Background |

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. A core area of UN Women’s work globally is women’s economic empowerment that seeks to ensure income security, decent work and economic autonomy for women, as workers including migrant workers at all stages of the labor migration process, and as entrepreneurs. Women’s labor force participation rate in the MENA region is 21 percent and the region is a key destination site for migrant workers including women migrant workers from Asia, Eastern and Southern, Western and Central Africa, especially into North Africa and the Gulf States. Moreover, climate change has become a serious development threat to the region propelling migration and displacement. Against this background, the UN Women Regional Office for the Arab States, other sub-regions in Africa and Asia and select country offices in Eastern and Southern, Western and Central Africa in partnership with other UN agencies, regional partners have undertaken activities and is developing a joint program on empowering women migrant workers, including in the context of climate risk. Additionally, UN Women ROAS together with ILO ROAS are jointly implementing a Programme on Promoting Productive Employment and Decent Work for women in Egypt, Palestine and Jordan ending in December 2023. Strategies of the joint initiative include promoting equitable labour market related laws and policies; engaging public, private and community actors with attention to involving men; and reducing the unequal burden of unpaid care work. The programme is working at three levels, macro, meso and micro, reflected in three outcomes:
Key strategies that UN women deploys in this work undertaken with partners – governments, civil society, international development co-operation agencies and other UN agencies – are knowledge generation and dissemination, evidence-based policy advocacy and reform, technical assistance and capacity building within policy and institutional environments to support the development, implementation, monitoring and evaluation of policies, laws, plans with budgets, programs that robustly address migrant and non-migrant women’s economic priorities especially related to income security, decent work and economic autonomy. Under the guidance and supervision of the Senior Global Advisor on International Migration, Decent Work and Entrepreneurship, based in the UN Women ROAS office, and the Joint Programme Manager Work for Women in line with UN Women rules and regulations, As detailed in the section on job functions, the Program Analyst will technically and operationally support the development and implementation of strategy/programs/activities to economically empower migrant women workers at all stages of migration and non-migrant women workers in migrant host countries. The program analyst, in close collaboration with the operations team, will also operationally support the Joint Programme “Promoting Productive Employment and Decent Work for women in Egypt, Palestine and Jordan” in its final year of implementation by contributing to financial management, and programme implementation including providing necessary operational and administrative support. A work plan with achievements for the duration of the assignment will be agreed upon commencement of work.
