1. Background Information on the Project:

Since the invasion of Ukraine by the Russian Federation on February 24th, 2022, the total number of verified civilian casualties were 18,955, including 9,199 killed, according to the UN Human Rights Monitoring Mission in Ukraine (HRMMU).[1] The scope and scale of damage to critical infrastructure caused by the conflict has also been devastating, including residential housing, hospitals, schools, kindergartens, and other civilian targets damaged or destroyed. The war has caused mass forced displacement of over 13 million people with currently 5.4 million Internally Displaced Persons (IDPs) and 8.1 million refugees[2].  

The number of people with disabilities (PwDs) caused by the war – both combatants and civilians - has led to increased special demands on medical and psycho-social services, which are expected to continue to grow substantially over time. A sub-population of persons with disabilities are those who have an impairment due to explosive ordnance (EO), and a proportion of these people are veterans and often have access to a disability pension and free health services due to their services, many are civilians, injured because of post-conflict EO. 

Rehabilitation of PwDs encompasses a holistic set of interventions to address impairments—activity limitations, and participation restrictions, as well as personal and environmental factors that have an impact on functioning and health. Early Rehabilitation is recognized as being an integral part of a patient’s recovery in conflicts and disasters. Starting in acute care, early rehabilitation can help prevent complications, speed recovery, and help ensure continuity of care.[3]   

Building on previous and ongoing lessons and efforts from UN agencies and others, UNDP has launched “Support rehabilitation of People With Disabilities (PWD) with injuries caused by the war” project, responding to the immediate needs in terms of service provision and economic integration of PwDs caused by the war, by enhancing capacities of rehabilitation facilities across Ukraine and partnering with Civil Society for increased livelihood opportunities, while underpinning the Governments long-term rehabilitation agenda for PWD’s and continued work for a Barrier-free Environment in Ukraine. The project is being implemented in Kyiv oblast, Vinnytsya, Lviv and Dnipro.

The project is aligned with UNDP’s Resilience Building and Recovery Programme for Ukraine (RBP), which is the organization’s results-based umbrella response to the war and its impact, launched in April 2022. The Project comprises three outputs:

Output 1. Government of Ukraine enabled to design new policies and regulations to better protect, respect and fulfil the rights of people with disabilities, with the focus on rehabilitation 

Output 2. Rehabilitation institutions have enhanced technical expertise, capacities and equipment to ensure necessary service provision   

Output 3. PWD’s socio-economic integration enhanced through livelihood support

PwDs represent a higher percent of people without employment comparing with persons without disabilities, which show the interrelation between disability and poverty and the need to intervene urgently for increased support to PWDs’ employability, to ensure their sustainable access to livelihoods. Many of these pre-existing challenges for PwDs’ economic integration, which among others include inaccessible professional education and working infrastructure and processes, skills deficit, recruitment-related discrimination, which constrains entrepreneurial opportunities and limits access to business support services and resources, which have been significantly aggravated by the war. People with disability as an affect of the war, need support with job placement, job place accommodation (taking into account their impairments) and social support for adaptation on the workplace.

More accessible easy-to-consume online educational content on the relevant business topics would benefit all parties engaged in PWDs’ employment support and general MSME recovery and further development in war-affected areas. It would make sense for the online educational content to be shared on the existing business information online platform, as the Internet is now the primary means by which people get information, communicate and learn particularly in the situation of the security restriction related to the war and partial or complete lockdown caused by the COVID-19 pandemic.

2. Main objectives of the assignment

Under the direct supervision of Entrepreneurship Promotion Specialist, the Individual Consultant for creation of business development video course will be responsible for the creation of interactive video course/masterclass on inclusive environment for people with disabilities in a business with supporting learning and knowledge materials and integrate them in the existing business information online platform “Start.Business”: https://startbusiness.com.ua. The aim of this course is to show that an inclusive environment in a business brings it closer to progressive global standards and opens more opportunities for the company. With more and more people with disabilities appearing in Ukraine every day of the war it is in the interests of a business community to ensure comfortable working conditions for them to enable the company and the employers to develop.

3. Description of Responsibilities / Scope of Work

Specifically, he/she shall adopt a comprehensive approach to the assignment and produce 1 (one) educational video course on inclusive environment for people with disabilities in a business with storyboards, profiles of the speakers and other learning and knowledge materials on the abovementioned topic.

Common requirements

• Branding: in accordance with UN visibility guidelines and in consultation with the Programme.
• Modules and assessment in one package: Learning content and assessments provided in a single learning experience. Preferably case studies/scenarios, based on real-life examples, a text summary of the course in *.pdf format, and a test to assess how the students have learned the course materials, useful links and a simple practical exercise upon each module to apply the knowledge to possible real-life cases;
• The presenters/lecturers of the video course should be currently active Ukrainian entrepreneurs or managers of the active enterprise (women and men) with at least 3 (three) years of entrepreneurial activity with good reputations, experience and should be able to communicate their ideas in simple, clear and structured manner;
• The selected entrepreneurs who will be acting as the presenters/lecturers of the video courses should be distinguished by their innovative approach to business, inclusive environment in a business to employ and to serve people with disabilities ( e.g. women and men with different kind of impairments including deaf, blind, wheelchair users, sign-language speaking, with intellectual impairment, including but not limited to persons with Down-Syndrome, persons with disabilities caused by general disease, for example diabetes,  and other);
• In particular, the selected entrepreneurs have to demonstrate the different approaches to job place accommodation, using inclusive information and communication technology (ICT), specialized equipment, designing a barrier-free premises, re-modelling of working processes or procedures and communication modalities accordingly;
• The presenter/lecturer in a video course should be selected by the Contractor and agreed with the UNDP.

