Project Description: The Energy Efficiency Improvement in Public Sector Buildings in China (PSBEE) is an ongoing UNDP-GEF project implemented by Ministry of Housing and Urban-Rural Development (MOHURD). The objective of the project is to facilitate the energy-conserving and energy-efficient operation of public buildings and building services in the public sector in China. The ultimate goal of the project is the well-managed growth rate of energy consumption and associated greenhouse gas emissions from the public sector in China. The project’s strategy is a barriers removal approach to address the major obstacles for the adoption of energy conservation and energy efficiency (EC&EE) and low-carbon (LC) initiatives. As stated in the PSBEE Project Document (ProDoc), the main barriers to the energy-conserving and energy-efficient operation of public buildings and building services in the public sector in China are:
The project’s interventions are organized into four components focusing on: (1) public sector EC&EE policy and regulatory frameworks, (2) energy performance monitoring and evaluation system for public sector buildings, (3) EC&EE improvement promotion and demonstration programs for public sector buildings, and (4) public sector EC&EE capacity and awareness enhancement program.
The expected outcomes of the project are as follows:
After the completion of a comprehensive review of the PSBEE Project’s demonstration activities and the adjustment of some of the demo activities to address the gaps and shortcomings identified during the mid-term review of the project in 2021, the PMO has continued to diligently carry out its tasks and responsibilities in the implementation of the remaining project activities. While it has demonstrated its capability to manage multiple activities and stakeholders simultaneously, and in resolving emerging issues, it can still benefit from the continued support from a qualified and capable external international consultant to adequately address issues related to the monitoring and reporting, incremental-cost reasoning, and quantification of GHG emissions reductions that are attributable to the project.

The following are the tasks and responsibilities of the International Chief Technology Advisor:
Expected Outputs/deliverables:
Institutional Arrangement: The CTA reports to the Programme Director, Climate Change Portfolio. The success of the project depends on the timely delivery of each component. The Contractor should ensure timely identification of potential risks and signal any delays in deliverables. The contract will be effective immediately upon signature by UNDP. The present ToR may be subject to modification, without changing the overall objective and the scope of work, on the basis of mutual consultations and acceptances from both parties. UNDP will hold the copyright of the assignment deliverables.
Scope of Price Proposal and Schedule of Payments Expert must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, living allowance and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon satisfactory completion of the deliverables/outputs and as per below percentages:
In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon between the respective business unit and the Individual Consultant prior to travel and will be reimbursed. Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent. The provided living allowance will not be exceeding UNDP DSA rates.
Duration of the Work: The duration of this assignment is expected to commit to a maximum of 50 working days for a period of 1 June 2023 to 31 December 2023.
Duty Station: The consultancy is home-based with no travel required. In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon between the respective business unit and the Individual Consultant prior to travel and will be reimbursed.

Criteria for Selection of the Best Offer Evaluating offers will be based on Combined Scoring method – where the qualifications and methodology will be weighted at 70% and combined with the price offer which will be weighted at 30%. The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%), and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment. Only candidates obtaining a minimum of 0.49 points (70% of the total technical points) would be considered for the Financial Evaluation. Incomplete proposals may not be considered.
