Background

UN Women, the United Nations entity for gender equality and the empowerment of women, was created to accelerate progress towards the fulfillment of their rights around the world. UN Women assists UN member states in setting international norms and standards for achieving gender equality and works with governments and civil society to develop laws, policies, programs, and services needed to implement these standards.

In 2017, the European Union began to plan a comprehensive support for public sector reform in Afghanistan. The same year, the project aimed at increasing the participation of women in economic and public life through education and empowerment.
The project is being implemented in cooperation with the EU, UNDP, and UN Women Kazakhstan. Given the expertise in women’s economic empowerment, UN Women has been tasked to organize extra curriculum activities for Afghan women-students in the form of winter/summer school trainings to enhance educational potential of Afghan women, raise their awareness about gender equality, women’s rights and leadership and provide them with practical tools, that will help them in their future professional and personal development.

In early 2023, the winter school programme was conducted in Kazakhstan, Kyrgyzstan, and Uzbekistan for 86 Afghan women students and was dedicated to the themes of gender equality and women empowerment, human rights, SDGs and peacebuilding, women peace and security, women leadership and career development, networking, and self-confidence.

Based on the preferences and suggestions of the Afghan women-students, the summer school will be held in an offline format and designed to further enhance and deepen their capabilities, knowledge, and skills in gender equality, women’s empowerment and leadership, personal development, and employability. 

Timeframe and Location

The summer school training is expected to be held in-person according to the following preliminary schedule:

In this regard, UN Women is seeking a qualified facilitator with proven expertise and experience to conduct and facilitate the summer school training for the Afghan women students in Central Asia.

Duties and Responsibilities

Under the supervision of UN Women Project Manager, the International Facilitator is expected to lead and facilitate the summer school training sessions in all three countries of Central Asia.

Duties and Responsibilities

The International facilitator is expected to undertake the following specific tasks:

Phase 1:  Pre-training work

  • Work with the project team to finalize the summer school curriculum and make necessary adjustments based on the needs and context of the women students.
  • Analyze the women students’ needs assessment survey results and conduct further thorough pre-evaluation to narrow the programme curriculum if required.
  • Conduct a thorough study of the target audience, their needs, level of knowledge, and expertise, and tailor the workshop content and methodology accordingly to ensure maximum engagement, participation, and effectiveness.
  • To assess the relevance and appropriateness of the programme curriculum in meeting its objectives and recommend improvements if required.
  • Prepare a detailed summer school programme plan, including program overview, additional activities, and learning objectives and outcomes.
  • Design an evaluation framework that measures the effectiveness and impact of the summer school programme and collects feedback from the participants.

Phase 2: During the training

  • Work closely with experts and trainers and facilitate the five-day school training using innovative concepts and ideas.
  • Based on the agreed agenda develop and conduct engaging, interactive additional activities, icebreakers, energizers, relaxation activities in a dynamic manner, using a range of highly participatory techniques including presentations, group discussions, case studies, role plays, etc.
  • Observe the summer school sessions and provide feedback on the quality of delivery and engagement of the participants.
  • Provide one-on-one coaching, guidance and support to women students as needed, and create opportunities for peer learning and collaboration.
  • Monitor and evaluate the training’s effectiveness using appropriate tools and methods and make adjustments as necessary.
  • Perform any other tasks that can be required during summer school.

Phase 3:  Post training work

  • Conduct a post evaluation survey and follow-up interviews with the women students to gather their feedback on the summer school programme.
  • Facilitate internal debrief session, provide feedback and recommendations to UN Women team on ways forward to improve future planning processes.
  • Prepare a detailed report summarizing the key learnings, outcomes, and recommendations from the workshop.

The International Facilitator or Group of Facilitators are expected to work home based with travels to 1) Kazakhstan; 2) Kyrgyzstan; 3) Uzbekistan to facilitate in-person training sessions.

All deliverables must be certified and approved by UN Women.

Payment will be made upon submission and approval of deliverables, and certification by UN Women  Programme Specialist that the services have been satisfactorily performed. The International Facilitator’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. 100% payment will be made in one tranche after acceptance of all deliverables. UN Women shall cover all travel related expenses (tickets, terminal expenses, DSA) within the limits set in UN Women Travel and Duty Policy.

    Financial assessment:

    The evaluation of the submitted financial proposals will be made based on the following formula:

    C low / C x 300, where

    C is the price of the evaluated offer; and

    C low - this is the lowest price of all evaluated offers among the corresponding offers.

    300 is the maximum financial point you can get.

    The winner is the candidate who scores the highest score on the total score (according to the results of the technical assessment + financial assessment). The maximum possible score for the technical evaluation is 700 and 300 for the financial proposal.

    Candidate selection:

    The contract will be offered to the candidate with the highest score in the cumulative evaluation.
