Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with international and national commitments, UN Women works on the levels of policies and legislation, institutions, and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

In order to mainstream gender, peace and security issues in academia, UN Women would like to hire an international consultant/trainer to conduct a two-day tailored face-to-face workshop for the academic staff of the social science faculties at higher educational institutions in Georgia under the current project “Accelerating Implementation of the Women, Peace and Security Agenda in Georgia”, generously funded by the Conflict, Stability and Security Fund and the Government of the United Kingdom. In addition to raising awareness on gender, peace and security aspects, the workshop will examine the role, contribution and potential of academic institutions in research, advocacy, education and cross-sector engagement to address the gaps that exist, determining how best to prepare and serve the next generation and contribute to the full realization of the Women, Peace and Security (WPS) and Youth, Peace and Security (YPS) agendas.

The consultancy work is expected to start in April 2023 and end in May 2023.

Duties and Responsibilities

Duties and responsibilities of the International Consultant are:

  • To elaborate the module for the workshop tailored to the lecturers and professors of the faculties of social  studies at accredited higher educational institutions in Georgia;
  • To deliver one, two-day training on gender, peace and security and the role, contribution and potential of academic institutions in research, advocacy, education and cross-sector engagement to promote gender, peace and security agenda;
  • To draft and submit the final training report outlining the workshop process, pre-and post-workshop assessments, and recommendations for follow up actions to promote gender, peace and security issues in academia.

Deliverables:

Deliverables should be supported by timesheet and progress report:

  • A detailed workshop agenda, presentation, and relevant workshop materials, including pre and post workshop assessment tests prepared on gender, peace and security (1 working day) by 28 April 2023);
  • One, two-day face-to-face workshop conducted (2 working days) by 12 May 2023);
  • The final report, outlining the workshop process, results of the pre-and post-workshop assessments and recommendations for follow up actions, including to promote gender, peace and security issues in academia written and submitted to UN Women (1 working day) by 15 May 2023).

Required Skills and Experience

Education:

  • Graduate (at least Master’s) degree in social sciences, humanities, or related field

Experience and competencies: 

  • At least 5 years of experience of working in the field of peace, conflict, security, and/or gender studies;
  • At least 2 years of experience of working on international normative frameworks on gender equality, gender, peace, and security;
  • At least 1 year of experience of working on the regional context, nature of conflicts in the South Caucasus;

Language requirements:

  • Fluency in English.

Evaluation Procedure:

The candidates will be evaluated in three-degree stages: according to minimum qualification criteria, technical and financial evaluation.

The candidate must possess the following qualification criteria to be eligible for further technical evaluation:

  • Graduate (at least Master’s) degree in social sciences, humanities, or related field;
  • At least 5 years of experience of working in the field of peace, conflict, security, and/or gender studies;
  • Fluency in English.

Technical evaluation criteria (including minimum qualifications):

  • Graduate (at least Master’s) degree in social sciences, humanities or related field  (max 30 points)
  • At least 5 years of experience of working in the field of peace, conflict, security, and/or gender studies (max 100 points)
  • At least 2 years of experience of working on international normative frameworks on gender equality, gender, peace, and security (max 100 points)
  • At least 1 year of experience of working on the regional context, nature of conflicts in the South Caucasus (max 90 points)
  • Fluency in English (max 30 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e., evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of the WPS Project Analyst and Programme Analyst and overall guidance of UN Women Georgia Deputy Country Representative.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women National Programme Officer that the services have been satisfactorily performed as specified below:

  • Deliverable 1, 2, 3 (4 working days) – 100%
