The newly adopted “Regional Framework Towards Peaceful, Inclusive Societies: Advancing the Women, Peace and Security Agenda and Inclusive Governance in the Asia Pacific Region (2023-2027)” lays out the direction of UN Women’s Governance, Peace and Security (GPS) portfolio in Asia-Pacific. The Framework has a dual focus on the advancement of the Women Peace and Security (WPS) agenda and inclusive governance in the region. The WPS component spans the support to the development and implementation of WPS National Action Plans (NAPs); conflict prevention, building peace and resilience; prevention of violent extremism; and women’s participation and leadership in emerging or non-traditional security issues such as climate security, cybersecurity and digital peacebuilding. The Inclusive Governance component comprises women’s access to justice; gender-responsive budgeting; and promotion of women’s leadership, including women’s political participation.

Reporting to the Regional Governance Peace and Security Policy Advisor, the International Consultant - Communications to advance Governance Peace and Security in Asia and the Pacific (hence: Consultant) will support the profile and visibility of the Regional GPS Framework during its 6-month inception phase through communications, advocacy, outreach and media strategy and products. In addition to working with the GPS ROAP team, s/he will coordinate with the Headquarters, MCO/CO/NRA colleagues to ensure that the Regional GPS Framework strategies and products are aligned with corporate communications policies and initiatives. S/he will also collaborate with MCO/CO/NRA colleagues to support outreach campaigns, resource mobilization and donor relations initiatives related to the Regional Framework. S/he will ensure alignment with relevant multilateral and intergovernmental processes and support the activities and special events organized for UN Women’s Governance Peace and Security portfolio.

Duties and Responsibilities

Under supervision of the Policy Advisor on Governance Peace and Security for the Asia-Pacific Region, the Consultant will be responsible for the following:

  1. Development and implementation of communication, outreach and advocacy plan for the Regional Framework on Governance Peace and Security of UN Women ROAP.
  2. Development and dissemination of initial communications and advocacy products related to the Regional Framework on Governance Peace and Security of UN Women ROAP.
  3. Development of a visual identity and online presence for the Regional Framework on Governance Peace and Security of UN Women ROAP.
  4. Support the launches of flagship GPS products and initiatives.

Required Skills and Experience

  • Master’s degree in communications, public relations, media or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • At least 5 years of professional work experience at the national or international level in media, public relations, communications or advocacy;
  • Proven experience in social media management;
  • Proven experience in developing and executing communications, outreach or advocacy strategies.
  • Past experience working on governance, WPS or GEWE issues is an asset;
  • Work experience in Asia or the Pacific is an advantage;
  • Proficiency in English is required.


Contract Duration and Location

This consultancy is based in Bangkok for a period of 6 months. For travel on the mission, travel costs and Daily Subsistence Allowance (DSA) will be provided. Travel Authorization will be granted to the consultant prior to the travel date.

 

Evaluation Criteria

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed by the Regional Advisor – Governance, Peace and Security and/ or Governance Peace and Security Programme Specialist. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
