Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Gender-responsive green and blue economy are key areas of UN Women’s Strategic Plan 2022-2025 and UN Women’s Feminist Plan for Sustainability and Social Justice.

UN Women is building a database/roster of consultants/specialists in different areas of gender and the green and blue economy, to support the rolling out of programmes and policy analysis and advice in this area in the coming years.  This is a global search for expertise and specialists from all regions, with ability to speak any of the UN system languages are sought.

Duties and Responsibilities

In particular, the consultant is expected to perform the following functions: 

Technical assistance and advice in integrating gender in green economy transition national policies and strategies

  • Provide ongoing technical assistance and support to COs and governments related to the green economy transition, by conducting gender analysis of green economy transition policies, participating in missions/online events to discuss and disseminate results and recommendations, support countries in the design of policy dialogues and advocacy strategies, implement recommendations on green economy packages, and other technical support and advice as needed. Technical advice to be provided includes gender and green finance; green economy modelling; labour economics focused on green jobs; green entrepreneurship;
  • Identify innovative financing mechanisms for gender and the green economy;

Capacity building;

  • Design tools for integrating gender perspectives in green transition policies and strategic documents;
  • Implement on-the-job technical assistance to country offices and UN Women’s staff in engendering green transition policies and strategic documents and undertaking gender analysis in green economy policies
  • Design and deliver regional capacity building event for UN Women staff and Government counterparts on key economic reforms to integrate women’s needs in green transition policies and strategic documents and integrate gender in green transition policies using a holistic approach (peace and security, violence against women, migration, green transition);
  • Regional advocacy and policy dialogue
  • Design and implement regional advocacy strategy to influence agenda of key regional institutions (ECOWAS, ECCAS, AfDB, AU) to integrate gender in green economy transition packages

Analysis, research and knowledge management:

  • Conduct national situational diagnosis of the obstacles, opportunities for women's access to the green economy and identify the relevant national laws and policies to support women’s participation in the green economy;
  • Design knowledge exchanges between countries, taking advantage of national diagnostics on gender and the green economy;
  • Design knowledge exchanges and national dialogues with the private sector to connect women entrepreneurs to green supply chains, green jobs, green finance;
  • Develop knowledge products on instruments of innovative green financing towards bonds products and carbon credits, green purchases;

Required Skills and Experience

Education and certification: 

  • Master’s degree or equivalent in gender and economics, development economics, feminist economics, environmental economics, green economics or any other relevant field 

Experience:

  • At least 5 years of international and/or national experience in the areas of gender and green economy transition as per these ToRs
  • Proven experience in working with national/regional policymakers in integrating  gender in green economy transition policies and strategies
  • Proven experience with the use of gender quantitative and qualitative methods of the green economy
  • Previous professional experience in developing and emerging economies

Language Requirements:

  • Fluency in  at least one  UN official working language (Fluency in spoken and written English or French)
