Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s Country Office, based in New Delhi, India, works to accelerate the advancement of gender equality and the empowerment of women through the strengthening of strategic partnerships, technical and policy advisory services and advocacy with governmental, inter-governmental and civil society partners. In addition, UN Women CO is charged with leading and coordinating the UN system’s work on gender equality, including through ensuring accountability for results.

Aligned with the United Nations’ 2030 Agenda for Sustainable Development, UN Women is currently implementing a programme called Second Chance Education and Vocational Learning (SCE), which is aimed at empowerment of the most marginalized women and girls who, owing to poverty and gender-based discrimination, have been denied access to opportunities at an early age.

The programme undertakes a holistic approach to empowerment using the pathways of learning, employment and entrepreneurship. The SCE programme enables and offers women and girls opportunities to (1) re-enter or pursue formal education, (2) undertake vocational education, (3) receive entrepreneurship, digital, and professional training and skills, and (4) find potential employment. SCE offers a comprehensive solution by adopting a holistic approach, leveraging partnerships at all levels, using innovative pedagogies and finance to achieve its objective.

In this context, the Consultant - Programme Associate will work under the guidance and direct supervision of the Programme Analyst (SCE) and overall supervision of Country Programme Manager (SCE), to support in management of programme activities and coordinate with relevant team members, including the operations team, implementing partner organisations and government officials, to ensure successful implementation of Programmes.

Duties and Responsibilities

Provide administrative and logistical support to the formulation and management of programmes:

  • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;
  • Provide administrative support to executing agencies/responsible parties in routine delivery and reporting of programme supported activities and finances;
  • Provide administrative support in auditing of relevant programmes/projects;
  • Identify sources and gather and compile data and information for the preparation of documents and guidelines;
  • Prepare documents for the audit of projects and support implementation of audit recommendations; 
  • Prepare database of the contracts issued for personnel, procuring goods and services, provide timely alert submission of deliverables and contract expiration & renewals;
  • Follow-ups with vendors for timely submission of deliverables and invoices for settlement of payments.

Provide administrative support to financial management:

  • Provide support to create projects, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial closure of projects;
  • Provide administrative support in monitoring and preparation of budgets and the finances of programmes/projects, and in the preparation of FACE forms.

 Provide administrative support to the programmes under the thematic areas of Women’s Economic Empowerment:

  • Undertake relevant logistical, administrative, and financial arrangements for organization of meetings, workshops, events, and missions including minutes of meetings as needed;
  • Organize and coordinate filing of documents and maintaining mailing lists;
  • Prepare project information materials and briefing packets; 
  • Assemble briefing materials and prepare power-point and other presentations;
  • Prepare TOR’s for various HR positions under the project;
  • Prepare documents for RFP’s and RFI’s and coordinate with Operations Team;
  • Provide support in conducting the due digilence for potential partner private sector entities;
  • Liaise with Procurement and Human Resource Unit on issuance and renewal of contract and related formalities.

Provide administrative support to resource mobilization:

  • Organize, compile, and process documentation and information from donors, and programme teams as inputs to various databases and documents.

 Facilitation of knowledge building and knowledge sharing:

  • Provide administrative support in collating and preparing quarterly and annual donor reports, and maintain reporting on systems;
  • Provide support to Communication Assistant in preparation of Knowledge products under the project.

Any other task assigned by the Supervisor.

Deliverables:

  • Timely and accurate administrative and logistical support to events, workshops, and missions;
  • Full compliance of administrative activities with UN Women rules, regulations, policies and procedures;
  • Timely and accurate tracking of data for India CO management and donor purposes;
  • Timely and accurate tracking of budgets and monitoring of finances;
  • Support periodical reporting of programmes;
  • Quality maintenance of internal systems and files;
  • Quality and timely support to programme team.

Required Skills and Experience

Education:

  • Minimum Graduate in any subject;
  • Masters degree is an asset;
  • Degree in administrations/finance related field is an advantage. 

Experience:

  • At least 7 years of progressive experience in administrative or programme management/support
  • Experience of working in the UN System
  • Knowledge of organisational programme and finance management systems/ERP systems, its uses, and applications, is an added advantage
  • Computer literacy and usage of multiple office software packages.

Language Requirements:

  • Fluency in English;
  • Knowledge of Hindi is an advantage;
  • Knowledge of the other UN official working language is an asset.

The evaluation process for selection of the candidate will be based on the following assessment:
