Independent Evaluation Office of UNDP
The Independent Evaluation Office of UNDP supports the oversight and accountability functions of the Executive Board and the management of UNDP, UNCDF and UNV. The structural independence of the Office underpins and guarantees its freedom to conduct evaluations and report evaluation results to the Executive Board. The IEO conducts independent evaluations and other activities according to its programme of work approved by the Executive Board. The work of the IEO includes:
- Conducting thematic programmatic and other independent evaluations, ensuring strategic and representative coverage of UNDP programmes and results against national, regional and global scales.
- Developing evaluation standards, procedures, criteria and methodological guidance for UNDP evaluations, and contributing to innovation in evaluation methodology and dissemination of good practices.
- Providing UNDP and its development partners with timely knowledge and lessons drawn from evaluations that can feed into development programming at global, regional and country levels.
- Assessing the quality of decentralized evaluations of UNDP, UNCDF and UNV, and monitoring compliance with best international evaluation and data collection standards, including the UNEG norms and standards, code of conduct and ethical guidelines.
- Communicating its evaluation findings, conclusions and recommendations through multiple channels and maintaining a searchable, publicly accessible repository of all UNDP, UNCDF and UNV evaluations, and respective management responses and resulting actions.
- Supporting the development of communities of practice, and partnering with professional evaluation networks to improve evaluation utility and credibility.
- Supporting the harmonization of the evaluation function in the United Nations system, including contributing to the annual work programme of UNEG, participating in systemwide evaluations, and prioritizing joint evaluations with United Nations organizations.
- Promoting national ownership and leadership in evaluation through country-led and joint evaluations.
Institutional Arrangement
The successful candidate will be based in IEO’s New York office reporting to IEO’s Communication Specialist.
Duties and Responsibilities
Scope of Work
The Communications Analyst will perform the specific tasks including but not limited to the following:
- Provide visual and digital products including but not limited to: visuals, gifs and infographics for the IEO website, social media channels and other platforms as required; develop and edit videos for the IEO’s public information use; develop other items required by the IEO (document and powerpoint templates, backgrounds, signatures etc.).
- Curate and maintain the IEO’s social media platforms on a daily basis (Twitter, LinkedIn, YouTube, Flicker, Yammer, etc.) using appropriate tags, and quantitative analytics tools and qualitative analysis to support efforts to grow the IEO’s social media footprint.
- Remain abreast of new developments in digital and social media to support the communications team in keeping the IEO’s online presence at the cutting edge, taking a creative approach to presenting evaluation reports and products.
- Provide archiving and dissemination support to the Comunications Unit for the production and dissemination of IEO publications and reports, including maintaining up-to-date archiving of all IEO publications and audiovisual data, including SharePoint, the Evaluation Research Centre, maintaining the IEO website, intranet and NEC website, and digital records of all IEO events and webinars.
- Maintain and update the contacts database for communications products, ensuring that the mailing list is complete and up-to-date, and serves as an effective tool for distribution.
- Support publishing tasks as required such as coordinating uploads on ERC, formatting documents and annexes, and pre/post-production phases. Maintain and manage shared folders for various documents, photos, files and figures and other tasks as requested.
Within this structure and due to the increasing demand for evaluation products, assets, and platforms and to engage audiences across multiple dissemination platforms, the Communications Unit of the IEO seeks a consultant to support communications and dissemination activities. The Communications Analyst will work as a part of the Communications Unit, which is part of the Knowledge and Data Management Section. The IEO produces a large number of publications and products including evaluation reports, annual reports, infographic briefs, national evaluation capacity proceedings, evaluation syntheses and other products every year, all of which are produced and disseminated by the Comunications Unit. The successful candidate will be responsible for supporting IEO’s cutting-edge visual and digital products and platforms, including social and digital media analytics to maintain awareness and stay on top of emerging trends, as outlined in the IEO Comunications Strategy.
