Background |

United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors. UN Women Georgia is implementing the second phase of the Women’s Economic Empowerment in the South Caucasus (WEESC) Project with funding from the Swiss Agency for Development and Cooperation (SDC) and Austrian Development Cooperation (ADC). The overarching goal/impact of the project is to ensure that women, particularly the poor and socially excluded, in Armenia, Azerbaijan, and Georgia are economically empowered and participate in relevant decision-making. Output 2 and Output 3 of the WEESC Project focus on legislative and policy frameworks and the gender-responsive programs, public services, strategies, and plans delivered by the government and public institutions to support women’s economic empowerment in Georgia and Armenia. To create a more supportive environment for women’s participation in the formal labour market, UN Women is supporting the Statistical Committee of Armenia (ARMSTAT) in the area of gender statistics. In 2021, UN Women supported ARMSTAT in conducting the Armenia Pilot Time Use Survey (APTUS) within WEESC Phase I. In Phase II, UN Women proposes to renew its partnership with ARMSTAT to conduct a national Time Use Survey (TUS). In order to support the delivery of the TUS, UN Women plans to hire a national consultant who will be based at ARMSTAT to provide management support to achieve the following objectives:

Evaluation Procedure: The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation. The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:
The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation. Technical evaluation criteria (including minimum qualifications):
Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals. Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150 S – score received on financial evaluation; Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F – financial offer under consideration. The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring). Management arrangements: The contractor will report to and work under direct supervision of UN Women Europe and Central Asia Regional Office (ECARO) Regional Gender Statistics Specialist and day to day management of UN Women WEESC Project Analyst based in Yerevan. Financial arrangements: Payment will be disbursed upon submission of monthly reports of deliverables according to the Detailed Implementation Plan followed by a written confirmation to Programme Specialist that the services have been satisfactorily and timely performed as specified below:
