Background

The purpose of this consultancy is to support the Ending Violence against Women (EVAW) unit in the UN Women Regional Office for Asia and Pacific by providing support on programme coordination, monitoring, reporting and evaluation of the programme “Safe and Fair: Realizing women migrant workers’ rights and opportunities in the ASEAN region”, under the EU-UN Spotlight Initiative to eliminate violence against women and girls. The consultant will support visibility for the achievements of the programme and issues of EVAW in UN Women communications, drawing upon programme knowledge and through connecting offices.

Safe and Fair: Realizing women migrant workers’ rights and opportunities in the ASEAN region

Safe and Fair: Realizing women migrant workers’ rights and opportunities in the Association of Southeast Asian Nations (ASEAN) region is part of the Spotlight Initiative to eliminate violence against women and girls, a global, multi-year initiative between the European Union (EU) and the United Nations (UN). Safe and Fair is implemented through a partnership between the ILO and UN Women (in collaboration with UNODC) with the overriding objective of ensuring that labour migration is safe and fair for all women in the ASEAN region.

Safe and Fair works in close cooperation with governments and social partners to achieve three inter-linking specific objectives: (1) Women migrant workers are better protected by gender- sensitive labour migration governance frameworks; (2) Women migrant workers are less vulnerable to violence and trafficking and benefit from coordinated responsive quality services; and (3) Data, knowledge and attitudes on the rights and contributions of women migrant workers are improved. The programme strategy mainstreams three cross-cutting topics: women’s voice and agency; rights-based approach; and broad engagement of stakeholders.

 

 

 

 

 

 

Duties and Responsibilities

Scope of work: Ensure quality reporting on the progress and results of the Safe and Fair Programme and the entire EVAW unit, provide support to the regional programme implementation and contribute to the communications initiatives on EVAW

Programme Coordination

  • Contribute to implementation of Safe and Fair programme and gather inputs and coordinate with country offices for the preparation of workplans, progress reports etc.
  • Conduct regular analysis of programme activities to inform programming
  • Coordinate and document programme coordination meetings
  • Coordinate relationships with implementing partners to support the implementation, identify issues and suggest solutions including capacity building needs for staff and partners.
  • Track and coordinate submission of implementing partner financial and narrative reports and provide technical inputs for revision/clearance.
  • Maintain records of all Safe and Fair files and related documents on Shared Drive.

Monitoring and Reporting

  • Support the development and monitoring of  annual work plans  for the regional component of the programme
  • Engage with programme countries to collect the Safe and Fair Programme monitoring data, twice a year
  • Organize capacity building sessions on result-oriented reporting to Safe and Fair national staff
  • Provide technical support to Safe and Fair Programme Country Offices to ensure the quality of the programme reporting;
  • Analyze the monitoring data collected from Safe and Fair Programme Country Offices and use them for reporting;
  • Ensure adequate documentation of results, lessons learned and promising practices from the programme
  • Draft monthly, quarterly and annual reports on EVAW ROAP initiatives and SAF initiatives to contribute to the UN Women internal systems, the Safe and Fair Programme and the global Spotlight Initiative reporting mechanisms
  • Coordinate with the Safe and Fair M&E and Research Technical Officer and the Safe and Fair Communication officer on data collection and reporting of the programme
  • Support in coordinating and enduring adequate documentation and analysis for endline survey and final evaluation of the programme

Programme communication and visibility

  • Contribute to the drafting of briefs, publications, presentations, talking points, minutes and other materials on the Safe and Fair Programme,
  • Liaise with the relevant communications company on the designing, implementation, production and organization of programme events and organizing outreach initiatives throughout the year,  including for the 16 Days of Activism against Gender-based Violence campaign
  • Contribute to producing publications, presentations and other creative communication materials to increase the visibility of the programme and feature EVAW issues strategically in UN Women and media communications
  • Draft stories and creative communications to capture the impact of the EVAW issues, including the Safe and Fair programme
  • Liaise with Spotlight focal points in Asia and Pacific and support the identification of lessons learnt, achievements and experiences to be shared across the different programmes
  • Coordinate with focal points of UNiTE, the GBV Action Coalition, Spotlight, the Generation Equality Forums and ROAP communications team to increase the visibility of Safe and Fair by drafting and supporting the development of creative communications materials for internal and external audiences.

  • Master’s degree in the field of international development, gender studies, social science, public policy, or other related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • At least 2 years of relevant experience at the national and international levels in programme coordination and monitoring and evaluation of programmes, with focus on promotion of gender equality and ending violence against women. Work experience in ASEAN region is an advantage.
  • Experience in coordination with international organizations and other stakeholders is required; preferably in ASEAN region.
  • Experience in regional programme coordination is an asset;
  • Experience in data compilation, analysis and preparing high quality reports is required.
  • Previous experience of working in the UN system is an asset.

Applications will be evaluated based on the cumulative analysis.

A two-stage procedure is utilised in evaluating the applications, with evaluation of

the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
