Background

UN Women Jordan Country Office supports the Government of Jordan to implement global norms and standards on gender equality and women’s empowerment; promotes women’s economic empowerment; and implements a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women. In addition, over the past years, and in response to the need for increased accountability for the implementation of gender equality commitments policies and financing decisions related to aid and domestic resources, UN Women played an active role with all its partners, to ensure that gender equality is mainstreamed in strategies, programmes and action plans. Moreover, UN Women is leading the global efforts related to the women, peace and security (WPS) agenda.

Objective of the Assignment:
Under the overall guidance and direct supervision of the Programme Management Specialist, the Project Support Consultant promotes a client oriented approach consistent with UN Women Policies and Procedures to i) Supports the effective implementation and monitoring of (a) projects and programmes consistent with UN Women programming policies and procedures; and (b) the overall performance of Jordan’s annual programme workplan and delivery targets; ii) Provides overall programme financial support services ensuring high quality, accuracy and consistency of work; and iii) Tracks all donor reporting ensuring timely submission and accuracy of data. The Project Support Consultant will work in close collaboration with the Operations, Programme and Projects’ teams in the CO, the RO and HQ, as required, for resolving complex programme implementation and reporting, programme finance-related issues and exchange of information.

Duties and Responsibilities

1. Support in the formulation of Programme Strategies

  • Collect and present background information for the preparation of effective application of RBM tools,
  • Provide programme and administrative support in the preparation of work plans, budgets, and proposals on implementation arrangements,
  • Assemble briefing materials and prepare power-point and other presentations for the unit,
  • Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers.

2. Programme Management Support

  • Support the Programme Team in the implementation of the control mechanisms for development projects through monitoring of budget preparation and modifications,
  • Create projects in the system, prepare required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project,
  • Support the Programme Team in the financial management of Programmes as well as tracking and reporting on mobilized resources,
  • Provide guidance to the executing agencies on the implementation of projects, tracking use of financial resources,
  • Provide necessary information for the audit of programmes/projects and support the implementation of audit recommendations,
  • Organize, compile and process information from donors, Regional Office, and the programme team, as inputs to various databases and documents.

3. Administrative and Financial Management Support to the Programme Unit

  • Review of Financial Reports; preparation of non-PO vouchers for development projects,
  • Ensure maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed,
  • Take timely corrective actions on un-posted vouchers, including vouchers with budget check errors, match exceptions, unapproved vouchers,
  • Make budget checks for requisitions, POs and vouchers,
  • Prepare cost-sharing, and trust fund agreements, follow up on contributions within the CO resource mobilization efforts,
  • Assist in the preparation of cost-recovery bills by elaborating and implementing the income tracking system and following up on cost recovery.

4. Effective support to the creation of strategic partnerships and implementation of resource mobilization strategy, focusing on the achievement of the following results:

  • Present information/preparation of reports on identified areas for support and interventions based on completed and ongoing projects,
  • Collect and analyze information on donors, preparation of donor’s profile and database, and establishment of contacts with donor counterparts,
  • Maintain proper documentation on donor agreements, tracking reporting requirements, and contribution to the preparation of periodic donor reports,
  • Maintain lists of contacts of partners and resource people, and
  • Track and report on mobilized resources, and review and manage contributions agreement.

5. Facilitation of Knowledge Building and Knowledge Sharing

  • Support synthesis of lessons learnt and best practices related to programme management and finance,
  • Contribute to knowledge networks and communities of practice,
  • Support organization of training for the office staff and partners on programme and operations-related issues.

Required Skills and Experience

Education: A Bachelor’s degree in Business Administration, Public Administration, Economics, Political Science and Social Sciences, or any other related field. (A Master’s degree with Three years of qualifying experience may be accepted in lieu of the bachelor’s degree and 5 years of experience).

Experience

  • 5 years of progressively responsible experience preferably working for international organizations and NGOs in the area of gender and human development.
  • Proven experience in project formulation and management in a development/humanitarian context (Experience in working in a computer environment using multiple office software packages is an advantage).

Language Requirements: Fluency in English and Arabic is required.

Evaluation Criteria

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1: A Bachelor’s degree in Business Administration, Public Administration, Economics, Political Science and Social Sciences, or any other related field. (A Master’s degree with Three years of qualifying experience may be accepted in lieu of the bachelor’s degree and 5 years of experience). (15 points)
  • Criteria 2: 5 years of progressively responsible experience preferably working for international organizations and NGOs in the area of gender and human development. (20 points)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation
