Background

As part of its wider engagement with the United Nations, the Global Fund to Fight AIDS, Tuberculosis and Malaria (GF) has partnered with UNDP since 2003 to ensure that grants are implemented, and services are delivered in countries facing complex challenges. The partnership focuses on three closely linked areas of work: implementation support, capacity development, and policy engagement. UNDP’s partnership with the Global Fund and other health partners (e.g., GAVI) is overseen by the Global Fund Health Implementation Support Team, HIV, Health and Development Group, Bureau of Policy and Programme Support (GF/HIST).

 

The Global Fund successfully conducted their replenishment for the new allocation cycle 2021-2023 and achieved the targeted amount.  The Fund has communicated to all countries the preparation process for the new funding requests with a detailed planning throughout 2022 and 2023. HIV, Tuberculosis and Malaria allocation for Djibouti for 2024-2026 amounts to USD11,460,384.

 

Although the fight against priority diseases is done in a compartmentalized way, it is more than crucial to decompartmentalize the fight against diseases by creating resilient and sustainable systems for health (RSSH) that place, not diseases, but people and communities at the center of the health system, with a view to achieving universal health coverage. UNDP/ Djibouti is contributing to the necessary support that the national stakeholders will need to tackle the preparation process of the new grants. UNDP is seeking to recruit an international consultant specialized in Global Fund proposal development to develop the funding requests for the RSSH component.

Objective of the assignment:

This transversal component brings together the following different areas:

  • Planning, direction and governance of the health sector
  • Health financing and financial management systems
  • Community systems and responses
  • Monitoring and evaluation systems
  • Human resources for health and quality of care
  • Health product management systems
  • Strengthening laboratory systems
  • Oxygen therapy and respiratory care systems
  • Other cross-cutting considerations: private sector involvement

 

Tasks under the Consultancy:

The Consultant will be expected to carry out the following tasks to meet the above-mentioned objectives:

 

  • Establish an integrated, person-centered service to meet multiple health needs.
  • Strengthen community systems and community-led programs and help integrate them into health systems.
  • Strengthen the creation and use of health data at all levels so that countries and communities can make decisions based on the latest evidence.
  • Strengthen the supply chain to ensure that medicines, laboratory services and health products are available when and where they are needed.
  • Mobilize more multisectoral opportunities to improve the scope, quality and affordability of services wherever patients need them.
  • Strengthen partnerships between different sectors so that programs and services are sustainable and can reach more people.

The consultant will propose a detailed methodology to be applied which will then be discussed and validated. However, the following steps should be taken into account, namely:

  • Implementation of a roadmap for the RSSH
  • Documentary review
  • Data collection
  • Processing, analysis and interpretation of the data collected
  • Production and presentation to the technical committee of the methodological plan
  • The development and validation of the RSSH component of the NFM4
  • Budgeting of the RSSH component of the NFM4

 

Specific Deliverables and Activities:

Under the coordination of UNDP, CCM, the consultant will have to carry out as main deliverables:

The recruited consultant will provide the following deliverables:

  1. An integrated system put in place;
  2. An integrated community system is set up;
  3. The information system is strengthened for decision-making;
  4. No termination or expiry

A detailed methodological note of the study, the planning and timetable of the study, a financial offer, a draft of the request for financing and the final report.

 

Reporting:

The Consultant shall report to the Global Fund Technical Advisor at UNDP/Djibouti.

In the case of unforeseen travel, payment of travel costs including tickets, and living expenses will be covered by UNDP.

 

  •  

The assignment will be conducted over a period from 21 april 2023 to 05 june 2023, allocated as follows:

  • Summary of the inventory Preparation of the report (Review of the documentation, design of the methodology):
  • Elaboration of the Draft of the request for financing the RSSH component
  • Feedback from stakeholders reviewed with the committee for validation.
  • Finalization of the drafting of the RSSH section of the funding request submitted and validated by the technical committee.

 

The assignment will be based in Djibouti.

Payment

Payment to the individual contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.

Competencies

  •  

Functional competencies:

  • Have international experience in writing FM grants more particularly on the RSSH component;
  • Expert knowledge of data analysis software (SPSS or STAT or SAS, other)
  • Good understanding of the theme
  • Good knowledge of hospital environments
  • Analytical and synthesis skills, and communication skills, particularly with various actors
  • Have a good knowledge of field work;
  • Justify at least 5 years of experience in the field
  • Ability to work in a multicultural environment
  • Experience of gender mainstreaming actions in previous missions and/or projects

Required Skills and Experience

Education:

This assignment will require a senior expert with extensive broad-based experience of working in the public health, epidemiology, medicine or statistics.

 

  • Master’s degree in Public Health or any relevant field.

 

Years of Experience:

  • Minimum seven (5) years of experience in public health, epidemiology, medicine or statistics at the national and international levels.

 

 

Language Requirement:

Fluency in both French and English is required.
