Duties and Responsibilities

SCOPE OF WORK: 

 

As per the objectives of the assignment and expected deliverables, it is proposed that the timeline for carrying out the consultancy, will be 9 June 2023 – 31 March 2024. The consultant is expected to provide technical assistance to the Bangkok Metropolitan Administration (BMA) for the implementation of the Gender Equality Seal for Public Institutions.

To this end, the consultant, in coordination with the Gender Advisor of UNDP Thailand will be developing the following activities:

  • Support the BMA in the development of the Gender Seal process throughout all its steps:

1) Online self-assessments:

  • Accompany the public institutions in the implementation of staff surveys and the collection of quantitative data.
  • Provide permanent advice and technical assistance to the public institutions in the collection of evidence.
  • Support the Public Institutions in the use of the GES online platform

2) Development, implementation, and monitoring of the Action Plan for Improvement: accompany the development and implementation of the gender equality policy and action plan.

3) Preparation for the external evaluation: Support the BMA in the evaluation process to obtain the Gender Equality Seal, working on the requirements of evidence and necessary documentation of the institution.

  • Conduct training sessions on gender equality and the Gender Equality Seal for Public Institutions, to institutional staff, under the coordination of the Global Gender Equality Seal Team.
  • Any other activities required to ensure adequate and sustained support to the BMA.
  • Produce the self-assessment
  • Participate in all capacity building activities organized by the Gender Equality Seal, necessary for the advisor to provide adequate support to the institutions advised.

QUALIFICATION: 

 

Academic Qualifications:

  • At least Master’s degree in social, legal, economic, engineering and/or administrative sciences.
  • Specific and substantive education and/or training on gender equality and women’s empowerment relate fields, is preferred.

Years of experience:

  • At least 3 years of experience working on gender equality, particularly in the development of gender analysis, gender research and assessments. Experience in gender equality certification systems would be an asset.
  • At least 2 years of experience on gender mainstreaming in public administration.
  • At least 1 year of experience on working with government agencies and/or UN agencies.

Language:

  • High proficiency in written Thai and English.
