Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Strategy, Planning, Resources and Effectiveness Division (SPRED) of UN Women was established in late 2019 as a part of the change management process in UN Women HQ. The division is to integrate corporate strategy, resources and performance measurement to improve decision-making in order to manage for results while increasing transparency and accountability to its Governing Bodies and Stakeholders. Specifically, the Division will formulate corporate strategies aligned to the corporate objectives, ensure internal controls and risk management are fully in place, and that resources from all sources to budget plans and the organization priorities.  Additionally, the Division will monitor and report on corporate programmes and budget implementation to ensure coherent achievement of results in keeping with the Corporate Strategic Plan and Strategic Framework. The decisions will ensure coherent and integrated strategic analysis, planning and budgeting across UN Women while providing advice to senior management and governing bodies as necessary. The Strategy, Planning, Resources and Effectiveness Division will help strengthen UN Women, improve services to the field by defining a clear set of priorities with aligned resources, ownership, accountability and oversight. It will also provide arm’s length analysis of the performance of the organization.

The Strategic Planning Unit (SPU) in SPRED focuses on assisting UN Women and partners to achieve higher quality development results through an integrated approach that links strategic planning and Results-Based Management (RBM) with more effective and new ways of working.  The SPU is the custodian of RBM as well as field and HQ level strategic planning and results-based reporting in UN Women. The SPU provides quality assurance on strategic planning and results reporting exercises at the corporate and field levels. It takes a collaborative approach to strategic planning and programmatic learning, creating space for innovation and enabling UN Women and its partners to be more effective, knowledge and data-driven, and driving higher quality UN Women programming.  It is also charged with engagement on all planning inter-agency initiatives. SPU is also the leading unit as business owner for UN Women results management systems to support strategic planning and results-based monitoring and reporting processes as well as data aggregation and analysis to communicate on results with stakeholders. SPU also drives the transparency efforts in UN Women through the activie engagement with the International Aid Transparency Initiative (IATI) and by currently developing and managing UN Women’s own Transparency Portal.

Under the direct supervision of the Programme Specialist - Results Management with the overall guidance of the Chief in SPU, the Programme Analyst – Business Support will assist and support SPU’s work to ensure that IT systems of UN Women are fit for purpose to support the corporate strategic planning, results-based monitoring and reporting and communication on results at the field and HQ levels. The Programme Analyst will provide substantive support to UN Women personnel at the field and HQ levels on the use of relevant IT systems and provide technical support to transparency efforts within UN Women under the framework of IATI, including development and management of UN Women Transparency Portal.

Duties and Responsibilities

1. Provide technical support and guidance to the field offices and HQ units of UN Women to ensure timely and effective use of UN Women IT systems for strategic planning, monitoring and reporting processes

  • Provide technical support and guidance to offices during the corporate planning, monitoring and reporting phases associated with Strategic Plan, Strategic Notes and work plans on how to use any applicable systems.
  • Provide substantive support to end-users to ensure the effective use of IT results management systems of UN Women, such as through organizing webinars and in-person training, answering questions and preparing user guides.
  • Report technical/system issues to IST of UN Women, and monitor the status of these issues.
  • Provide administrative and coordination support to SPU in managing and assigning approval roles in IT systems of UN Women related to strategic planning, results-based monitoring and reporting, including playing super admin role in the current Results Management System (RMS) of UN Women at HQ level.
  • Organize TOT and working sessions to ensure that RMS/system focal points in UN Women Regional Offices have the necessary capacity to support colleagues in Country Offices.
  • Coordinate and communicate with RMS/system focal points in UN Women Regional Offices on a regular basis, including regular email update and organizing quarterly meetings with RMS/system focal points from all Regional Offices to faciliate cross-regional exchange and collaboration
  • Update and manage the RMS and system-related pages and reousrces under the SPU page of UN Women Intranet and provide inputs to RBM newsletters

2. Provide technical support to transparency efforts within UN Women under the framework of International Aid Transparency Initiative (IATI)

