Background

Under the overall guidance of the Assistant Resident Representative and the direct supervision of the Operations Manager, the HR Associate ensures execution of transparent and efficient HR services in the MCO. The HR Associate promotes a collaborative, client-oriented approach and supports the maintenance of high staff morale.

The HR Associate works in close collaboration with the operations, programme and projects’ staff in the MCO and UNDP regional and HQs staff for resolving complex HR-related issues and information exchange.

Duties and Responsibilities

1.) Administration and implementation of HR strategies and policies

Ensures administration and implementation of HR strategies and policies focusing on achievement of the following results:

 

  • Full compliance of records and reports with UN rules, regulations, UNDP policies, procedures and strategies; effective implementation of the internal control framework.
  •    CO HR business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with the direct supervisor and office management, control of workloads of the supervised staff.
  • Provision of information to the management and staff on strategies, rules and regulations.

2.) Provision of HR Services

Provides HR services focusing on achievement of the following results:

 

 

  • Implementation of recruitment processes including drafting job descriptions, terms of reference, provision of input to job classification process, vacancy announcements, screening of candidates, participation in interview panels. 
  • Creation/update of positions in UNDP’s ERP, association of positions to cost distribution (CD), update of CD information, setting up vendor, performing the functions of Admin.HR, Position Administrator in Quantum, preparation of contracts (fixed-term, IPSA, NPSA, SCs for Agencies etc.) and recurring Pos in Quantum. Timely follow up with Finance staff on Global payroll issues.
  • Input and tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivities, recoveries, adjustments and separations through Quantum.
  • Maintenance of the MCO staffing table.
  • Preparation of submissions to the Compliance and Review Board (CRB).
  • Provision of information on benefits/entitlements to the International Staff and Experts.
  • Maintenance of the rosters including e-rosters.
  • Validation of cost-recovery charges in Quantum for HR services provided by UNDP to other Agencies.

 

3.) Staff performance management and career development

Ensures proper staff performance management and career development focusing on achievement of the following results:

  • Provision of background information and maintenance of the related data acting as Secretary of Compliance Review Group.
  • Coordinate the preparation of Whole Office Learning plan and individual learning plans in consultation with the Senior Management, Operations Manager, Programme Specialist and Capacity development Analyst.

 

4.) Conduct of UN-related surveys

Ensures conduct of UN-related surveys focusing on achievement of the following results:

 

  • Collection of information and preparation of reports for comprehensive and interim local salary, hardship, and place-to-place surveys.
  • Participation in the work of LSSC

5.) Facilitation of knowledge building and knowledge sharing

Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

 

  • Organization of trainings for the MCO projects personnel on HR issues.
  • Synthesis of lessons learnt and best practices in HR.
  • Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education

Secondary Education with specialized certification in Human Resource Management (HRM).  University Degree in Human Resource Management, Business or Public Administration would be desirable, but it is not a requirement.

 

 

 Experience, Knowledge, and Skills

 

  • 6 years of progressively responsible HRM and/or administrative experience with Secondary Education or 3 years with a bachelor’s degree is required at the national or international level.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web-based management systems.
  • Fluency in the English Language and any other UN language is desirable.
