UNDP is supporting the Government of Iraq in implementing the “Energy Management and Emission Reduction” initiative which was launched in August 2021 with 11 goals until 2030. The aim of UNDP is to provide technical support for policy development, capacity building and implementation of project as well as awareness raising initiatives.
Goal 8 of the initiative aims at applying the requirements of the international standard for energy management ISO 50001 for 20% of government agencies from 2023 to 2030. This is planned to be achieved by training representatives from all governmental entities on ISO 50001. UNDP will support this goal through providing training of trainers for around 150 of the current representatives who in turn will train the remaining of the 2800 total representatives as of January 2023. In addition, training will be provided on ISO 14001 to support environmental management as well.

Duties and Responsibilities |

Scope of Work The objective of the work of the International ToT expert on ISO 50001 & 140001 is to support UNDP in implementing training of trainers for around 150 public officers. Expected Outputs and Deliverables The consultancy will be hired for a period of 6 months. The assignment will be managed under the Energy, Environment and Climate Change pillar head. International ToT expert on ISO 50001 & 14001 must be able and willing to collaborate and assist other team members in training events and provision of advice. Under the overall supervision of the UNDP team, the International ToT expert on ISO 50001 & 14001 shall contribute to the provision of the following deliverables:
Institutional Arrangement The International ToT expert on ISO 50001 & 14001 will act as an international expert and directly report to Project Manager. The project will support coordination with the national stakeholders, logistic needs for the training as well as security measures in Iraq to support the International ToT expert on ISO 50001 & 14001 with the following responsibilities:
Duration of the Work The contract is effective from the date of signature by UNDP Iraq and the International ToT expert on ISO 50001 & 140001 and duration between 1 February 2023 – 31 July 2023. The consultant will have several missions to Iraq to conduct the training estimated to be five days for training excluding travel days, exact duration will depend on workplan and stakeholders needs, the expert will be entitled accommodation, travel and transportation cost. The travel is based on the current situations of COVID-19. Duty Station Home – Based with travel to Baghdad and Erbil Qualifications of the Successful Individual Contractor Hold at least a master’s degree in engineering, climate, energy policy, environmental policy, economics, or a related field. Minimum of five (5) years of experience in conducting ISO 50001 and ISO 140001 training of trainer courses Authorized to certify ISO 50001 and ISO 140001 trainer Experience with governmental entities Previous work experiences with UN agencies
Language: Excellent oral and written command of the English language. Excellent oral and written command of the Arabic language
Scope of Price Proposal and Schedule of Payments
The IC modality is expected to be used only for short-term consultancy engagements. If the duration of the IC for the same TOR exceeds twelve (12) months, the duration must be justified and be subjected to the approval of the Director of the Regional Bureau, or a different contract modality must be considered. This policy applies regardless of the delegated procurement authority of the Head of the Business Unit.

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS UNDP reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. Evaluation Method and Criteria: Individual consultant will be evaluated based on the following methodology: The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
* Technical Criteria weight 70% * Financial Criteria weight 30%
Only candidates obtaining a minimum 70% of the total technical points would be considered for the Financial Evaluation. Technical Evaluation (70%) Qualification, Experience and Technical Proposal (100 marks): Criteria for Selection of the Best Offer Qualifications, skills, and professional experience of the International ToT expert on ISO 50001 & 14001 should include the following:
Financial Evaluation (30%): The following formula will be used to evaluate financial proposal: p = y (µ/z), where p = points for the financial proposal being evaluated y = maximum number of points for the financial proposal µ = price of the lowest priced proposal z = price of the proposal being evaluated
