  1. Office/Unit/Project Description

 

Countries around the world are using integrated national financing frameworks (INFFs) to build a more sustainable financing architecture at the country level. INFFs help governments to deepen the integration between national planning and financing policies, mobilize and align both public and private financing with the SDGs, and strengthen the governance of financing.

 

UNDP’s Sustainable Finance Hub (SFH) was established to aggregate UNDP’s work and expertise on SDG financing and to offer a comprehensive package of tools and support that enables governments, the private sector and international financial institutions to accelerate financing for the SDGs.

 

Integrated national financing frameworks are one of SFH’s five service offers. The Hub supports UNDP regional bureaus and country offices across all regions in more than 80 countries to work with governments and other partners at the national level to inform, shape, operationalize and implement INFFs.

 

In April 2022, UNDP joined UNDESA and the OECD, the EU, Italy and Sweden, to launch the INFF Facility. The Facility brokers support in response to country demand for technical assistance in the design and delivery of INFFs, facilitates country exchange and access to technical guidance, and builds partnerships to support country-led INFFs.

 

The SDG Finance Advisor and INFF Team Lead will manage the global INFF team within UNDP’s Sustainable Finance Hub and as part of the INFF Facility. They will be responsible for shaping and delivering a strategy for the team that supports governments to deliver effective INFFs, working through UNDP’s country offices and regional bureaus; strengthens the position of UNDP and the INFF Facility as go-to partners on INFFs; and builds and deepens collaboration with partners to support country-led INFFs.

 

Institutional Arrangement

The SDG Finance Advisor and INFF Team Lead will work under the supervision of the Chief of Programme in the Sustainable Finance Hub at UNDP HQ in New York.

 

Duties and Responsibilities

Scope of Work

 

Lead UNDP’s global INFF Team and role in the INFF Facility

  • Manage the global INFF team within UNDP’s Sustainable Finance Hub and as part of the INFF Facility, overseeing the delivery and effective dissemination of flagship INFF products, events and other outputs.
  • Manage the delivery of INFF support services on financing strategies, reforms, development finance assessments, other INFF building blocks and other technical assistance; the facilitation of exchange between countries; and the inff.org knowledge platform as a central hub on INFFs.
  • Manage UNDP projects within the frame of the INFF Facility, including oversight of planning, budgeting, delivery and reporting to funders.
  • Lead engagement with a growing range of funders, implementers and other partners involved in the INFF Facility.
  • Ensure growing connection between INFF support and services across UNDP, within the Sustainable Finance Hub and beyond, including coordinating with other members of the INFF Facility secretariat to deliver the INFF Facility work programme, building deeper integration of activities between partners.
  • Feed into and shape the strategic direction of the INFF Facility as a whole.

 

Financing for sustainable development thought leadership

  • Lead the development of new thinking and knowledge on integrated approaches to financing for sustainable development challenges.
  • Drive cutting-edge analysis that shapes the narrative on INFFs.
  • Build a growing body of analytical work on the role that integrated approaches to financing play in addressing key challenges for sustainable recovery and the SDGs.
  • Oversee the production of a suite of analytical products that reinforce the position of UNDP and the INFF Facility as thought leaders on financing for sustainable development.

 

Support regional teams and country offices to advance INFFs at the country level

  • Manage the provision of technical support to regional bureaus and country offices to advance the development of INFFs in more than 80 countries and help new countries to explore the approach.
  • Build deeper connection between the global INFF Facility and regional SDG financing initiatives and platforms.
  • Support the delivery of effective country exchange at the regional and cross-regional levels.
  • Manage a growing community of practice on INFFs within UNDP, facilitating exchange and building capacity among practitioners within UNDP.

 

Build partnerships that expand the INFF community

  • Expand the network of partners and stakeholders that are engaged in supporting country-led INFFs.
  • Build and deepen partnerships with IFIs, bilateral partners, UN agencies and other actors to strengthen their engagement with INFF processes at the country level.
  • Ensure strong representation of UNDP and the INFF Facility in global processes such as the FFD process, G20, COP and others, to share information on INFFs and strengthen the positioning of the INFF Facility and UNDP as go-to partners.

Required Skills and Experience
  1. Minimum Qualifications of the Successful IPSA

 

 

Min. Academic Education

Master’s degree in economics, public policy, social sciences or related discipline, required

Min. years of relevant Work experience

Minimum 10 years of experience in sustainable development financing, policy analysis, public finance, private sector development, strategic planning and budgeting, capacity building and advisory services; including:

Required skills

  • Minimum 7 years of experience supporting government agencies or development partners in the area of financing for development; required.
  • Minimum 5 years of experience supporting country level public policy reforms in close collaboration with central government agencies, demonstrating ability to lead consultations with senior government officials; required.

Desired additional skills and competencies

  • Previous experience working on integrated national financing frameworks; desired.
  • Previous experience managing a team to deliver technical support or research in financing for development; desired.
  • Previous experience working within the UN system and with UNDP country offices; desired.
