Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In Nepal, UN Women has embarked on the first year of its five-year Strategic Note (SN) 2023 - 2027 to support the national stakeholders in advancing gender equality and the empowerment of women in line with internationally agreed normative standards. The SN is aligned with and contributes to national priorities as described in the Constitution of Nepal and the 15th National Periodic Plan, the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023 - 2027 for Nepal and the UN Women Global Strategic Plan (SP) 2022 - 2026. UN Women Nepal Country Office (NCO)’s SN 2023 – 2027 contributes to the following four outcome areas of the UNSDCF 2023 - 2027:

  • Outcome 1: Sustainable, Resilient and Inclusive Economic Transformation
  • Outcome 2: Inclusive and Transformative Human Development
  • Outcome 3: Environmental Sustainability, Climate and Disaster Resilience
  • Outcome 4: Governance, Federalism, Participation and Inclusion

To achieve the above-mentioned outcomes, UN Women NCO is implementing a wide range of programmes and projects with the support of responsible parties, including government, civil society organizations, international development partners and private sector actors.

UN Women NCO uses the results-based management (RBM) approach as one of its management strategies to improve the organization’s effectiveness and accountability. NCO ensures that all project/programme results frameworks are aligned with and contribute to the SN results framework and tracks the progress against it using different monitoring tools. To support this, NCO focuses on strengthening the capacity of its personnel as well as implementing partners (responsible parties), to integrate RBM principles and standards into project/programme design, planning and monitoring. Additionally, NCO ensures that the project/programme progress reports are highly compliant with RBM principles and compelling enough to demonstrate the changes in lives of women and girls. In this regard, UN Women NCO is seeking for a National RBM Consultant to provide technical support on results-based monitoring and reporting. The consultant will work under the direct supervision of MEAL Coordinator, in close collaboration with relevant UN Women personnel.

Area of Work

The consultant will be responsible for the following activities:

  • Conduct capacity development training/workshops on results-based monitoring and reporting.
  • Review monitoring and evaluation plan (performance monitoring framework) and progress reports of NCO’s partners ensuring that RBM standards are appropriately integrated.
  • Provide quality assurance support to produce high-quality and RBM-compliant (including quarterly progress and final reports).
  • Develop/strengthen results-based monitoring and reporting tools for NCO’s programme/project partners.

Deliverables

  • Delivery of RBM capacity building training package for NCO programme/project partners (including pre and post assessment, presentations and relevant resource material).
  • Evidence of support provided to NCO programme/project partners to develop monitoring and evaluation plan/performance monitoring framework and results-based progress reports.
  • Evidence of support provided to develop high-quality and RBM compliant reports.
  • Monitoring/reporting tools developed/updated.

Timeframe

This is a home-based assignment (with possible travel to Kathmandu and UN Women programme districts) for one year on retainer basis (as and when required).  

Payment Schedule

Payment for this consultancy will be based on the achievement of each deliverable and certification of the immediate supervisor. The payment will be made at the per-day rate proposed by the consultant in the financial proposal. Before starting any task, the required number of working days must be agreed upon between the consultant and supervisor.

Travel and Accommodation Expenses

UN Women will bear the full cost of travel and accommodations for official missions as per the UN Women standard guidelines.

Required Skills and Experience

Education

  • Master’s Degree in international development studies, gender/women’s studies, economics, political science, related social sciences, or related discipline.

Experience

  • Minimum five years of relevant work experience on M&E and results-based management including monitoring and reporting.
  • Proven M&E and RBM expertise in the area of gender equality and the empowerment of women.
  • Previous experience of working with UN agencies would be an added advantage.

Language skills

  • Fluent in English and Nepali languages.

Evaluation and Selection Criteria

A two-stage evaluation procedure will be followed. Evaluation of the technical proposals will be completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical evaluation will be evaluated.

  1. Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100 which will be later converted into 70 points out of total obtainable (technical and financial) score of 100 points. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

  • Required degree and qualification (20 points)
  • Relevant work experience on M&E and results-based management including, monitoring and reporting (30 points)
  • Proven M&E and RBM expertise in the area of gender equality and the empowerment of women (20 points).
  • Previous experience of working with UN agencies would be an added advantage (10 points).
  • Relevant writing sample, particularly results-based reporting (20 points).

Only those candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates. Interview with the technically qualified candidates might be conducted to validate the technical scores.

  1. Financial/Price Proposal evaluation:

The financial proposal of candidates who meet the technical assessment threshold will be evaluated. The financial assessment will count as 30% of the total points. In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

The formula is as follows:

p = y (µ/z)

Where:

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact.
