Background

Spotlight Initiative Africa Regional Programme (SIARP) is a partnership between the United Nations, European Union, and African Union with continental scope and enhances a regional approach to end Violence against Women and Girls (VAWG), Sexual Gender-Based Violence, and Harmful Practices, as well as strengthening Sexual and Reproductive Health and Reproductive Rights (SRH and RR). The Regional Programme prioritizes strengthening existing strategies and initiatives, such as the African Union (AU) Gender Strategy 2017-2027, Agenda 2030, Agenda 2063, and the Maputo Plan of Action on the operationalization of the Continental Policy Framework for Sexual and Reproductive Health and Rights (2016-2030).

 

The Regional Programme works through two streams of work (Stream I and Stream II), both contribute towards achieving results under Outcome 1: Policies and Legislation; Outcome 5: Data and Outcome 6: Women’s Movement and Civil Society. Stream, I promote and protects the rights of women and girls through support to the African Union Commission by enhancing existing capacities and mechanisms to eliminate VAWG and promote sexual and reproductive health and rights and by investing in regional women’s rights organizations and civil society actors.  Stream II responds to the priority that AU has placed on ending Child Marriage and Female Genital Mutilation across the continent by supporting the African Union’s initiative on these two harmful practices. The RUNOs namely the UN Women, UNFPA, UNDP and UNICEF are responsible for the implementation of the programme and are accountable for the overall results of the regional Spotlight Initiative.

The Spotlight Initiative intends to work closely with women’s movements and relevant human rights-based civil society organizations (CSOs) on the design and implementation of the Initiative and its Programmes in a mutually supportive and reinforcing way, deploying and building upon their vast knowledge and experience, developed at global, regional, national and community levels. To this end the Initiative has established a Civil Society Regional Reference Group (CSRRG) as an institutional mechanism to harness civil society expertise and inform implementation of the Africa Regional Programme.

The CSRRG mission is to advocate for and advise the Spotlight Initiative, informed by the women’s movement, as partners for the realization of SIARP’s objectives.

To support the CSRRG’s monitoring of Spotlight’s implementation, set of indicators has been developed to be used to collect data and prepare independent civil society monitoring reports for advocacy processes.  In order to lead the collection of data and development of the report, UN Women seeks to engage an international consultant.

 

Duties and Responsibilities

The consultant under the overall supervision of the SIARP coordinator and in close collaboration with the CSRRG will responsible to collect data on the selected indicators and develop the report for the CSRRG to effectively monitor and advise the Spotlight Initiative Africa Regional program (SIARP).

The specific tasks of the consultant and deliverables shall include the following.  

  • To lead the process of developing a civil society monitoring reports in the form of CSO Scorecard, identify key indicators on which to report the African Regional Spotlight Initiative using the Count Me-In Consortium Methodology and Spotlight Monitoring Toolkit guidance in close collaboration with CSRRG team.
  • Review of literature related to the identified indicators and collate relevant data (as guided by CSRRG) for the CSO Scorecard using indicators agreed to by the CSRRG
  • Development of a report on the identified indicators for the CSO Scorecard
  • Present draft report, to share the draft score card and validate and comments of the report and submit final report.

Required Skills and Experience

Education

  • Masters in Sociology, Community Development, Gender Studies, or other related social science

Work experience

  • At least 5 years’ experience in working cohesively with civil society movement building, grassroots organizations, persons affected by gender-based violence, women’s empowerment and human rights or have extensive professional experience in a similar function within international development context
  • Strong background in policy analysis and research, human rights advocacy, community mobilization and engagement
  • Demonstrates conceptual and research/analytical skills with the ability to quickly analyze data and information from different sources and produce coherent reports 
  • Exceptional written and oral communication skills, with strong demonstrated ability to convey complex ideas in a clear, direct, and lively style 
  • Ability to work independently, operate under pressure, manage multiple tasks, deliver time sensitive, high-quality work, and meet team objectives 
  • Highly organized 

LANGUAGE AND OTHER SKILLS

  •  Excellent knowledge of written and oral communication in English. Knowledge of Frnech is an asset
  • Full command of Microsoft applications, particularly word and PowerPoint], and other relevant software.
