Antecedentes
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The United Nations Trust Fund to End Violence against Women (UN Trust Fund) was established through the UN General Assembly Resolution 50/166 with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund is a global multi-lateral mechanism supporting national efforts to end violence against women, one of the most widespread human rights violations in the world. The UN Trust Fund awards grants to civil society organizations and government entities and provides technical assistance and funding to its partners to advance the development of innovative models and strategic interventions in the area of ending violence against women and girls. To date, the UN Trust Fund has awarded USD 198 million to 609 initiatives in 140 countries and territories.
The UN Trust Fund’s grant-giving model includes training for civil society organizations awarded grants on UN Trust Fund project, financial and operational management. Capacity development forms part of the UN Trust Fund’s vision set out in its Strategic Plan 2021 – 2025 with reference to the Development output 1: Grant-giving and capacity development - More CSOs and WROs are enabled by the UN Trust Fund through: (a) Long-term and flexible funding to meet demand-driven needs, project focus and approach; (b) Organizational support, accompaniment, and capacity development to comply with grant requirements and be resilient and sustainable organizations; and (c) Programmatic support and capacity development to plan and implement principled EVAW/G initiatives. In order to support selected grantees in delivering their projects, including ensuring their compliance with grant requirements and building their resilience and adaptability, the UN Trust Fund is committed to accompany CSOs and WROs through project formulation, results-based management and reporting, finance and operational requirements through capacity development to effectively plan and manage grant funds. The aim is to contribute to developing organizational and staff capacity that can lead to more resilient and sustainable organizations. In addition, the UN Trust Fund will support CSOs and WROs to develop or access additional capacities needed for principled EVAW/G programming, learning and knowledge management – based on needs and demand – including through partnerships, collaboration and knowledge exchange at country, regional and global levels.
Reporting to the UN Trust Fund’s Capacity and Operations Manager, the Analyst will be responsible for coordination and technical support of the activities that firstly (1) enhance UN Trust Fund funded organizations’ ability to manage and implement their grant according to UN Trust Fund project management requirements; and secondly (2) strengthen the institutional capacity and sustainability of organizations funded, particularly of small women’s organizations, active in the area of ending violence against women. This will include: supporting the development and implementation of the UN Trust Fund’s Capacity Development (CD) Strategy; managing and monitoring UN Trust Fund online and in-person capacity development activities (including an online training package); and providing technical assistance and capacity development to grantee organizations on project management as needed.
The postholder will be engaged in designing a revised approach to CD for the new UN Trust Fund Strategic Plan 2021+ and contribute to the UN Trust Fund’s grant making under the Spotlight Initiative.

Coordinate the design and delivery of the UN Trust Fund’s CD online training in EN/SP/FR
- Lead the adaptation of UN Trust Fund online project management training into a professional, interactive, online e-learning package (in EN/SP/FR) on a learning management system (LMS)
- Ensure package is accessible for people with disabilities through appropriate design and use of accessible, e-learning technologies.
- Review current online training materials and make improvements and updates to package in consultation with key staff to ensure best transfer of knowledge.
- Assist UN Women’s Training Centre with administration of learning management services including coordination with vendors to design and deliver the online package through appropriate technologies.
- Coordinate the roll-out of the UN Trust Fund’s online training package, track course completion and monitor feedback from CSOs in order to inform continual improvements to the package and the CD recommendations in the UN Trust Fund’s Strategic Plan 2021-2025.
- Produce CD compliance data analysis and update the Grantee Tracking Matrix.
Coordinate the review of the UN Trust Fund’s Grantee Handbook and depository of learning materials
- Ensure the UN Trust Fund’s Grantee Handbook is adapted for each grant cycle, with up-to-date relevant programming guidance (in EN/SP/FR).
- Liaise with UN Women’s Programme Support Management Unit and other relevant sections to ensure the UN Trust Fund’s guidance is aligned (and vice versa).
- Coordinate updates to the UN Trust Fund’s training package when required to reflect any changes to the Grantee Handbook.
- Contribute new ideas to improve the way the UN Trust Fund Secretariat manages its programming guidance and procedures in a manner that is aligned with the CD Strategy.
