Duties and Responsibilities

Scope of Works:

Under the overall supervision of the Climate Action Portfolio Manager, UNDP Thailand, the Consultant will perform the following tasks:

  • Review and provide technical judement to annual workplan and budget plan in close consultation with UNDP, ONEP, and other key stakeholders;
  • Coordinate between stakeholders, facilitate technical discussions, and provide technical guidance to ensure successful project implementation;
  • Facilitate UNDP and ONEP in organizing meetings and workshops with key stakeholders and/or working groups as required;
  • Attend meetings and workshops, compile relevant information, and prepare the progress reports per the requirements of the respective donors
  • Coordinate and consult closely with UNDP, ONEP, and experts under the project in reviewing and/or preparing the written products as a part of knowledge products dissemination;

Required Skills and Experience

Qualifications:

Applications are solicited from highly experienced specific expertise in the below fields.

The minimum qualifications required are as follows:

Education:

  • Thai national with Master’s degree in international development, finance, economics, environmental studies, engineering, and/or related fields.

Work Experience:

  • At least 2 years of relevant experience in project management and provision of policy advisory services, especially those related to climate change mitigation/adaptation at the national or international level; 
  • Hands-on experience in designing, implementing, monitoring and evaluating development projects to achieve results in challenging environments;
  • Proven ability to use adaptive management skills to revise activities in line with changing needs and circumstances;
  • At least 2 year proven working experience in climate finance, either public or private finance;
  • At least 2 year working experiences with government agencies on Nationally Determined Contributions (NDCs);
  • Familiar with UNDP project implementation and management procedures is an advantage;

Language requirements:

  • Fluent in Thai and English, both speaking and writing.

 

Criteria For Selection Of The Best Offer: 

The criteria which shall serve as the basis for evaluating offers is as follows:

Combined Scoring method – where the qualifications and methodology will be weighted 70% and combined with the price offer which will be weighted 30%.

Technical criteria for evaluation (Maximum 70 Points)

  • Criteria 1: Educational background - Max 10 Points
  • Criteria 2: Experience in project management and provision of policy advisory services, especially those related to climate change mitigation/adaptation at the national or international level - Max 25 Points
  • Criteria 3: Experience in climate finance, either public or private finance – Max 15 Points
  • Criteria 4: Experiences with government agencies on Nationally Determined Contributions (NDCs)  - Max 15 Points
  • Criteria 5 : Communication skill in written Thai and English – Max 5 Points

Only candidates obtaining a minimum of 70% of the total technical points would be considered for the Financial Evaluation.
