The objective of this project is to accelerate implementation of energy efficiency measures in public buildings in Ukraine through the Energy Service Company (ESCO) modality, utilizing Energy Performance Contracts (EPC), by leveraging over significant private sector investment over its five-year implementation period as well as by introducing a single nationwide energy management information systems (EMIS) for Ukraine.
The project has four main outcomes as follows which are as follows:
Component 1: To formulate and introduce a streamlined and comprehensive legal and regulatory framework to promote energy efficiency in public buildings through strengthening of monitoring and enforcement mechanisms.
Component 2: To promote private investment in energy efficiency in public buildings through appropriate catalytic financial incentives, including the establishment of a Financial Support Mechanism (FSM).
Component 3: To implement at least 10 pilot projects in selected public buildings to demonstrate the energy and cost-saving potential of energy efficiency measures.
Component 4: To establish an institutional basis and comprehensive nation-wide Energy Management and Information System to support energy efficiency in public buildings.
The Project was approached by State Agency on Energy Efficiency and Energy Savings (SAEE), the Project’s beneficiary, with the request to support the design of ToR for SAEE web-portal.

OBJECTIVE OF THE ASSIGNMENT
Under the supervision of EEPB Project Manager and Energy Monitoring Analyst and in close cooperation with the IT Unit of State Agency on Energy Efficiency and Energy Savings, the Consultant will be responsible for the development of the ToR for the new web-portal of SAEE.
SCOPE of WORK
- Conduct meetings with the SAEE representatives to gather the information regarding the upcoming web-portal structure and design.
- Assess the technical and staffing capacity of the SAEE to properly maintain the web-portal functionality based on the feedback received from the meetings.
- Prepare draft ToR for the web-portal, using the information received from the meetings, in accordance with the para 8.1 of CMU Resolution #3 “On publishing the data regarding the Governmental Authorities in the Internet” dated 04.01.2002. The ToR should be in both English and Ukrainian languages and using the UNDP template for Request for Proposals.
- Conduct meetings with the SAEE representatives to clear the draft ToR. It may require changing or elaboration of ToR parts.
Deliverables
- Web-portal structure and design endorsed by SAEE.
- Draft ToR for the new web-portal of SAEE.
- Report on follow up meetings with SAEE to discuss and improve the Draft ToR for the new web-portal of SAEE.
- Final ToR, in both English and Ukrainian languages, for the new web-portal of SAEE, using the UNDP template, cleared by EEPB Project Manager and SAEE.

Reporting Requirements:
Each deliverable will be accepted by the UNDP EEPB Project Manager in consultation with of the SAEE.
UNDP will provide payment upon provision of each deliverable duly certified by UNDP in accordance with the schedule below:
Deliverable 1&2.- 50%
Deliverable 2.- 50%
Responsibility for Expenses and their Reimbursement:
This is a lump sum assignment. The Consultant will be responsible for all personal administrative expenses associated with undertaking this assignment including office accommodation, printing, stationary, telephone and electronic communications, and report copies incurred in this assignment. If the assignment will happen to require travel, the expenses will be covered by UNDP according to the established rules and regulations. Any travel undertaken in relation to this assignment, where the traveller requires reimbursement of travel expenses from UNDP, should be approved by UNDP prior to the mission.

Habilidades y experiencia requeridas
Required Skills and Experience:
- University degree in Computer Engineering, Program Development, Intelligence Systems or combination of not relevant university degrees with completed specialized trainings in web-development with a proven experience of more than three years.
- At least three years of experience in development of Web applications with high level data protection.
- Proven experience in developing information systems (at least one completed projects).
- Experience of working for or cooperating with international organizations, would be an asset.
- Language Requirements: native Ukrainian, English (at least working knowledge).

Financial proposal:
Lump sum contract
The financial proposal shall specify a total lump sum amount. Payments are output based i.e. upon satisfactory delivery of the agreed products and services as specified in the Terms of Reference for individual consultant.

EVALUATION
Evaluation method
Cumulative analysis
Contract award shall be made to the incumbent whose offer has been evaluated and determined as:
A) responsive/compliant/acceptable, and
B) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
* Technical Criteria weight: 70%
* Financial Criteria weight: 30%
Only candidates obtaining a minimum 70% from the maximum available technical score would be considered for the Financial Evaluation.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].
The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
Evaluation criteria:
- University degree in Computer Engineering, Program Development, Intelligence Systems or combination of not relevant university degrees with completed specialized trainings in web-development with a proven experience of more than 3 years (16 points max): Relevant PhD or not relevant PhD in combination with completed specialized trainings in web-development with a proven experience of more than 5 years – 16 points; Relevant Masters/Specialist/Bachelor or not relevant degree in combination with completed specialized trainings in web-development with a proven experience of more than 3 years – 12 points.
- At least three years of experience in development of Web applications with high level data protection (24 points max): 3 years – 18 points, 4-7 years -20 points, 8 and more – 24 points.
- Experience of working for or cooperating with international organizations, would be an asset (3 points max): yes - 3 points; no – 0 points.
- Proven experience in developing information systems (24 points max): 1 project – 16 points, + 1 point for each additional project, up to 8 points.
- Language Requirements: Ukrainian, English (at least working knowledge) (3 points max): 3 points.
