Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

UN Women Country Office (CO) Georgia with the generous support of the Swiss Agency for Development and Cooperation (SDC) and Austrian Development Cooperation (ADC) is implementing the “Women’s Economic Empowerment in the South Caucasus” (WEESC) project. The overarching goal of the project is to ensure that women, particularly the poor and socially excluded, in Armenia, Azerbaijan and Georgia are economically empowered and participate in relevant decision-making. To reach this goal, WEESC applies a holistic approach, enabling linked interventions at three levels: grassroots, policies and legislation, and institutions. The chosen approach and the implementation of the WEE agenda in the South Caucasus during WEESC Phase I (2018-2021) served as a catalyst for action at all levels and supported the state and non-state partners to enhance progress towards the achievement of substantive gender equality in all three countries. In August 2021, UN Women started implementing the second main phase (2021-2024) of the WEESC project. Phase II of the project plans to leverage UN Women and its partners’ joint results in Phase I and further prioritize alignment with the UN Sustainable Development Cooperation Frameworks in Armenia, Azerbaijan and Georgia with a view to improving the three countries’ progress towards the achievement of the Sustainable Development Goals as well as the compliance to their international human rights commitments under CEDAW and other legal instruments, particularly in terms of equitable economic development and addressing women’s rights. One of the methodological tools to achieve above outcomes while working with governmental partners is Participatory Gender Audit (PGA), which was applied by WEESC project in Phase I and will be applied in WEESC Phase II to support several target institutions.

PGA is a gender mainstreaming tool used by organizations to reflect and analyze their own gender capacity, challenges and good practices. It is as well a process that promotes organizational learning on gender equality and gender mainstreaming through a participative methodology. The PGA methodology has been elaborated by  International Labour Organization (ILO) in the beginning of the 2000s. UN Women in collaboration with ILO introduced a methodology of PGA to Georgia in 2012. Since then, UN Women has supported PGAs in a number of ministries/state agencies and has developed and gradually expanded a pool of national experts who have received training and certification of PGA facilitators in the international training Center (ITC) of ILO, Turin, Italy.

Within the framework of the WEESC Phase II, UN Women plans to expand its work on PGA and intends to support two governmental institutions/agencies in implementation of the PGA. The PGA will look whether in the target institutions internal practices and related support systems for gender mainstreaming are in place and effective and reinforce each other; it will monitor and assess the relative progress made in gender mainstreaming in the organization; will identify the critical gaps and challenges, in terms of effective gender mainstreaming and recommend ways for addressing them; and last but not least, document good practices towards the achievement of gender equality.

As per the key principles of the ILO PGA approach and to support the target institutions in undertaking PGA, UN Women intends to hire a total of three (3) national consultants from the roster of ITC-ILO certified group of facilitators of Participatory Gender Audit to perform PGA of two agencies/institutions as per work spelled out in the section below.

Duties and Responsibilities

The duties and responsibilities of the national consultant/s are:

  • Elaborate and submit the work plan and specific methodology on PGA of the target institutions including key activities, and timeframe of the assignment in close cooperation with the UN Women team;
  • Conduct participatory gender audits in line with the finalized and agreed methodology according to the revised ILO manual and procedures on Participatory Gender Audit (2012) ( http://www.ilo.org/wcmsp5/groups/public/---dgreports/---dcomm/---publ/documents/publication/wcms_093425.pdf). Ensure that audited entities undergo full-fledged PGA cycle:
  1. Conduct initial desk review of documents prior to audit meetings;
  2. Coordinate and conduct meetings and individual interviews in the institution;
  3. Conduct and facilitate participatory joint workshops and discuss findings from interviews and desk reviews;
  4. Draft PGA reports including process, findings of the study and final recommendations in Georgian;
  5. Organize presentation of the findings of the PGAs with the related recommendations for the key staff of the institution.
  • Finalize, write up and submit the final reports in Georgian with the relevant recommendations.

Deliverables (per consultant/per agency encompassing PGA work):

  1. Inception Report: Work plan and specific methodology for the PGA of the two target institutions, including key activities and timeframe of the assignment developed in English and submitted to UN Women by 6 February 2023 (2 working days in total per agency);
  2. Desk review report: Desk review report of all the relevant documents of the audited entities completed in Georgian by 3 March 2023 (3 working days in total per agency);
  3. Interviews of the staff of the agency: At least 15 individual interviews and meetings conducted for gender audit with key staff of the agencies by 31 March 2023 (5 working days in total per agency);
  4. Workshop for the staff: two two-day participatory joint workshops conducted with the staff to discuss the findings from interviews and desk review by 21 April 2023 (3 working days in total per agency);
  5. Draft of the preliminary report: draft of the preliminary report developed including process, findings of the study and final recommendations in Georgian by 12 May 2023 (4 working days in total per agency);
  6. Detailed review and consolidation of the preliminary report: perform a detailed review and consolidation of the report in terms of alignment of different parts developed by three facilitators to ensure high quality of the document; ensure that the report is in sync in terms of structure, language, terminology, referencing style, etc. by 12 May 2023 (2 working days in total per agency);
  7. Presentation of the preliminary findings: presentation on the preliminary findings of the audited entity delivered by  9 June 2023 (1 working day in total per agency); 
  8. Final PGA report completed: participatory gender audit report, including process and final recommendations completed and presented in Georgian to UN Women by 3 July 2023 (2 working days in total per agency).

Required Skills and Experience

Education:

  • At least BA degree in social sciences, humanities or related field.
  • Valid ITC-ILO certificate for Gender Audit Facilitators. Certification process should include all three modules: on-line learning phase (pre-ToF Module), a Residential Training of Facilitators (ToF) and examinations (intermediate + final two-fold examination with a written test including a multiple-choice exam, a scenario analysis, practical exercise and simulations)

Experience: 

  • At least three years of relevant professional experience in the field of gender equality and women’s rights 
  • Good understanding and proved knowledge of gender mainstreaming principles
  • Good writing skills with demonstrated ability to plan and undertake participatory gender audit, collect and analyze data

Language:

  • Georgian (fluent)
  • English (good).

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

·At least BA degree in social sciences, humanities or related field

·Valid ITC-ILO certificate for Gender Audit Facilitators. Certification process should include all three modules: on-line learning phase (pre-ToF Module), a Residential Training of Facilitators (ToF) and examinations (intermediate + final two-fold examination with a written test including a multiple-choice exam, a scenario analysis, practical exercise and simulations). The certificate should be currently valid

·Fluency in Georgian and good knowledge of English

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

Technical evaluation criteria (including minimum qualifications):

  • At least BA degree in social sciences, humanities or related field; (max 30 points)
  • Valid ITC-ILO certificate for Gender Audit Facilitators (max 40 points)
  • At least three years of relevant professional experience in the field of gender equality and women’s rights (max 100 points)
  • Fluency in Georgian and good knowledge of English (max 30 points)
  • Solid knowledge and understanding of conducting participatory gender audit its scope and key principles (max 90 points)
  • Good writing skills with demonstrated ability to plan and undertake participatory gender audit, collect, and analyze data (max 60 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The selected candidate will report to and work under direct supervision of the UN Women Project Analyst and/or Programme Specialist.

Financial arrangements:

Payment will be disbursed upon submission of required deliverables and the approval of deliverables by UN Women Project Analyst and/or Programme Specialist that the services have been satisfactory and timely performed, as specified below:

Deliverable: 1,2,3 (10 days per agency) - 45%

Deliverables: 4,5,6,7,8 (12 days per agency) - 55%
