Background

I. Organizational Context

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

In line with UN Women Global Strategic Plan (2022-2025)UN Women Strategic Plan 2022–2025 | Digital library: Publications | UN Women – Headquarters, and its Country Strategic Note (2022-2025), and the overall UN Sustainable Development Cooperation Framework for Türkiye (UNSDCF) (2021-2025), UN Women works towards the overarching goal of “Women and girls including those at greatest risk of being left behind fully exercise their human rights, enjoy a life free from violence and discrimination, and lead, influence and benefit from sustainable and inclusive socioeconomic development towards the advancement of gender equality in Türkiye”. UN Women works in four thematic areas: (i) governance and participation in public life; (ii) women’s economic empowerment; (iii) ending violence against women and girls; and (iv) women, peace and security, humanitarian action and disaster risk reduction. UN Women contributes to three UNSDCF outcomes: 1) Women and girls have improved and equal access to resources, opportunities, and rights, and enjoy a life without violence and discrimination; 2) By 2025, Persons under the Law on Foreigners and International Protection are supported towards self-reliance. 3) By 2025, governance systems are more transparent, accountable, inclusive and rights-based with the participation of civil society, and quality of judicial services is improved.

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

There are important strategic opportunities in Türkiye to engage with the private sector in order to advance gender equality and women’s rights in the workplace, marketplace and community and to leverage financial resources and support for gender equality. UN Women has prioritized and increased its engagement with the private sector in the past years in Türkiye, working in particular to localize and implement at country level three global frameworks: 1) The Women’s Empowerment Principles (WEPS); 2) HeForShe; 3) Unstereotype Alliance.

UN Women deepens its work with the private sector under the above three initiatives and seeks to further expand its partnerships base in order to influence and engage with a broader set of partners in support of results (including mobilization of funds) for women and girls at larger scale. This partnerships approach is underpinned by the intention for UN Women to act as a convener bringing together actors to collaboratively achieve greater impact than could be achieved individually, and to generate evidence, knowledge, and expertise to enable and mobilize others to support progress towards the achievement of gender equality.

Home Page | HeForShe is the global movement initiated by UN Women inviting men and people of all genders to stand in solidarity with the women to create a bold, visible, and united force for gender equality. Since its launch in 2014, the movement has now more than 1.3 billion men and women declaring their support from gender equality across the world. HeForShe aims to enable men to identify with the issues of gender equality and to recognize the crucial role that they can play to end the global inequality faced by women and girls, both in their own lives, and at more structural levels in their communities. The HeForShe movement offers an innovative approach to achieving gender equality that recognizes men and boys as partners for women's rights and acknowledges the ways in which they also benefit from gender equality.

In 2015, UN Women launched the HeForShe Movement in Türkiye, and since then, UN Women has been collaborating with the private sector, CSOs, sports organizations, and universities under the framework of the HeForShe movement. UN Women Türkiye will launch the "HeForShe at Campuses" initiative to scale men's and boys' engagement in gender equality to challenge gender roles/stereotypes and transform harmful masculinities in ten universities around Türkiye.


Under HeForShe Movement, UN Women Türkiye has been working on unconventional, male-dominated fields such as sports within the Fenerbahçe Sports Club partnership since 2018 with the support of Tüpras. This collaboration, "Advancing Gender Equality in and through Sports in Türkiye Project," Project Brief - Advancing gender equality in and through sports in Turkey | Publications | UN Women – Europe and Central Asia represents a first and unique undertaking to make a sports club more inclusive and egalitarian through a holistic framework of analysis, capacity building, and measurable actions.

Reporting to Programme Analyst , the Programme Assistant works with and provides support to effective implementation of Advancing Gender Equality in and through Sports in Türkiye Project, HeforShe initiatives and other projects under Private Sector portfolio of UN Women Türkiye in the development and implementation of effective programmes consistent with UN Women rules and regulations. The Programme Assistant provides programme, administrative, and logistical assistance to the team for the smooth programme implementation.

Duties and Responsibilities

II. Functions

  1. Provide support to the monitoring and reporting of the Advancing Gender Equality in and through Sports in Türkiye Project, HeForShe initiatives and Private Sector Portfolio.
    • Follow up with partners on implementing activities, including the monitoring of work plans and activities;
    • Report on daily basis activity progress;
    • Closely work with the HeForShe and private sector teams to facilitate the preparations and implementation of activities, events, assessments, and support if needed admin/finance exercises including procurement, purchasing, invoicing, and reporting;
    •  Perform any other duties in line with the above responsibilities, needs of the UN Women Türkiye Country Office as may be assigned by Supervisor.
  2. Provide administrative and logistical support to the implementation and management of programmes under HeForShe initiatives and Private Sector Portfolio
    • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;
    • Provide administrative support to the responsible parties on routine delivery and reporting of programme supported activities and finances;
    • Provide administrative support for the audit of programmes/ projects and support implementation of audit recommendations;
    • Liaise with partners cooperative on day-to-day basis to enable smooth administrative and logistical implementation of the projects;
    • Undertake all logistical, administrative, and financial arrangements for organization for meetings, workshops, events, and missions;
    • Make travel arrangements for the HeForShe team, including travel requisitions and claims;
    • Draft minutes in meetings as delegated;
    • Assemble briefing materials and prepare power-point and other presentations, in collaboration with the HeForShe and private sector teams;
    • Organize and coordinate filing of documents; maintain mailing lists.
  3. Provide administrative support to the financial management of the Advancing Gender Equality in and through Sports in Türkiye Project, HeForShe initiatives and the projects under Private Sector Portfolio
    • Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms (if any);
    • Review financial reports; prepare non-PO vouchers for projects;
    • Process payment for consultants and service providers;
    • Maintain internal expenditures control system;
    • Create requisitions in Quantum for projects; register good receipts in Quantum.
    • Support preparation of procurement and spending plans.
  4. Provide administrative support to Advancing Gender Equality in and through Sports in Türkiye Project, HeForShe initiatives and Projects under Private Sector Portfolio
    •  Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
    • Make travel arrangements for the Project/Portfolio team including travel requisitions and claims;
    • Draft minutes of meetings, as delegated;
    • Assemble briefing materials and prepare power-point and other presentations, in collaboration with the team members
    • Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the HeForShe and the private sector teams.

  5. Facilitation of knowledge building and knowledge sharing
    • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.
    • Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the HeForShe and private sector teams.

V. Recruitment Qualifications

Education and certification:

  • Completion of secondary education required.
  • Bachelor’s degree in social sciences, human rights, gender/ women’s studies, international development, or a related field is an asset

Experience:

  • At least 5 years of professional work experience at the national and/or international level in programme assistance and/or administrative support in the development field is required with secondary school degree or 3 years of experience at the national and/or international level in programme assistance and/or administrative support in the development field is required/
  • Substantive knowledge of and experience on gender equality and women's empowerment will be considered a strong asset
  •  Experience in the UN agencies and/or international organizations is an asset ? Experience in organizing events and trainings is an asset
  • Experience in working with different partners (CSOs, universities, businesses, grassroots women’s organizations) is an asset
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment is an asset.
