I. BACKGROUND UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. In Indonesia, UN Women works with government, civil society organizations (CSOs), academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work, UN Women Indonesia focuses on (1) Ending violence against women (2) Promoting women’s human rights (3) Women’s economic empowerment (4) Women contribute to and have greater influence in building sustainable peace. Based on the latest result from the National Socio-Economic Survey (Susenas) conducted by the National’s Statistic Agency (Badan Pusat Statistik / BPS), in March 2022 as many as 68.82 million Indonesians were in the youth category. This figure accounts for 24% of the total population. With the fact that nearly a quarter of Indonesia's population are youth, we cannot dismiss today’s young men and young women as solely the beneficiaries of development. The force and inspirations of our youngest leaders represent one of the critical drivers for accelerating progress on sustainable development and gender equality. UN Women youth and gender equality strategy seeks to empower young women and young men as partners in achieving gender equality. To this end, UN Women is looking for a National Consultant that will ensure effective participation of UN Women National Youth Gender Activists and other youth groups in contributing to the design, formulation, implementation, and evaluation of UN Women’s programmes. The consultant will work in close collaboration with the programme and operations team, Government officials, and civil society.

II. SCOPE OF WORK, SPECIFIC TASKS AND RESPONSIBILITIES Under the overall guidance from the Programme Management Specialist/Head of Programmes and direct supervision of the Programme Analyst for Governance/Women, Peace and Security, the consultant will undertake the following tasks: Contribute technically to the development of programme strategies in the area of youth and advocacy:
Provide technical support to the implementation and management of the youth and advocacy area programme:
Provide technical inputs to the monitoring and reporting of the programmatic area:
Provide technical inputs to the management of people and finances of programmatic area:
Contribute to building partnerships and resource mobilization strategies:
Provide inputs to advocacy, knowledge building and communication efforts:
III. EXPECTED DELIVERABLES The consultant will work under the direct supervision of Programme Management Specialist/Head of Programmes, UN Women Indonesia to achieve the following deliverables:

Evaluation The evaluation will be based on the combination of the weighted technical and financial scores (80 per cent technical and 20 per cent financial).
