Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; the achievement of equality between women and men as partners and beneficiaries of development; human rights; as well as humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Programme Office in the Republic of North Macedonia in line with its priorities set in the UN Women Strategic Plan (2022-2025) and the UN Sustainable Development Cooperation Framework (2021-2025), is coordinating the efforts of the UNCT on gender equality, supports the Country on the normative commitments and is working in thematic areas of governance and national planning, ending violence against women and women, peace and security. In fulfilling its mandate, UN Women is cooperating with UN, the government the CSOs and other key partners to advocate for women’s empowerment and advancement of gender equality.

Since 2018, UN Women is implementing the project “Promoting Gender Responsive Policies and Budgets: Towards Transparent, Inclusive and Accountable Governance in the Republic of North Macedonia”, which is structured around two outcomes: 

  1. The Government’s public finance management and the strategic planning processes are improved to respond to the different needs of women and men as a result of effective application of gender responsive budgeting.  
  2. Civil society organizations, women, including the most vulnerable actively participate in planning and decision-making mechanisms, and their priorities are fully reflected in public policies and budgets.   

The project includes activities focused on enhancing the institutionalization of Gender Responsive Budgeting (GRB) at central level and local level as well as supporting CSOs to advocate and seek accountability for gender equality commitments.  

The UN Women Project Office in North Macedonia is seeking to hire a Communications and Knowledge Management Officer. Under the direct supervision of the Head of Office and overall direction and guidance by the GRB Programme Analyst the Communications Officer will lead the implementation of the Country Office communications and advocacy work and strategies, outreach and visibility efforts, in order to increase the standing and awareness of UN Women with partners, the media and the public as well as the successful organization of key strategic events in which UN Women is involved in. S/he will work in close collaboration with the programme staff, technical advisors, experts and project partners in the Office, and will collaborate closely with the regional and country offices to ensure communications strategies, media relations and organizational outreach efforts are aligned with corporate communications policies and initiatives. 

Deberes y responsabilidades

Summary of Key Functions:

  • Lead the formulation, design and implementation of the Communications and Advocacy Plans and Strategy;
  • Support Programme and Operations staff on Communications;
  • Coordinate the preparation of key global, regional and nations events, including commemoration of key days such as the International Women’s Day and the 16Days of activism against Gender Based Violence;
  • Lead the implementation of UN Women’s corporate and national campaigns
  • Liaise with the United Nations Communications Group (UNCG) and the UN Women Regional and Headquarters Communications Team to feed national initiatives into corporate communications initiatives and vice versa.

  • Produce photo documentation for all important office and project events and activities, and make use of them in relevant information

Strategic Communication

  • Elaboration of a communication strategy in accordance with UN Women Communications and Knowledge Management guidelines, and in line with office work plan and specific project objectives;
  • Suggest a media plan to ensure visibility of project specific and office strategic interventions;
  • Ensure strategic, innovative as well as regular media coverage of office and project related activities;
  • In collaboration with programme staff, prepare key advocacy messages in relevant programmatic areas;
  • Coordinate targeted dissemination of office publications and communication products, including UN Women and UN partners, donors, NGOs, academic institutions, private sector and other constituents;
  • Draft brochures, fact sheets, articles, success and human impact stories to inform media and general public.
  • Prepare communication and visibility materials under the Gender Responsive Budgeting Project;
  • Prepare communication and visibility materials for other projects and initiatives of the Office
  • Coordinate with communications and media specialists of other UN Women offices, part of the Regional GRB Programme and contribute to regional publications on GRB;

Media Relations

  • Ensure timely preparation of press releases and updates on different UN Women events/dates as per agreement with the HoO and respective project staff’
  • Ensure visibility of various interventions of the Office in coordination with the Head of Office
  • Media relations and production of information and communication materials
  • Systematically update UN Women North Macedonia Facebook page and provide regular updates for the UN Women Regional social media outlets;
  • Coordinate with the media specialist in other UN Women offices

Knowledge management and knowledge sharing

  • Support the development and management of knowledge products, research reports, policy analyses and information materials produced in the framework of the GRB project, in line with UN Women Knowledge Management Strategy and Donors’ Visibility guidelines;
  • Support the development and management of knowledge products, research reports, policy analyses and information materials produced by the Office
  • Conduct research to find relevant data and information needed to inspire and inform development of new knowledge products;
  • Maintain a photo library and information/communications data base;
  • Ensure that results-based programming approach is appropriately reflected in the communication strategy, work plan and knowledge products;
  • Provide support to resource mobilization and identify/summarize programme activities and results;
  • Prepare inventory of office knowledge products and ensure systematic dissemination and usage.

Coordination and administrative support

  • Represent UN Women in the UN Joint Communications Group and take part in joint UN communications and advocacy initiatives;
  • Extend support to promotional, knowledge sharing events or training workshops organized under the Office, Gender Responsive Budgeting project and other relevant initiatives;
  • Provide assistance for the organization of public events, conferences and advocacy initiatives of the Office;
  • Coordinate the activities related to the observation of IWD and marking of 16 Days of Activism to EVAW;
  • Oversee and manage institutional contracts and consultancy assignments related to media and communications;
  • Administrative support to the office team, including for initiatives such as press briefings, report launches, managing office media equipment/materials, minutes taking;
  • Review of translations, contacts with printing companies and other suppliers to ensure communications and advocacy materials production.
  • Contributes to corporate planning and reporting processes

**The implementation of the above-mentioned duties will include occasional travel within the country and abroad.

Habilidades y experiencia requeridas

Education and certification:

  • University Degree, in communications, journalism, human rights, gender/women’s studies, international development or a related field;
  • Masters’ degree would be consider an asset.

Experience:

  • A minimum of 4 years of relevant experience in communications, media relations or advocacy related work;
  • Demonstrated experience in the field of gender equality, human rights, social inclusion, non-discrimination; familiarity with gender responsive budgeting approaches is considered an asset;
  • Excellent writing skills in preparing briefs, reports, guidelines, articles or similar products for various audiences, both in Macedonian and English;
  • Experience in organizing and managing media and public events and campaigns;
  • Solid computer literacy, with proficiency in office software packages, experience in handling of web-based management and knowledge management systems. 
  • Minimum skills in photography, graphic design and photography desirable
  • Previous experience or familiarity with the UN system is considered an asset

Language Requirements:

Fluency in English and Macedonian is required.
