UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women work in Ukraine focuses on supporting the government and civil society in advancing gender equality and implementation of the national and international commitments on gender equality and women’s human rights, in particular in the context of the full-scale Russian military invasion to Ukraine. UN Women Ukraine implements interventions towards the realization of following strategic goals: elimination of violence against women and girls; implementation of women, peace and security agenda and gender responsive governance. UN Women works closely with the UN Country Team in integration of women’s rights and gender equality in all spheres of UN work. Under supervision and guidance of the UN Women Country Representative in Ukraine, the Operations Manager acts as an advisor to management, programme and operations teams on all aspects of operations. This includes strategic financial and human resources management, efficient procurement and logistical services, ICT and common services consistent with UN Women rules and regulations. The main role is to lead the operations, ensuring smooth functioning of the CO/programmes/ projects operations, consistent services delivery and constant evaluation and readjustment of the operations to take into account changes in the operating environment as and when needed. The Operations Manager leads and guides the Operations Team and fosters collaboration within the programme team and with other UN Agencies and a client-oriented approach. The Operations Manager works in close collaboration with programme and project teams in the CO, operations staff in other UN Agencies, UN Women HQ staff and Government officials to successfully deliver operations services.

Duties and Responsibilities |
|||||||||
1. Lead and guide the Operations Team in the provision of results-oriented support services.
2. Oversee quality assurance and compliance with corporate Operations guiding principles, rules, policies, and strategies
3. Oversee planning, expenditure tracking and audit of financial resources, including institutional and extra-budgetary income in accordance with UN Women rules and regulations
4. Provide Human Resource services, including recruitment, contract administration, staff development, etc. to the office
5. Provide efficient procurement and logistical services and supervision through the Procurement team
6. Oversee information and communication management
7. Participate in Common Services organization and management, establishment of partnerships with other UN Agencies
8. Act as Alternate Focal Point for security issues, and ensures security plans and related infrastructure is in place.
The key results have an impact on the overall economy, efficiency, and effectiveness of Office operations as it relates to the use of corporate resources in the following areas: Financial services; Human Resources; Procurement and logistical services; ICT; Common Services and the implementation of the UN agenda on common services and joint procurement; Security.
