Background

1. The UNODC Programme Office in Indonesia (POIDN) partners with the Government of Indonesia (GoI) to develop strategies and measures to enhance the provision of healthcare services for prisoners. Under its Criminal Justice programme, UNODC intends to work together with the Directorate General of Corrections (DGC) to strengthen the capacity of GoI’s institutions and personnel to deliver gender-specific healthcare services in women prisons.

2. The United Nations Rules for the Treatment of Women Prisoners and Non-Custodial Measures for Women Offenders (the Bangkok Rules) stipulates the need for gender-specific healthcare services and preventive healthcare measures for female prisoners. However, amidst the COVID-19 pandemic, preventing and treating diseases inside prison, especially communicable diseases, has become more challenging than ever.

3. To better mitigate the risks of spreading diseases inside women's prisons, there is a need to equip women's prison institutions and personnel with the necessary knowledge and information. Therefore, UNODC seeks to respond and support DGC to enhance women's prison personnel to better understand and apply the principles in the Bangkok Rules to provide healthcare services and preventive healthcare measures.