- Coordinate the UN Trust Fund team’s inputs into the Grantee Handbook to improve the capacity development training package
- Provide technical support and maintain the Grantees Space: An Extranet / internal website for organizations funded by the UNTF which houses the Handbook and other learning materials and assist with ideas on how the “Grantees Space” could be improved
Coordinate Capacity Development live webinars for Implementing Partners
- Coordinate the UN Trust Fund team’s inputs for live webinars (in the identified thematic areas), including webinar design
- Organize sessions in EN/FR/SP and of the thematic webinars to CSOs funded by the UN Trust Fund, including the planning and scheduling of webinars in the series, liaising with facilitators and key staff to be present for Q&A sessions
- Track course completion by focal points in CSOs funded by the UN Trust Fund and take action to ensure those with less capacity are supported or identified for risk management;
- Monitor capacity development activities and finances, ensuring that the UN Trust Fund remains in budget and on time;
- Coordinate potential in-person training (i.e.: training on finance, resource mobilization, fundraising), including the planning and scheduling of training workshops; liaison with facilitators and key staff to be present for Q&A sessions;
- Perform learning needs assessments and/or skills gap analysis to inform implementation;
- Organize learning and strategy review meetings as requested;
Provide technical and coordination support with direct technical assistance and capacity development for civil society organizations:
- Provide direct technical assistance and capacity development (such as online/phone/email coaching, mentoring, training or facilitation) to CSOs funded by the UN Trust Fund on project management or other topics identified as a focus in the CD strategy.
- Provide technical inputs to development and implementation of technical tools to supplement the CD package in areas of the postholder’s expertise on project management and/or institutional strengthening of CSOs
- Provide facilitation support to the UN Trust Fund’s Programme Management (PM) Specialists to identify CSOs that may need additional capacity development support or advice and provide one-on-one coaching as necessary.
- Ensure that Implementing Partners has completed the UN PSEA training, or equivalent (as per the PCA). Update Grantee Matrix with information accordingly.
- Follow up with Implementing Partners if the Prevention of Sexual Exploitation and Abuse (PSEA) Policy and Sexual Harassment and Assault (SHA) Policy are in place, ensuring that those applicants that do not have written policies develop them within the first project year of project implementation. Collect policies and procedures and save them under each Grantee Folder and update Grantee Matrix with information accordingly.
- Upload new knowledge products, guidance and tools onto the Grantee Space as needed, including monthly SVRI and UN Women EVAW newsletters.
Provide administrative support for outsourcing and contracting of learning management services from external sources:
- Coordinate across the organization, with partners, and with vendors to design CD activities through innovative solutions and appropriate technologies;
- As required, manage vendors, including budget, timelines and key deliverables as needed.
Perform any other duties for UN Trust Fund Secretariat as needed related to Capacity Development of CSOs.
Key Performance Indicators:
- Provide quality and timely support to Operations manager in the development of the capacity development strategy and approach;
- Quality and timely delivery of the capacity development activities planned, in line with budget and workplans, and in line with all UN Women operational rules and regulations;
- Quality and timely monitoring and assessment of capacity development activities, including drafting and submitting reports on lessons learned etc;
- Quality of training, facilitation and communication, including training completion and success rates of civil society organizations taking part in the training;
- Satisfaction of participants in the Capacity Development activities and evidence of impact on the results and delivery of CSOs funded by the UN Trust Fund taking part in the activities.

- At least 2 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and assessment of civil society projects;
- Experience in developing or facilitating capacity development activities, learning materials and programs related to project management and/or civil society strengthening, preferably in the areas of gender equality, women’s empowerment and/or ending violence against women highly desirable;
- Experience in UN programming/ project management highly desirable;
- Experience in directly supporting Civil Society Organizations with institutional strengthening and or project management an asset;
- Experience with grant-making or grants-management an asset;
- Experience with learning management systems, e-learning, adult learning principles, facilitation skills, and good practices in learning and facilitation of knowledge exchange;
- Technical knowledge in ending violence against women highly desirable and gender equality/women’s empowerment highly desirable;
- Experience in leading/managing a team is an asset.