  • Assist in the collation and compilation of results and financial data for the International Aid Transparency Initiative (IATI) by undertaking a variety of programme and budget data cleansing and organizations tasks. Facilitates the Unit’s generation and publication of XML datasets to IATI’s registry and maintenance of communication with the public through UN Women transparency portal.
  • Ensure compliance and timely publication of IATI data to IATI registry.
  • Identifying and use channels and resources that ensure proactive, continuous communication, effective engagement and feedback management related to IATI data and publication.
  • Undertake preparatory and coordination work for key IATI workshops for the field to create awareness of IATI and provide support to IATI task group.
  • Support the development, management and communication of UN Women Transparency Portal.
  • Provide technical inputs and coordination support to IATI Task Force of UN Women.

3. Provide technical support on corporate system work related to strategic planning, results-based monitoring and reporting and communication on results in collaboration with HQ units and field offices of UN Women as well as key partners

  • Coordinate and support IT systems and processes that support SPRED/SPU’s work on strategic planning, results-based monitoring and reporting and communication.
  • Consult with UN Women personnel at HQ and field levels as well as key UN/non-UN partners to define business needs for IT systems for strategic planning, monitoring, reporting and communication on results, ensuring that demands, issues and challenges faced by end users are properly communicated and addressed
  • Draft specification of business cases and functional requirements for development of new and/or enhancement of existing IT systems based on key recommendations generated from consultation with end users, key partners and stakeholders
  • Systematically document any changes and requests that are not captured in the requirements document
  • Conduct User Acceptance Testing (UAT) in collaboration with a group of end users at HQ and field levels
  • Provide timely inputs, analysis and recommendations relate to SPRED/SPU’s representation in IT-related governance processes and mechanisms by
  • Ensure solid change management processes are in place for the roll-out of new or changed IT systems under the scope of SPRED/SPU work.
  • Collect and analyze feedback from users at HQ and field offices to assess the quality, relevance and usefulness of the IT systems that fall under the scope of SPRED/SPU work
  • Capture bugs and any technical issues in the issue tracker and follow up with the developers.

4. Provide technical support to the  integration of system uses in UN Women business processes and procedures in the areas of strategic planning, monitoring and reporting and support the representation of SPRED/SPU in system-related meetings

  • Provide inputs that ensure that results managements systems of UN Women are aligned with and support programming-related and operational policies, procedures, guidance and tools of UN Women under PPG framework
  • Provide technical inputs to the development and revision of policies, procedures, guidance and tools that SPRED/SPU leads to ensure the appropriate reference of results management systems of UN Women
  • Participate in system-related technical meetings to reprent SPRED/SPU, including ICT Cooridnation Group meetings
  • Draft background documents, talking points and presentations to support system-related meetings at the senior management and inter-agency levels

5. Provide technical input to the analysis of data from Strategic Plan, Strategic Notes, work plans and Annual Reports from the field and HQ units to support appraisal and approval processes and overall knowledge management

  • Review data in systems associated with planning, monitoring and reporting documents to assess the overall quality and compliance to corporate requirements to support appraisal and approval processes  as needed
  • Prepare analysis of performance and progress of field offices and HQ units against agreed on results and indicators
  • Collect, aggregate and analyze data and draft recommendations for the overall programme and project quality improvement, especially form the field;

6. Provide other support as requested by the supervisors

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) in development related disciplines, statistics, economics, information system, computer science, ICT, or public policy or other social science fields.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 2 years of experience working with web-based results tracking systems, online platform for project/programme management, or other types of online systems in the context of international development work at country, regional or HQ levels.
  • Experience in programming and programme/project management is required.
  • Experience in working with development institutions (e.g. UN agencies, multilateral/bilateral development institutions, etc.) is an asset
  • Experience in analyzing and summarizing quantitative and/or qualitative results data is an asset.
  • Experience in conducting consultations with end-users and/or key stakeholders for development and/or enhancement of IT systems would be an asset.
  • Experience in providing help desk support, including conducting training and preparing user guides, for end users of IT system is an asset.
  • Experience in specification of business cases and functional requirements for IT system is an asset. 

Language Requirements:

Fluency in English, both oral and written, is required; 

Proficiency in other UN languages is an advantage.
