UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The war in Ukraine has already resulted in significant life loss, unprecedented displacement internally and towards neighboring countries, and devastating destruction of infrastructure. The security situation and the overall operational environment have deteriorated rapidly since the outbreak of the war on 24 February 2022. The updated Ukraine Flash Appeal shows at least 17.7 million people are in immediate need of emergency assistance and protection. According to the latest estimates, over 6.7 million people have already left Ukraine as refugees and over 6.6 million moved within the country, mostly for the eastern and southern oblasts. Many of those displaced are women and children. The ability of local authorities and service providers to sustain a minimum level of services has also been severely hampered in war-affected areas. The forced displacement has placed an additional burden on local service providers in host and transit communities, including administrative services, healthcare, mental health, and social services and those concerned with ensuring access to justice. Provision of assistance to sexual and gender-based violence survivors is a particular concern: rape has emerged as a weapon of war, and a toxic, hyper-masculine environment has led to a sharp increase in the incidence of conflict-related sexual violence, sexual exploitation and abuse and human trafficking. At the same time, domestic violence remains a persistent problem affecting women disproportionately.
To support the strengthened resilience and early recovery of war-affected communities in selected target areas of Ukraine UN Women jointly with UNDP and UNFPA is implementing a joint project “EU4Recovery – empowering communities in Ukraine” funded by the European Union. The primary objectives of the joint project are: Objective 1 Target communities have increased access to quality public services that respond to the needs of all population groups, with particular focus on the most vulnerable, and Objective 2: Community security is enhanced and the social fabric is maintained in project target areas. In particular, UN Women will work on community-based prevention of violence against women and girls, including conflict-related violence, by supporting “attitudinal change” to encourage non-violent masculinities, challenges existing gender norms and raise awareness regarding the unacceptability of gender-based violence against women and girls, as well as on enhancing the access to justice of victims/survivors of gender-based violence by legally empowering them and strengthening the capacities of justice sector actors on preventing and combating violence against women and girls using a survivor-centered approach.
Under the overall guidance and supervision of the Programme Specialist, the Programme Analyst/Access to Justice of women and girls victims/survivros of gender-based violence provides support to the effective implemnetion and management of the project’s activities pertaining to enhancing the access to justice of women and girls victims/survivors of gender-based violence. The Programme Analyst supports the delivery of UN Women “ EU4Recovery – empowering communities in Ukraine” by monitoring and analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with UN Women the programme and operations team, maintaining and creating partnerships with government officials, multi and bi-lateral donors and civil society, ensuring effective technical support to the national parthers in line with UN system commitments in the Government of Ukraine – UN System Partnership Framework.
Impact of results:
The key results of this post directly impact on the ability of UN Women to effectively implement UN Women’s programmes and related operations in the country. This impact should lead to enhanced support to the war-affected communities to implement interventions aimed at enhancing the access to justice of women and girls victims/survivors of gender-based violence, as well as increased visibility of UN Women as an effective leader on gender equality and women’s rights and empowerment within the target regions.

Contribute technically to the development of programme strategies in the area of enhancing the access to justice of women and girls victims/survivors of gender-based violence
- Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to enhancing the access to justice of women and girls victims/survivors of gender-based violence.
Provide technical support to the implementation and management of interventions pertaining to enhancing the access to justice of women and girls victims/survivors of gender-based violence under the joint project
- Provide inputs to the annual workplan and budget as required;
- Coordinate and monitor the implementation of programme activities related to prevention of violence against women and girls;
- Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
- Review and coordinate the submission of implementing partner financial and narrative reports;
- Build capacities and train partners on Results Based Management.
Provide technical assistance and capacity development support to project/programme partners
- Provide technical support to and technically oversee the implementation of programme activities with partners;
- Drafting Terms of References (ToRs) as required;
- Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
Provide technical inputs to the monitoring and reporting of the programme/project
- Monitor progress on programme activity, results and indicators;
- Monitor the implementation of proposals by responsible partners;
- Provide inputs to quarterly reports, donor reports and other reports on results outputs and outcomes.
Provide technical inputs to the management of finance of the project
- Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
- Provide inputs to financial reports.
Contribute to building partnerships and resource mobilization strategies
- Provide inputs to resource mobilization strategies;
- Analyze and maintain information and databases;
- Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
Provide technical inputs to inter-agency coordination on enhancing the access to justice of women and girls victims/survivors of gender-based violence to achieve coherence and alignment of UN Women programmes with other partners in the country
- Provide technical support to the UN Women Country Representative on inter-agency coordination related activities by providing inputs to background reports and briefs.
Provide inputs to advocacy, knowledge building and communication efforts
- Provide technical inputs to background documents, briefs and presentations related to prevention of violence against women and girls;
- Coordinate and support UN Women’s advocacy and campaigns activities, trainings, workshops;
- Provide inputs to the development of knowledge management products on enhancing the access to justice of women and girls victims/survivors of gender-based violence.
