Duties and Responsibilities

Scope of Works

 

The national consultant will provide technical support to

 

  • Review Thailand’s national adaptation plan, relevant reports and the project’s reports prepared under output 1.1, 1.2 and 2.1 that the Project manager will share to the consultant.
  • Review and define baseline, benchmark and data which will be identified/extracted from stocktaking reports developed under Activity 1.1.1. of output 1.1 and relevant documents/reports of sub-national level and line ministries to complement wider NAP M&E framework on the national level.
  • Develop indicators (gender-sensitive, if applicable) and system to monitor and evaluate the adaptation planning at sub-national level, focusing on selected relevant target sectors in marine and coastal zones related (e.g. fisheries, agriculture, and tourism) and draft monitoring system and list of indicators
  • Develop and test indicators and mechanisms to monitor and evaluate the adaptation planning at sub-national level with technical guidance of the international consultant.
  • Coordinate with the international consultant to organise stakeholder consultation meetings to discuss indicators and lesson learned
  • Assist the international consultant to facilitate integration of lessons from project implementation at sub-national level into revision and update of Thailand’s NAP (building on activity 1.1.3, 1.3.2)
  • Assist the international consultant to finalise document recommending indicators and prepare document of lesson learned from project implementation at sub-national level into revision and update of Thailand’s NAP.

 

Key duties and responsibilities include:

 

Task 1: Prepare an inception report and brief summary of intended approach for the assignment:

  • Review Thailand’s national adaptation plan, relevant reports and the project’s reports prepared under output 1.1, 1.2 and 2.1 that the Project manager will share to the consultant.
  • Review and define baseline, benchmark and data which will be identified/extracted from stocktaking reports developed under Activity 1.1.1. of output 1.1 and other relevant documents/reports to complement wider NAP M&E framework on the national level.
  • Review existing M&E framework and identify the most appropriate methodology/tool, in consultation with the Project Management Unit (PMU), UNDP and ONEP for technical guidance to monitor and evaluate the adaptation planning at sub-national level, focusing on selected relevant target sectors in marine and coastal zones along the Gulf of Thailand.
  • Synthesize findings from reports/documents reviewed to prepare a draft inception report aligning with the inception report of the international consultant, brief summary, and contents of the exercise including power point presentation in Thai and English languages; and
  • Closely work with the international consultant to develop and test indicators and mechanisms to monitor and evaluate the adaptation planning at sub-national level for climate change adaptation in marine and coastal areas.

Task 2: Develop indicators (gender-sensitive, if applicable) and system to monitor and evaluate the adaptation planning at sub-national level, focusing on selected relevant target sectors in marine and coastal zones related (e.g. fisheries, agriculture, and tourism) and draft monitoring system and list of indicators

  • Review the project’s reports prepared under output 1.1, 1.2 and 2.1 and draft sub-national adaptation matrix/plan that the Project manager will share to the consultant including reports of selected relevant target sectors in marine and coastal zones related (e.g. fisheries, agriculture, and tourism).
  • Share the findings from reviewed reports to the international consultant as input to develop indicators and monitoring and evaluation system.
  • Co-work with the international consultant to analyze reports and plan (objective, action plan, activities) and identify lists of indicators (parameters) from project reports and documents.
  • Assist the international consultant to develop indicators (single or compound indicators, gender-sensitive, if applicable) from the list of indicators (parameters) of selected sectors at sub-national level and cross check with data sources and availability and set up M&E system and measurement tools for M&E implementation.
  • Assist the international consultant to develop and test indicators and mechanisms to monitor and evaluate the adaptation planning at sub-national level.
  • Prepare draft monitoring system and indicators of the adaptation planning at sub-national level, focusing on selected relevant target sectors in marine and coastal zones related (e.g. fisheries, agriculture, and tourism) including resource requirements to implement M&E system.
  • Co-work with the international consultant to prepare final set of recommended indicators for consideration for developing NAP integration.
  • Consult with Project Management Unit (PMU), ONEP, and UNDP for technical guidance.

 

Task 3: Assist organising stakeholder consultation meetings to discuss on indicators and lesson learned and facilitate integration of lessons from project implementation at sub-national level into revision and update of Thailand’s NAP (building on activity 1.1.3, 1.3.2)

 

  • Co-work with the international consultant to prepare and design prospectus and agenda of the stakeholder consultations/workshop to discuss indicators and lesson learned.
  • Identify list of discussing points and prepare agenda of the discussing points.
  • Prepare the workshop’s materials (ppt, tools in Thai language) to present and facilitate the workshops.
  • Facilitate key sector stakeholders to critically thinking and participating in reviewing, discussing on indicators and lesson learned for project implementation at sub-national level into revision and update of Thailand’s NAP.
  • Capture and prepare lesson-learned of subnational adaptation planning to integrate into NAP revision.
  • Prepare and synthesize recommendations from the workshops Thai languages.
  • Prepare a presentation and policy brief and recommendations in a simplified manner and with an eye toward actionable decision making in Thai language.

Task 4: Participate in a meeting to facilitate presenting integration of lesson learned into NAP revision for validation and facilitate key sector stakeholders to critically thinking and participating in reviewing, discussing, and developing NAP revision

 

  • Prepare the presentation’ s materials (ppt, tools in Thai language) to present and facilitate the validation at a meeting.
  • Facilitate key sector stakeholders to critically thinking and participating in reviewing, discussing, and validating NAP revision.
  • Prepare the final NAP revision by synthesizing recommendations from the validation meeting in Thai languages.
  • Prepare a presentation and policy brief and recommendations in a simplified manner and with an eye toward actionable decision making in Thai language.

Task 5 Participate in stakeholder consultations to identify entry points to integrate the recommendations and best practices into the revision and update of Thailand’s NAP to enhance public and private (Act. 3.3.1)

 

  • Facilitate key sector stakeholders to critically thinking and participating in identifying entry points to integrate the recommendations and best practices into the revision and update of Thailand’s NAP to enhance public and private.

Required Skills and Experience

Qualifications: 

 

Education:

  • At least Bachelor degree  with 10 years of work experience or higher degreein social sciences (economics, sociology, psychology), natural sciences (agriculture, forestry, and fisheries), data sciences (statistics, survey methods), or evaluation or closely related field is required.

Experience:

  • At least 3 years relevant experience in evaluation or research at sub-national, national and international level.
  • At least 3 years of working experience in designing and conducting evaluations with proven knowledge of quantitative and qualitative evaluation methods, including impact evaluation or closely related field.
  • At least 2 years of working experience in demonstrated knowledge of tools and methods for M&E at project, national, regional, and international levels.
  • At least 2 years of working experience in demonstrated experience working well with key players and stakeholders in public-private partnership, the international development organization.

Language Requirements: 

  • Excellent oral and written communication skills in English.
