Background

UN Women Ethiopia Country Office (ECO), as the co-chair of the Ethiopia Protection against Sexual Exploitation and Abuse (PSEA) Network, leads the implementation of the Secretary-General’s Bulletin on Special Measures for Protection from Sexual Exploitation and Abuse (ST/SGB/2003/13) in Ethiopia, which emphasises the UN’s vision for both preventing and responding to SEA through training and awareness raising. By building capacity amongst PSEA focal points as well as cluster representatives, the Ethiopia PSEA Network aims to contribute to safe humanitarian programming.

 

The multiple humanitarian crises in Ethiopia, including conflict and drought, increase the risk of sexual exploitation and abuse (SEA). The surge in (new and non-traditional) responders, combined with stringent movement restrictions, military presence, and unequal access to resources, lead to a concentration of power, wielding to the detriment of vulnerable people. In addition, limited access to information, reporting channels, as well as sexual and reproductive health services, exacerbates and magnifies existing intersectional inequalities related to gender, age, sexuality, and ability. This places women and girls at increased risk of violence, abuse, exploitation, and trauma.

 

In light of the above and as per the requirement included in the Ethiopia PSEA Network Workplan 2023, UN Women ECO has been requested to ensure PSEA training of PSEA focal points, cluster representatives, and partners is organized for early 2023.

Objective of the consultancy

The Consultant, who is a Trainer of Trainers in PSEA, will be assigned to facilitate four Ethiopia-contextualised capacity-building sessions in person, based on the developed Ethiopia PSEA Network Training Package. The Consultant will also review the Training Package to update and modify the materials and activities.

The Training package includes the below modules:

  • Module 1: Introduction to PSEA
  • Module 2: Gender Analysis and Gender-based violence in emergencies
  • Module 3: Understanding Risks, PSEA frameworks, and survivor-centred approach
  • Module 4: CBCMs, receiving a report, and referral pathways
  • Module 5: Learning Design and facilitation of PSEA training, i.e. ToT

The Consultant will provide an overall update to the training materials to ensure they are up to date on the current context in Ethiopia and with latest global developments around PSEA, with special attention to the interactive nature of all sessions to ensure ToT maximum benefit.

Duties and Responsibilities

Under the direct supervision of the Gender in Humanitarian Action (GiHA) Unit’s Gender in Humanitarian Action Programme Specialist at UN Women ECO, and under overall guidance of the Ethiopia PSEA Network, the Consultant will be responsible for delivering the below:

 

  1. Provide workbook sheets for pre-reading;
  2. Contextualise and update training materials, including presentations and trainer manual, to the current humanitarian context in Ethiopia and latest global guidelines on PSEA;
  3. Further develop the interactive and engaging teaching methods and activities (guidelines, handouts, pictures, games, presentations, discussions, and audio / video content);
  4. Deliver four three-day rounds of in person PSEA ToT trainings in English, using modern and engaging learning techniques.
  5. Provide a session brief / facilitator notes for use by any new trainer that provides a detailed explanation of the methodology for each of the PSEA training modules;
  6. Focus on developing knowledge and skills amongst the participants to design, lead, monitor, and evaluate advocacy initiatives on PSEA.
  7. Develop a pre-and post-training survey to measure increase in participants’ knowledge and capacities on PSEA.
  8. Submit a training report to the UN Women GiHA team.

Upon satisfactory updates to the PSEA Network’s training package materials as needed, including presentations, trainer manual, and activities.

Upon successful delivery of four three-day ToT trainings as well as submission of pre-and post-training survey results and training report.

1.   Education and certification

  • Master’s degree or equivalent in Communications, Social Sciences, Development Studies or other relevant field.

 

2.  Experience

  • Minimum 7 years of experience in PSEA prevention and response;
  • Experience in developing and facilitating capacity-building activities on PSEA;
  • Extensive experience of developing interactive and engaging adult learning material;
  • Experience of interactive / innovative training approaches engaging humanitarian workers;
  • Demonstrated experience in conducting workshops and ToTs;
  • Experience in gender mainstreaming with a proven understanding of rights-based approach to work on gender;
  • Experience in and knowledge of UN and IASC policies and guidance related but not limited to PSEA, AAP, GBV and Centrality of Protection.

 

3.   Language Requirements

  • Fluency in English is required.
