Background

UN Women Background:  

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.  

 

Assignment Background: 

Violence against women and girls (VAWG) is one of the most widespread violations of human rights worldwide, globally affecting around almost one in three women in her lifetime. Regional evidence suggests that a similar ratio applies in the Asia-Pacific region. Forms of VAWG may vary, and there are variations across sites, however, current available data indicate that in 2018, 19% of women in South Asia, 9% in Southeast Asia and between 19% and 30% in the Pacific experienced physical and/or sexual intimate partner violence in the past 12 months. 

 

In Asia and the Pacific, UN Women engages in the area of Violence Against Women in a variety of forms, including through the regional projects to Eliminate Violence against Women and Girls in Asia and the Pacific, supported by the Changemakers Project: Youth, Technology and Innovation to End Violence Against Women and Girls in Asia and the Pacific (2021-2023). The project has a strong focus to advance the prevention of and response to violence against women and girls in Asia and the Pacific by addressing the rise in online violence, working with youth and mobilizing the media as changemakers.  The project will aim to change harmful social norms that support gender inequality and violence, through the media, online and educational programmes, engaging the media sector, states and ICT-intermediaries as well as girl and boy scouts and their wider communities in a youth-based approach.

 

The United Nations Secretary-General’s UNiTE by 2030 to End Violence against Women Campaign calls on governments, civil society, women’s organizations, the private sector, the media and the entire UN System to join forces to end violence against women and girls. UN Women leads coordination of the UNITE campaign, and works closely with sister UN agencies to progress strategic actions jointly alongside an ecosystem of allies and partners.

 

The Generation Equality Action Coalitions are bringing together governments, women’s, feminist and youth-led organizations, international organizations, foundations, and businesses to drive change. Through blueprints for action co-created by Action Coalition leaders, they are catalysing collective commitments; sparking global and local conversations between generations and across communities; and driving substantial increases in public and private funding.

 

Within this context, the Ending Violence against Women unit at UN Women’s Regional office for Asia and the Pacific (ROAP) strives to develop a greater degree of common understanding of violence against women and girls and how it could be eliminated through programmes, interventions, and advocacy. UN Women ROAP emphasizes the prevention of VAWG through transforming negative social norms and strengthening the availability of services to women survivors of violence. UN Women ROAP partners with the government, CSOs, academic institutes and feminist and young leaders to advocate for ending violence, increase awareness of the causes and consequences of violence, build capacity of partners and promote the need for changing norms towards advancing gender equality and women’s rights. 

 

The purpose of this consultancy is to ensure that the EVAW unit communication strategies, plans and products are creative, effective, and aligned with corporate communications strategies and initiatives, including global and regional advocacy campaigns, international conferences and events. The consultant will be responsible for supporting the implementation of the EVAW unit media and communications strategy and convey UN Women’s commitment to ending violence against women and girls, while providing visibility to the EVAW unit programmes goals and effectively engaging with donors, partners, constituencies and other stakeholders.

 

The consultant will be supervised by the EVAW Unit at UN Women ROAP in Bangkok, Thailand and works in close collaboration with the unit team and other communication teams at UN Women. 

Duties and Responsibilities

The consultant is expected to support the implementation of the communication and outreach/advocacy strategies and increase the EVAW unit visibility by developing human-interest stories capturing diverse voices and inspiring positive change. The consultant will draft a range of communication assets including: graphics and videos, web and social media stories, talking points, scripts and outlines for videos and visibility materials … etc.

 

Support in the implementation of the EVAW communication and outreach strategy:

 

  • Promote engagement with EVAW content online and with social media users.
  • Document events, success stories and case stories for wider circulation.
  • Support data-driven use of communication tools and strategies

 

Develop and disseminate communication assets on EVAW:

 

  • Coordinate the documentation of the Changemakers project and develop the project impact stories.
  • Support the development and production of communication assets and managing dissemination.
  • Identify and propose information opportunities, media placements, activities, approaches, platforms and partners to engage audience on EVAW content.
  • Support the promotion and dissemination of advocacy materials, publications, and campaigns.
  • Update the EVAW unit thematic pages on the UN Women ROAP website and coordinate the production of content.
  • Support the development of key global, regional, and national events in 2023 that should be highlighted on social media channels and develop assets to be adapted.
  • Provide communication support during the 16 Days of Activism for campaigns, events, and knowledge products.
  • Update contact lists for outreach and engagement on EVAW.
  • Analyze web and social media outreach reports.

  • Implementing and monitoring the EVAW communication strategy.

  • Updated contact list for media and communication stakeholders in the Asia-Pacific Region.
  • Develop thematic-specific pages and content- visual and written- on the UN Women ROAP website.

  • Bachelor’s degree with two years of professional experience in the area of strategic communication, public relations, campaigns, and social media management.
  • Experience on gender equality and ending violence against women and girls is an asset.
  • Experience with graphic and motion design software such as Adobe Premiere, Photoshop, InDesign Illustrator, and After Effects.
  • Training or work experience with the United Nations or/and other international organizations is an asset.  
  • Knowledge about gender equality, the empowerment of women and violence against women in Asia Pacific.

 

Language requirement:

  • Fluency in English, with strong writing and presentation skills. 

 

Contract period and work location

 

The consultant will be engaged over the period of Apr – Dec 2023. Deliverables from the consultant will be reviewed and approved by UN Women before they are considered final.

 

 

Evaluation

 

Applications will be evaluated based on the cumulative analysis:

 

  • Technical qualification (100 points) weight; [70%]  
  • Financial Proposal (100 points) weight; [30%]  

 

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:  

 

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.   
  • The total number of points allocated for the financial component is 100.   
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technically qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.  
  • Financial proposal: the financial proposal shall specify a lump sum amount breaking down the professional fee for each deliverable, in USD.
