Antecedentes

BACKGROUND

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Indonesia, UN Women works with the government, civil society organizations, academia, the media, and the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work, UN Women Indonesia focuses on (1) ending violence against women (2) promoting women’s human rights (3) women’s economic empowerment (4) women contribute to and have greater influence in building sustainable peace.

To support the effective implementation of the communication plans and activities, UN Women Indonesia Office is developing various communications materials to enhance the visibility, advocacy, and partnership to promote positive messages on gender equality, women’s empowerment, and Women, Peace and Security agenda. Additionally, under UN Women Indonesia’s ASEAN liaison function and the Indonesia-level activities under the regional project ‘Empowering Women for Sustainable Peace’, a series of targeted communication materials are expected to be developed to promote the Women, Peace and Security agenda in the ASEAN region, especially in the context of Indonesia’s ASEAN Chairmanship in 2023.

In view of responding to the communication needs of the office for the above-mentioned purposes, UN Women Indonesia Office seeks to hire a communications consultant to provide timely and quality services.

DUTIES AND RESPONSIBILITIES

The consultant will work under the supervision of the Governance, Women, Peace and Security Programme Analyst of UN Women Indonesia and the Programme Coordination Specialist ASEAN WPS, and in close coordination with the Communication Officer.

 

Objective and Scope of the Assignment

The communications consultant will be responsible for producing communications and advocacy materials and providing relevant communications support as needed to enhance visibility and understanding of UN Women activities in Indonesia as well as increase the efficiency of its programmatic activities and specific campaigns and events.

  • Draft and/or compile information and communication content for websites, media, and social media such as human-interest stories, press releases, media kit, and social media content in both English and Bahasa Indonesia;
  • Provide communications support in person at relevant events and activities in Indonesia including photo taking, drafting stories and social media content and other relevant tasks;
  • Join monitoring missions and field trips to document photos, conduct interviews, and produce articles / human-interest stories about local partners;
  • Work in close collaboration with UN Women Indonesia team to ensure full compliance with programmatic priorities.

 

DURATION OF ASSIGNMENT AND DUTY STATION

The time required for the consultancy is estimated at a maximum of 100 working days within the period indicated above. The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee.

UN Women will not be committed to purchasing any minimum quantity of the Services, and purchases will be made only if there is an actual requirement upon the issuance of a Purchase Order based on this retainer contract.  UN Women shall not be liable for any cost in the event that no purchases are made under this retainer contract.

The expected number of workdays for each deliverable will be discussed between the consultant and UN Women on a case-by-case basis. Payment will be made upon satisfactory completion of a deliverable or as agreed between the consultant and UN Women.

Upon receipt of the deliverables and prior to the payment, the deliverables and related reports and documents will be reviewed and approved by UN Women. The period of review is one week after receipt. All the deliverables, including annexes, notes, communication content, press releases and reports should be submitted in writing in English or in Bahasa Indonesia if requested.

 

INPUTS

  • UN Women will provide the Consultant with background materials relevant to the assignment.
  •  The communications consultant will be required to have her/his own technical and software-based equipment to deliver the services specified in this ToR.
  • UN Women will directly cover travel costs as per UN Women’s rules and regulations.

QUALIFICATIONS

Education:

  • Master’s degree (or equivalent) in communications, public relations, journalism or relevant field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 2 years of experience in formulation and implementation of internal and external communications strategies.
  • Experience in social media engagement and the use of social media and digital communications, or related field;
  • Proven experience in producing communications materials on gender equality, human rights, or peace and security;
  • Previous working experience with the UN and/or other international organisations would be an asset.

Language and Other Requirements:

  • Proficiency in oral and written English and Bahasa.
  • Computer literacy and ability to effectively use office technology equipment, Internet and email.

  5. Financial proposal. The financial proposal shall specify a daily rate (inclusive of any costs such as communication, administrative costs,etc).

All applications must include a financial proposal. Applications without financial proposals will be treated as incomplete and will not be considered for further processing.

 

EVALUATION

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]


A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who meet the minimum requirements will be longlisted, and additional documentation may be requested. Candidates with a minimum of 70% of total points will be considered technically qualified candidates and will be shortlisted for an interview.

 

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allotted for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technically qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
