Project Description:

The Energy Efficiency Improvement in Public Sector Buildings in China (PSBEE) is an ongoing UNDP-GEF project implemented by Ministry of Housing and Urban-Rural Development (MOHURD). The objective of the project is to facilitate the energy-conserving and energy-efficient operation of public buildings and building services in the public sector in China. The ultimate goal of the project is the well-managed growth rate of energy consumption and associated greenhouse gas emissions from the public sector in China. The project’s strategy is a barriers removal approach to address the major obstacles for the adoption of energy conservation and energy efficiency (EC&EE) and low-carbon (LC) initiatives. As stated in the PSBEE Project Document (ProDoc), the main barriers to the energy-conserving and energy-efficient operation of public buildings and building services in the public sector in China are:

Inadequate policy and regulatory frameworks that promote and support EC&EE improvement initiatives in the public sector;
Absence of an overall evaluation system for reviewing and analyzing the existing energy management procedures and practices in public sector entities and their facilities;
Limited market-oriented financing mechanism for funding EC&EE technologies/products in the public sector; and
Low level of capacity and awareness of public sector technical and management personnel on the application of EC&EE and LC technologies.

The project’s interventions are organized into four components focusing on: (1) public sector EC&EE policy and regulatory frameworks, (2) energy performance monitoring and evaluation system for public sector buildings, (3) EC&EE improvement promotion and demonstration programs for public sector buildings, and (4) public sector EC&EE capacity and awareness enhancement program.

The expected outcomes of the project are as follows:

Outcome 1. Strict enforcement of approved enhanced policies and rules and regulations on energy efficiency and low-carbon operation and maintenance of public sector buildings;
Outcome 2. Better control and enhanced management of the energy performance of public sector buildings;
Outcome 3.1. Increased availability of resources (technical capacity, information, and financing) for EC&EE initiatives in public sector buildings and facilities;
Outcome 3.2. Increased application of EC&EE technologies in public sector buildings and facilities; and
Outcome 4. Enhanced awareness and knowledge of public sector authorities and personnel and the citizenry on the cost-effective application of EC&EE technologies.

After the completion of a comprehensive review of the PSBEE Project’s demonstration activities and the adjustment of some of the demo activities to address the gaps and shortcomings identified during the mid-term review of the project in 2021, the PMO has continued to diligently carry out its tasks and responsibilities in the implementation of the remaining project activities. While it has demonstrated its capability to manage multiple activities and stakeholders simultaneously, and in resolving emerging issues, it can still benefit from the continued support from a qualified and capable external international consultant to adequately address issues related to the monitoring and reporting, incremental-cost reasoning, and quantification of GHG emissions reductions that are attributable to the project.

Duties and Responsibilities

Scope of Work:

The following are the tasks and responsibilities of the International Chief Technology Advisor:

