UN Women, founded on the vision of equality enshrined in the UN Charter, works to eliminate discrimination against women and girls, empower women and achieve equality between women and men as partners and beneficiaries of development, human rights promotion, humanitarian action and peace and security.

With women's rights at its core, UN Women leads and coordinates the UN system's efforts to ensure that commitments to gender equality are translated into concrete action around the world. It provides strong leadership for the priorities and efforts of Member States while building effective partnerships with civil society and other relevant actors.

In addition, around the world, UN Women supports governments on gender-related data and statistics through its flagship program "Making Every Woman and Girl Count" (Women Count), which aims to bring about a sea change in the production, availability, accessibility and use of quality data and statistics on key aspects related to gender equality and women's empowerment. The recently completed first phase of Women Count (2017 - 2021) was based on 3 linked objectives that aimed to create an enabling policy environment for gender statistics, increase and improve the regular production of gender statistics to monitor the SDGs, including SDG5 and other national and international priorities, and finally improve the accessibility and use of data to inform policy and advocacy for behavioral change and gender norms. This first phase established a sustainable foundation and equipped participating countries with the tools and mechanisms necessary to build strong national gender statistics systems to ensure that all women and girls are counted and visible.

Building on Phase I, Phase II of Women Count is being implemented between January 2022 and December 2025 at the global, regional, and country levels. This second phase focuses on the same three objectives as the first phase, with a greater emphasis on using data to bring about sustainable change for gender equality. At the country level, technical and financial support will be expanded to meet the increased demand for gender statistics from countries already in the program and from new countries that want to implement it, such as Central African Republic (CAR).

 

Devoirs et responsabilités

Under the overall supervision of the UN Women representative in CAR, and under the technical supervision of the Regional Gender Statistics Specialist of the UN Women Regional Office for West and Central Africa, the Consultant will have the following roles and responsibilities

 Situation analysis of the gender statistics system based on a diagnosis of :

a) The institutional environment related to gender statistics, including a gender review of the National Statistical System, the statistical law and the NSDS, as well as the National Development Plan and CAR's international commitments to gender 

b) The current and near-future availability and quality of gender statistics in CAR; The level of technical knowledge of producers and users and possible training/capacity building needs in gender statistics

c) The use of gender statistics and the mechanisms for communication and dissemination of gender statistics in the country.

The analysis of the situation of the system should be based on a document review, interviews (remote or face-to-face) with key actors/informants on gender statistics, from state/LGA’s institutions but also from development organizations, civil society and members of the political apparatus, which will be done using the tools and interview guides developed by PARIS21. It will also include the state of play on existing initiatives in the field as well as those to come in the near future. The situation analysis will identify gaps, especially in gender indicators and more specifically those related to the SDGs, challenges, opportunities and key entry points in the field of gender statistics. It is understood that all information collected will be treated anonymously and confidentially.

Key Activities:

  1. Develop a detailed work plan around each of the assigned tasks with a clear timeline of activities and deliverables;
  2. Revise and finalize the detailed work plan based on feedback from the UN Women-CAR team and the regional office;
  3. Develop a detailed methodology note including planning for possible field missions;
  4. Review existing documentation in the areas of gender statistics, indicators / SDG data at the national level;
  5. Collect relevant and necessary information and documentation from key stakeholders at the national level through interviews, phone calls, email questionnaires, Skype and other relevant online platforms or during a field mission;
  6. Hold a series of meetings with the Ministry of Economy, NBS, the Ministry of Women's, the Ministry of Finance and Budget and other key partners (UN Resident Coordinator's Office, UNDP, UNICEF, UNFPA, IMF, EU, AFD, ADB, World Bank), civil society, research institutions, etc;
  7. Assess the potential uses by stakeholders and development partners if certain data gaps were filled;
  8. Develop and finalize the gender statistics system situation analysis based on the conclusions of the various meetings and comments received from the CAR UN Women Country Office, the UN Women regional office and the headquarters team.
  9. Develop a Power Point presentation of the main findings and recommendations for presentation to stakeholders.

Deliverables:

  1. Final version of the work plan including methodology, tools, list of people and institutions to be contacted and a timetable of operations
  2. Final version of the methodology note
  3. Detailed draft of the situation analysis
  4. Final version of the situation analysis in English that covers the following aspects: 1) what other actors are doing in the area of gender statistics in CAR :  2) the major gaps and challenges in the areas of the enabling environment for gender statistics, in the production and quality of gender data and gaps in indicators and finally in the use and communication of gender statistics at the country level, ; 3) the fundamental and underlying causes of these challenges and gaps and recommendations for addressing them; 4) the comparative advantage of the UN Women program in CAR in working in the area of gender statistics in the CAR Country Office and possible collaborations; and 6) the opportunities and concrete entry points suggested for the UN Women Country Office in CAR.

 Develop a Women Count Phase 2 project document (ProDoc)

Once the situation analysis is finalized and approved by stakeholders, including NBS, the Ministry of Gender, the Consultant will work to develop a project document in the UN Women/Women Count format for the implementation of a Women Count project adapted to CAR that will include narrative sections, a theory of change, a results framework, and the budgeted annual work plan. This work should also take into account what stakeholders already working in the area of gender statistics like UNDP, the World Bank, and the African Development Bank, have already done or are planning to do in order to work in a complementary manner and avoid duplication of effort. Depending on the recommendations of the situation analysis, this project document may propose the implementation of a full Women Count project in CAR or focus more specifically on a few flagship activities.

It is also imperative that the Consultant prepare an implementation schedule, a result framework and a budget.

Key activities:

  1. Prepare a detailed outline of the project document, following the UN Women template and in line with the Women Count Phase 2 program;
  2. Develop a theory of change around key outcomes, outputs and activities ensuring alignment with the Women Count theory of change and results framework;
  3. Develop the ProDoc based on the situation analysis document, in consultation with the UN Women CAR Country Office team including a budget estimate and timeline for each activity;
  4. Consult and collect comments and suggestions on the project document from UN Women colleagues and key partners at the drafting stage;
  5. Revise and finalize the project document based on comments received.

Deliverables :

  1. Detailed draft Project Document (ProDoc) based on the UN Women ProDoc template;
  2. Theory of change around key outcomes, outputs and activities that are aligned with Women Count Phase 2 
  3. Draft 1 of the ProDoc;
  4. Draft 2 of the ProDoct that incorporates comments from UN Women CAR, the regional office and HQ;
  5. Final version of the Project Document that: 1) incorporates a narrative section, theory of change diagram, results framework, including outcome/results indicators, baselines, targets and means of verification, budgeted multi-year work plans, in line with UN Women's reference model; 2) is fully aligned with the Women Count Phase 2 Theory of Change and Results Framework; 3) incorporates final comments received from UN Women; and 4) is developed with excellent writing style in a consistent manner and without grammatical errors.

 Develop a resource mobilization plan and a mapping of potential partners

This will involve mapping potential donors in CAR (national and international) and developing a resource mobilization strategy for funding the Women Count project in line with their programmatic interests

Key Activities:

1.  Prepare a detailed outline of the resource mobilization plan, in line with the recommendations made in the situation analysis (prioritization of needs, mapping of gender and statistical funding);

2. Consult and collect comments and suggestions on the resource mobilization plan from colleagues in the different UN Women pillars in CAR (Political Participation, Economic Empowerment, SGBV, Women Peace and Security, and Humanitarian Assistance) during the drafting phase;

3. Revise and finalize the resource mobilization plan based on the feedback received.

4. Assess by whom and how gender indicators will be used to better guide resource mobilization

Deliverables:

  1. Draft 1 of the resource mobilization plan;
  2. Final version of the resource mobilization plan that: 1) is fully aligned with the needs analysis developed; 2) incorporates final comments received from UN Women.

Qualifications et expériences requises

Education and Certification:

Advanced degree (5 years) in Statistics, Economics, Gender Studies, International Development, Public Administration, Management or related fields. 

Experience:

At least 7 years of national/international experience and completion in statistics in international development, with a focus on gender statistics.

Language:

Fluency in speaking and writing English and French are requested. 

Duration and remuneration:

The consultation will take place between the months of  May and September  2023 over a total of up to 45 days. In accordance with the "Timeline: Key Deliverables and Payment Schedule" specified above, all payments will be released to the Consultant following review of the deliverables/work submitted to UN Women CAR /RO and approved by the UN Women CAR Representative.
