Background

I. BACKGROUND

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Indonesia, UN Women works with government, civil society organizations (CSOs), academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work, UN Women Indonesia focuses on (1) Ending violence against women (2) Promoting women’s human rights (3) Women’s economic empowerment (4) Women contribute to and have greater influence in building sustainable peace.

As the specialized UN Agency on gender equality and the empowerment of women, UN Women in Indonesia is also working alongside other UN Agencies to ensure that commitments on gender equality and gender mainstreaming are translated into UN works and programmes to achieve Sustainable Development Goals across the country. UN Women programmes in Indonesia are guided by the Strategy Note 2021-2024, that is aligned with UN Sustainable Development Cooperation Framework (UNSDCF) signed between the Minister of National Planning and UN system in the country. In addition to programmatic interventions, UN Women has a triple mandate of normative support, UN coordination, and operational activities.

Under the guidance of the Head of Programmes and direct supervision of the Programme Analyst for Governance/Women, Peace and Security,, the National Consultant to provide technical support in planning, developing, and implementing the Governance portfolio including gender-responsive governance, women’s leadership and political participation. S/he will provide support and contribute in providing capacity building to UN Women staff, country offices and partners as needed, including through knowledge generation and the establishment and strengthening of partnerships.  S/he will work in close collaboration with the broader programme and operations team, UN Women HQ, Government officials, Members of Parliament, multi and bi-lateral donors, ASEAN, other UN Agencies, and civil society, ensure successful UN Women programme implementation, including through joint programming.


Duties and Responsibilities

II. SCOPE OF WORK, SPECIFIC TASKS AND RESPONSIBILITIES

Under the overall guidance and supervision from the Programme Management Specialist/Head of Programmes, the consultant will undertake the following tasks:

  • Provide technical assistance in the development of the gender and governance programming, including in support of gender-responsive governance and gender mainstreaming within Indonesia as needed;
  • Work closely with UN Women Indonesia country office and provide support on contextualizing/localizing programme documents, country strategies, and knowledge products on gender and governance, including those aligned to Global Flagship Initiatives;
  • Provide support for national activities and strategies addressing gender and governance, and their incorporation into CO Strategies and annual work plan;
  • Contribute in creating linkages with existing regional and national gender and governance programmes/projects, including support collaboration with other thematic areas such as those related to climate change and disaster risk reduction; violence against women/trafficking; and women, peace and security.
  • Provide technical support to effectively implement programming on gender and governance.
  • Contribute in monitoring and reporting for the Gender and Governance portfolio
  • Provide support in the implementation of the gender and governance programmes.
  • Contribute in building strategic partnerships and contribute to the implementation of resource mobilization strategies.
  • Provide support in knowledge building and sharing efforts on the gender and governance programming in Indonesia.

Required Skills and Experience

V. REQUIREMENTS AND QUALIFICATIONS

  • At least a Master’s degree or equivalent in human rights, law, public administration, political science, economics, social sciences, international development, or a related field.
  • Minimum 7 years’ progressively responsible experience at the national and international level in design, planning, implementation, monitoring and evaluation of development programmes;
  • Technical experience in gender mainstreaming and governance, preferably with field experience in managing and/or overseeing programmes in this area;
  • Experience in leading/managing a team;
  • Experience and/or knowledge of the Asia-Pacific region is a very strong asset;
  • Experience coordinating and liaising with government agencies and/or donors, in particular ASEAN, is a significant advantage;
  • Proven experience in integrating gender equality concepts into regional/global frameworks;
  • Excellent proven communications and negotiation skills;
  • Experience working in the UN System is an asset.
  • Fluency in English is required;
  • Knowledge of other UN official working languages is an asset.

Evaluation

The evaluation will be based on the combination of the weighted technical and financial scores (80 per cent technical and 20 per cent financial). The technical evaluation includes the knowledge/experience in gender equality and women’s empowerment, experience working in international organizations/development sector. Evaluation methods include desk review and/or interview.
