputs from the national stakeholders. The plan and scripts will be approved by the Director of Dept. of Meteorology.
  • Film / shoot – in Eswatini to collect visual material and conduct interviews;
  • Consolidate all the footages into the video; Integrate feedback from the NDC Focal Points and UNDP and national stakeholders on the video prior to final production;
  • Embed the subtitles Siswati; 
  • Provide adequate attribution to funders;
  • Develop animation if needed for the video;
  • Produce the final video with subtitles as indicated and hand it out to UNDP (on
  • USB stick, Blue Ray, DVD and online as appropriate);
  • Advise on dissemination medium and platforms to increase the reach of the videos.

Duration, Remuneration

The total contract period for the consultant will be over a period starting from December 2022 to March 2023 for a total of 15 working days.

The payment schedule will be as follows:

  • 20% on submission of video clip plans and scripts
  • 50% on submission of two draft video clips
  • 30% on submission and approval of the final two video clips

Technical Competencies

  • Excellent interpersonal and communication skills;
  • Excellent written and oral communication skills in English and preferably in Siswati;

Required Skills and Experience

Education:

  • Degree in Communication or Videography

Experience:

  • Minimum five years working experience.
  • Significant technical experience / track-record in the production of similar video material;
  • Excellent interpersonal and communication skills;

Language Requirement:

  • Proficiency in written and spoken English
  • Proficiency in written and spoken SiSwati