Specific requirements to the online e-learning content

• Develop a detailed work plan and approach to the development of the educational video (project implementation timeline, general approach, profiles of the presenters/lecturers and storyboards for a video, text materials and infographics);
• Content (video, text, infographics, images, self-assessment tests) must be meaningful, memorable, motivational, measurable. Video and images have to demonstrate examples  of inclusive working environment in different types of business, women and men with different kind of impairments on a work place.
• The content should have a simple language, not overburdened with specific and complex terminology. If specific terminology or an abbreviation is used, it should be explained;
• The self-assessment tests should assess the level of acquired knowledge after the completion of video course and should have at least 10 questions and 3 options of the answer to each question;
• Images, graphics, and illustrations should be used in the video and text files to facilitate the learning process;
• The minimum resolution for video files should be 1280x720 px; 
• The video course should have a short promo trailer (teaser) of up to 1 minute in length;
• The video content for the course should not exceed a total of (1,5) one-and-a-half hours in length and be split into short videos no longer than 10 (ten) minutes each (see the example https://startbusiness.com.ua/kursy/biznes-u-harchoviy-promyslovosti);
• Video should be filmed in Ukrainian language and formatted into MP4 files, and audio into MP3 files and have Ukrainian subtitles;
• Video should have plain and understandable narration accompanied by a sign language translation;
• Each video course should be accompanied with a set of professional photos illustrating the filming process and/or the production process and portrait photo of every lector;
• All photo files used should be provided in common raster file types (.jpg, .jpeg, .gif, .png.);
• All created e-learning materials must support HTML5 or SCORM technology;
• All created e-learning materials should have a unique graphic design relevant to the topic they cover, namely, creation of inclusive environment in a business;

• The text materials summarizing the video courses should not exceed two pages and be in pdf downloadable format (see the example https://startbusiness.com.ua/wp-content/uploads/2019/12/pochaty-biznes-u-harchovij-promyslovosti.pdf);
• The video course shall have an appropriate structure, composition and necessary software documentation and software tools so as to allow efficient re-composition and selective updating of such e-learning content e.g. for needs of rapid localization, revision and updating;
• The Contractor should propose and adopt the most appropriate approach to content development and review for each project, based on the specific project brief/storyboard provided and international best practice;
• Requirements regarding e-learning content:  each e-learning content object produced must be appropriate for adult learners, functionality easy to use, and suitable for the target group specified in the high-level storyboard;
• Requirements for e-learning maintenance: All items produced must be placed under strict configuration management in order to support their future maintenance and to be able to evaluate the consequences when changing an item if it is related to other content.

4. Deliverables, Deadlines and Proposed Payment Schedule

Lump sum contract

UNDP will pay the negotiated amount in 4 tranches as per delivery of the outputs outlined above.  

The payments will be paid upon the full completion, provision of the reports and acceptance of contractual obligations whereupon the Programme Coordinator signs the certification of acceptance.

5. Monitoring/Reporting Requirements

Individual Consultant will work under the direct coordination the Entrepreneurship Promotion Specialist. The Consultant will directly report to the Specialist on a fortnightly basis through in-person meetings/ by phone or Skype/Zoom or sending electronic materials. The consultant will duly inform UNDP of any problems, issues or delays arising in the course of the implementation of the assignment and take the necessary steps to address them.

As a quality assurance measure, the UNDP reserves the right to initiate remote spot checks of the people who have received consultations to conduct interviews and obtain comments and suggestions regarding the quality of the services.

6. Experience and qualifications requirements

Education:

• Higher education in Economics, Social sciences, Management, Public administration or other related field

Experience and competencies:

• At least 4 (four) years of relevant reporting, editing, production experience in the field of journalism, communications, TV or other related field
• Proven experience in documentary video and multimedia content production (at least 2 (two) examples of video created by/or under the supervision of the candidate should be provided)
• Proven experience in the production of a learning video material (at least 2 (two) examples of video courses comprised of several learning videos created by/or under the supervision of the candidate should be provided)
• At least 2 (two) examples of learning video materials and multimedia content adapted and integrated into online platforms by/or under the supervision of the candidate
• Proven fluency in Ukrainian is required. Working knowledge of English is considered as an asset (demonstrated in media appearance / video content shared)

8. Evaluation criteria

The breakdown scores for qualifications and experience are as follows:

• Relevant reporting, editing, production experience in the field of journalism, communications, TV or other related field – 20 points max (more than 4 years – 20 points, 3 years – 16 points).
• Proven experience in documentary video and multimedia content production – 20 points max (more than 2 examples – 20 points, 2 examples – 15 points).
• Proven experience in the production of any learning video material – 6 points max (more than two examples of video courses comprised of several learning videos – 6 points, 2 – 4 points).
• Relevant experience in adapting and integrating video and multimedia content into online e-learning platforms – 14 points max (more than 2 examples – 14 points, 2 examples – 11 points).
• Previous experience of work with an UN agency (asset) – 5 points max (presence of such experience – 5 points, no experience – 0 points,).
• Language knowledge – 5 points max (fluency in Ukrainian – 3 points; fluency in Ukrainian and working knowledge of English – 5 points).

9. Evaluation method

 Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum of 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.

10. Financial proposal

Lump sum contract

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.

The Consultant will be responsible for all personal administrative expenses associated with undertaking this assignment including office accommodation, printing, stationery, telephone and electronic communications, and report copies incurred in this assignment.

Travel costs

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
