Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Burundi's Strategic Note 2019-2023 aligns with UN Women's Global Strategic Plan 2018-2021, the National Development Plan 2018-2027, the National Gender Policy (NGP) and UNSC Resolution 1325 action plans for 2017-2021, UNDAF (2019-2023) and the United Nations Resilience Framework. It captures the triple mandate of UN WOMEN (Normative, Coordination and Programmatic) aimed at supporting government and partners to achieve lasting results for Gender Equality and the Empowerment of Women, building on its comparative advantages.

The strategic note prioritizes three outcomes: i) An environment for the implementation of WPS commitment is enabled in Burundi through the participation and influence of key governmental and non-governmental stakeholders’t; ii Women, including those in refugees/ IDPS camps and other vulnerable situations, experience enhanced safety, security, physical and mental health, and their human rights respected in conformity with ratified regional and international instruments’; iii) Women and girls participate in and benefit from socio-economic recovery opportunities in the context of peace and resilience-building’.

Hence, UN Women Burundi is structured in three main components: (1) Women Leadership & Participation -Peace and Security (WPS); (2) End of Violence Against Women and Girls/Human Rights and (3) Women Economic Empowerment (WEE).

Reporting to the Country Representative, the Planning and Coordination Anlyst will provide support to the Country Representative in strategic programme planning, inter-agency coordination, resource mobilization and partnership building, as well as advocacy and communication.

Duties and Responsibilities

1. Provide support to the Country Representative in strategic planning for the Burundi Country Office

  • Provide substantive inputs on the formulation of concept notes for UN Women's intervention areas; as well as the office’s strategic note;
  • Provide inputs to the development of country programming processes and products, including the including the annual workplan, strategic note, and programme/ project documents, the preparation of United Nations Development Assistance Framework (UNDAF) and other UN system joint programming documents;
  • Follow up on required actions and/or outstanding issues and report on outcome/ result. Alert the Country Representative of Burundi Country Office on critical issues to be addressed.

2. Provide technical support to the Country Representative and Country Office on inter-agency coordination

  • Provide technical support to joint inter-agency UN planning processes and similar exercises;
  • Prepare briefing materials for the Country Office on issues to be discussed in the UN and other events and meetings;
  • Prepare background materials and analysis for the Resident Coordinator (RC) and the UN Country Team (UNCT) on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT;
  • Provide technical support to UNCT in monitoring and reporting and prepare analytical and regular progress reports on UN Women’s programme experiences, as necessary

3. Provide technical support to the development of strategic partnerships and resource mobilization efforts

  • Provide support in managing activities and other promotional events to engage bilateral and multilateral institutions/ donors, private sector and civil society to expand and/or sustain interest and resources for UN Women programmes and joint UN system programmes;
  • Prepare background documents and analysis for the Country Representative to forge and implement strategic partnerships to increase outreach on UN Women’s work in country;
  • Provide support to development partners and national counterparts on implementation of key UN frameworks and conventions on gender equality;
  • Provide network and capacity development to partner Civil Society Organizations and other stakeholders, as necessary.

4. Provide advocacy and communication support to the Burundi Country Office

  • Update the Burundi Country Office Annual Communication Strategy, develop content and ensure proper management/ monitoring of the Country Office website and social media channels;
  • Coordinate and implement advocacy campaigns on issues related to Gender Equality and Women’s Empowerment (GEWE), with a specific focus on International Women’s Day, the HeForShe Campaign and the 16 Days of Activism Against Gender Based Violence;
  • Participate in and contribute to policy dialogues around gender equality and the empowerment of women, as necessary.

5. Facilitate knowledge building and sharing

  • Provide support to the development and dissemination of good practices and lessons learned; ensure incorporation into programme planning;
  • Contribute to capacity building exercises, as necessary.

Required Skills and Experience

1. Education and certification

  • Master's degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

2. Experience

  • At least 3 years of progressively responsible experience working with inter-agency coordination and strategic programme planning processes; 
  • Experience in the development, planning, implementation, monitoring and reporting of programmes;
  • Experience working in gender equality and women’s rights at the national and international level ;
  • Experience working with the UN system, Agencies, Funds or Programs is an asset.

3. Language Requirements

  • Fluency in French and Working knowledge of English is required.
  • Very good Knowledge of Kirundi is required
