Background UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. In Indonesia, UN Women works with the government, civil society organizations, academia, the media, and the public, and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work, UN Women Indonesia focuses on (1) Ending violence against women (2) Promoting women’s human rights (3) Women’s economic empowerment (4) Women contributing to and greater influence in building sustainable peace Under the Ending Violence against Women (EVAW) portfolio, UN Women works for the enhancement of coordinated quality services for women survivors and the prevention of VAW through information sharing and awareness-raising activities. UN Women has been running three main programs to address VAW, particularly among vulnerable groups, including Women Migrant Workers (WMW) and Women Living with HIV (WLHIV). In order to reduce the vulnerability of women migrant workers to violence against women and trafficking, UN Women is implementing the Safe and Fair (SAF) Program, part of the multi-year EU-UN Spotlight Initiative to Eliminate Violence Against Women and Girls. SAF Program delivers technical assistance and support with the overall objective of making labour migration safe and fair for all women in the ASEAN region. It is implemented in partnership with ILO and engages with government and non-government organizations; employers and recruitment agencies; civil society organizations; community-based organizations; families and communities. Through Migration MPTF (MMPTF) Program, UN Women also promotes the implementation of the Global Compact for Safe, Orderly, and Regular Migration (GCM). This is a joint program with IOM and UNDP to enhance migration governance in Indonesia by supporting the Government of Indonesia’s capacities in evidence-based migration management, with the appropriate gender responsiveness, at the national and sub-national levels as well as to support improved cooperation at the global level. Under this program, UN Women ensures the implementation of GCM is gender responsive and based on human rights principles. In addition, to address VAW in the context of HIV/AIDS programming, UN Women also works for the prevention and response of VAW among women living with HIV/AIDS. Under UNAIDS Unified Budget, Accountability and Result Framework (UBRAF), in 2021, UN Women has been engaging various key stakeholders to bridge VAW and HIV services, so women living with HIV who experience VAW have increased access to coordinated quality services, including continuing their HIV treatment. Under the direct supervision of the EVAW Program Associate, the consultant will provide programme, financial, administrative, and operational support to EVAW team. She/he will support the performing of a variety of standard administrative processes ensuring high quality and accuracy of work. She/he will work closely with Programme Associates, and other project staff, including the Operations team to ensure consistent service delivery.

Duties and Responsibilities 1. Provide budgetary planning, monitoring, and financial administration support • Support Programme Associate in preparing materials, estimates, and other documents to support budget review, planning, and preparation • Support identification, recording, and verification of financial transactions in compliance with IPSAS as outlined in the corporate policies and procedures • Support Programme Associate to provide continuous analysis and monitoring of the financial situation of the Program Unit, and presentation of forecasts for the EVAW-related projects in close collaboration with the Program team. 2. Provide programme and administrative support • Provide direct administrative support to the EVAW unit, including calendar management, scheduling meetings, tracking deliverables and due dates, and monitoring follow-up of action items from relevant meetings. • Provide programme and administrative support to the EVAW Unit Team, including providing inputs in the preparation of programme work plans, budgets, and assistance with the monitoring and measurement of project progress and preparing project reports as required. • Provide administrative support for the preparation and management of partner agreements, in liaison with other colleagues in the office, including the finalization of FACE forms. • Support processing of payments. 3. Provide operational and logistical support • Provide administrative support related to hiring consultants and Procurement-related matters in close collaboration with the Program Associate. • In cooperation with the Program Associate and Operations team, assist in the proper management of UN Women’s assets, facilities, and logistical services • Prepare all travel and logistics preparations for training, meetings, and appointments • Perform all Procurement required functions • Perform arrangement and approval of travels in UNall/Quantum, ensuring appropriate entitlement calculation and other requirements are fulfilled • Process F-10s for the liquidation of travels and approve as the 1st-level approver in Quantum.

Required Qualifications
Duration of Assignment and Duty Station The period of this consultancy is from 17 April – 31 December 2023. The consultant works at the UN Women Indonesia Office as required. The consultant might be requested to travel on a mission for which travel costs and Daily Subsistence Allowance (DSA) will be provided. Travel Authorization will be granted to the consultant prior to the travel date. . Evaluation of Applications Applications will be evaluated based on a cumulative analysis, as follows.
Technical qualification evaluation criteria: The total number of points allocated for the technical qualification component is 100. The technical qualification of the individuals is evaluated based on the qualification stated above.