Guide the PMO in ensuring that the project strategy as per the PSBEE ProDoc is adequately and correctly implemented. This include seeing to it that the required outputs of the implemented activities are delivered, particularly those that are currently ongoing and yet-to-be completed.
Provide strategic guidance and support to the PMO in improvements in the following:
1. Documentation/reporting and vetting of the results of the project activities (baseline, co-financed, and incremental).
2. Analysis of reported project results as to their contribution to the achievement of project outputs and outcomes and their attribution to the PSBEE;
3. Evaluation and reporting of the realization of the project outcomes (i.e., degree of barrier removal);
4. Monitoring of the achievement of the target of the indicators of the project’s goal, objective and each outcome indicator; and how the evidentiary documents on the achievement of the indicator targets are produced.
5. Preparation of annual project mentation review (PIR) reports, preparations for the project’s terminal evaluation; and definition of the project’s exit strategy.
Updating of the PSBEE Project Activities Inventory as of end 2nd Quarter and end 4th Quarter 2023; and provision of inputs to the PIR 2023 Report preparation.
Other Responsibilities include:
1. Provide technical expertise and strategic guidance to the planning of the remaining project activities, as well as proposed supplementary activities, ensuring quality control of interventions, and support the Project Manager in the execution of the implementation plan and in the coordination for planned activities under the project as stipulated in the project document, and annual work plan;
2. Review and provide inputs to draft Terms of Reference for consultants and sub-contractors that will be necessary for the implementation any proposed supplementary activity/task of the project; and if needed, assist in the selection and recruitment process for such technical resource inputs;
3. Provide technical advice to the ongoing work carried out by technical assistance consultants hired by the project; including assisting the PMO in coordinating the work of consultants and sub-contractors, advising on how to ensure the timely delivery of expected outputs and effective synergy among the various sub-contracted activities;
4. Document best practices applied in the project and lessons learned from the project implementation for purposes of project promotion and information sharing.
5. Provide technical review of the results/findings, conclusions, and recommendations of the project’s terminal evaluation; recommend management response to agreed terminal evaluation recommendations guidance and assistance in the monitoring and evaluation of project results (from GEF-funded and co-financed activities), and in the tracking and verification of the levels of achievement of the annual targets for each indicator in the project’s results framework or log frame;
6. Assist the PMO in the updating and implementation of the Monitoring and Evaluation Framework and monitoring tools for the project and monitoring the technical quality of project M&E systems (including AWPs, indicators, and targets), and in updating the GEF Core Indicators;
7. Assist the PMO in relation to preparation of the Project Implementation Review Report (PIR/APR); and,
8. Provide guidance to PMO in updating of the GEF Core Indicators for this project, particularly the magnitudes of GHG emission reduction and energy saving realized by the project prior to Terminal Evaluation of the project.

Expected Outputs/deliverables:

Deliverable 1: Proposed workplan for the duration of the consultancy assignment as CTA
Deliverable 2: Quarterly Reports (3Q 2023 ) on the completed technical assistance services to the PMO and contributions to the technical achievements of the project per quarter. Updated PSBEE Project Activities Inventory Report (end 3 Qtr. 2023)
Deliverable 3: Quarterly Reports (4Q 2023 ) on the completed technical assistance services to the PMO and contributions to the technical achievements of the project per quarter. Updated PSBEE Project Activities Inventory Report (end 4 Qtr. 2023)
Deliverable 4: Report on the completed consultancy work.

Institutional Arrangement:

The CTA reports to the Programme Director, Climate Change Portfolio.

The success of the project depends on the timely delivery of each component. The Contractor should ensure timely identification of potential risks and signal any delays in deliverables. The contract will be effective immediately upon signature by UNDP.

The present ToR may be subject to modification, without changing the overall objective and the scope of work, on the basis of mutual consultations and acceptances from both parties. UNDP will hold the copyright of the assignment deliverables.

Scope of Price Proposal and Schedule of Payments

Expert must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, living allowance and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon satisfactory completion of the deliverables/outputs and as per below percentages:

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon between the respective business unit and the Individual Consultant prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent. The provided living allowance will not be exceeding UNDP DSA rates.

Duration of the Work:

The duration of this assignment is expected to commit to a maximum of 50 working days for a period of 1 June 2023 to 31 December 2023.

Duty Station:

The consultancy is home-based with no travel required.

Required Skills and Experience

Requirements:

Education:

Advanced degree in engineering, preferably with specialization in energy (energy engineering, energy management, energy economics or energy technology applications)

Experience and required skills:

Familiar and with experience in the design, development or implementation of international climate change mitigation and energy projects funded by the GEF, preferably those with UNDP as GEF Agency.
Tracked record of experience with application of incremental-cost principles in GEF-supported investments, energy saving and CO2 emission reduction calculation.
Familiarity and experience in the development and implementation of results framework (logical frameworks analysis)
Minimum 5 years accumulated and recognized experience on project evaluation.
Minimum of ten years accumulated and recognized experience in the fields of building energy efficiency and climate change mitigation.

Language:

Excellent command of English, written and oral

Criteria for Selection of the Best Offer

Evaluating offers will be based on Combined Scoring method – where the qualifications and methodology will be weighted at 70% and combined with the price offer which will be weighted at 30%. The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%), and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment. Only candidates obtaining a minimum of 0.49 points (70% of the total technical points) would be considered for the Financial Evaluation. Incomplete proposals may not be considered.
